As states increasingly regulate ‘mixed’ family formation, self-positioning has become central to the lives of migrant spouses, including women. To understand this process, the present article investigates the mothering techniques of Filipino and Thai migrant women in Belgium, that is, the decisions, actions and ways of being they consciously enact in response to state policies ‘here’ and/or 'there' to secure the mother–child bond in space and time. Interviews and observations reveal these women’s main techniques: obtaining Belgian nationality for themselves, prioritising a single nationality (Belgian) for their children and staying at home (in the case of Filipino migrant women) or working (in the case of Thai women). This self-positioning sets these women’s own path and prepare their children’s route towards full, active membership in the nation. Mothering appears therefore as a fertile site of citizenship, which from afar echoes the public–private divide but in close-up reveals the porosity of such dichotomy.  相似文献

The flow of attention in the policy process is dynamic and disruptive. While we know changes in issue attention often result in policy change, the causal mechanisms underlying the different stages of the attention allocation process remain unclear. This article uses Punctuated Equilibrium Theory to examine an underdeveloped aspect of issue attention within policy‐making institutions: how specific policy indicators influence the entry and exit of issues on policy‐making agendas. Partisan issue attention in the House of Representatives is used to analyze a significant change to U.S. offshore oil and natural gas drilling policy in 2008. The results highlight how historically high gasoline prices precipitated a shift in attention to offshore drilling and subsequent policy change. Moreover, gasoline prices Granger‐cause attention to energy policy in partisan speeches over time. The analysis further reveals how competing policy frames and a salient focusing event shaped congressional and public discourse, leading to subsequent changes in attention. Taken together, the findings broaden our understanding of the policy process by identifying the specific forces behind the entry and exit of issues on the policy‐making agenda.  相似文献

This practical note demonstrates the role that haricot beans play in assisting women to become food and nutrition secure, to generate income, and to have sustainable livelihoods that are resilient to shocks. Based on qualitative research among female and male beneficiaries of a pulse innovation project implemented in southern Ethiopia, the note provides a summary of the critical voices of farmers, and the role that haricot beans play in empowering women. 美日同盟是美国维持亚太秩序的重要基石,也是日本外交政策的基轴,随着中国的崛起,美日双方已然意识到原有的同盟框架难以应对来自中国的挑战。为此,美日通过制订新的《美日防卫合作指针》,强化美日同盟,加强双方在全球范围内的安全合作。然而,美日安全合作同时也面临着质疑与否定,在美日两国内,长期以来一直存在着对美日同盟的争论。未来美日安全合作将如何发展,不仅取决于日本的安全感知,更取决于美国在国内国际新形势下将会采取的战略。由于美国新任总统特朗普一以贯之的对日负面认知,使得日本政府和国民对于特朗普的对日政策不抱期待。然而,特朗普上台后并不会撤走驻日美军,更不会让美日同盟解体,同时,商人出身的特朗普并不反对自由贸易,其反对的是无法贯彻其意志的自由贸易。因此,在特朗普总统任期中,其特有的个性和自信,将会使未来美国的对日政策打上"特式"烙印,这为美日关系的发展增加了许多不确定因素,美日同盟可能面临新的危机。  相似文献

随着中国"一带一路"倡议的提出与推进,其涉及范围逐步向非洲大陆扩展,特别是习近平主席最终确定将"21世纪海上丝绸之路"穿越非洲大陆。在此背景下,中国政府有必要借助"2l世纪海上丝绸之路"扩展到非洲的机遇,在现有中非经贸、政治及安全合作的基础上把中非关系扩展到海洋领域。鉴于非洲多国政局并不稳定、非传统安全威胁加重,其中来自海上的非传统安全问题日渐突出等局面,在依托"2l世纪海上丝绸之路"扩展中非合作关系的过程中,中国需要与非洲相关国家加强各领域特别是海上的安全合作,并争取其他域外大国的良性参与,避免恶性竞争,共同创建一个"中非海上安全共同体",为包括中国、其他域外国家在内的各国在非洲经贸领域的合作及发展保驾护航。这样既能巩固和加强中非传统合作关系,推动其发展到新的层次,更好地保护中国在非洲的海外利益,也能避免与其他域外大国在非洲走向"零和博弈"。  相似文献

作为第四空间的太空是国际争夺的战略制高点。中美两国在太空领域有着广泛利益,涉及其国家安全与经济繁荣以及国际声望。中美两国之间的太空关系,事关国际战略稳定与平衡。尽管两国都主张太空安全,但是中美太空安全观大相径庭,在如何确保太空安全的方式上存在巨大差异。中国在安全困境下考虑和实施太空政策,谋求太空安全;美国则是推进太空武器化,保证美国治下的太空安全。两国在太空安全领域上进行了针锋相对的较量。美国使用传统守成大国对待崛起大国的方法,不仅研发更先进的(反)太空技术,而且也禁止中美太空合作,同时拼凑同盟,封堵中国(反)太空能力的发展。与美国相比,中国应对美国太空封堵手段相对较少,只有潜心发展自己的(反)太空能力,才能确保太空资产安全和国家安全。在外交场合下,在禁止太空军备竞赛与《禁止生产用于核武器及爆炸装置的裂变材料条约》、禁止太空武器化的国际条约与自愿性质的国际太空行为规范准则两组问题上,中美两国也进行了互不妥协的对抗。为降低两国在太空安全领域的对抗烈度,中美两国开启了民用太空对话与太空安全对话机制,同时,也不排除特朗普政府未来会启用中美外交安全对话机制处理太空安全问题。  相似文献

This article aims to question the discourse on “the war on terror” developed by the French President in the wake of the two terrorist attacks that occurred in France in 2015. Drawing from critical discourse analysis, it explores the discursive legitimation strategies deployed by President Hollande to legitimate France’s securitarian response to the two attacks. It reveals how the defence of human rights served as an overall justificatory framework, through rationalisation, appeals to authority, and moralisation. It argues that Hollande implemented a discursive manipulation of reality to shield his actions from criticisms of illiberalism, all the while reframing the notion of human rights, undermining it and paving the way for an authoritarian-driven executive.  相似文献

UK policies embrace the ideas of security–development nexus, but most scholarship on its engagement builds upon African cases. This paper examines the drivers, nature and implications of UK involvement with an Asian country, Nepal. The UK’s position as the largest bilateral contributor and major peace and security donor among at least 21 others makes examination of its Nepal involvement imperative. This paper uses the grounded theory method and interpretivist analytical approach to create interactions between published and field information. Although the UK’s persistent engagement and programme-based approach helped peacefully manage transition, this paper contends, institutional changes have been shallow and winning confidence remains strenuous.  相似文献

While much research focuses on the causes and consequences of direct democracy and regime legitimacy, little attention has been paid to the potential relationship between them. In an attempt to fill this void, this paper focuses on the legal provisions for direct democracy and its use. The key argument is that possibilities for the public’s direct involvement reflect high importance given to citizens, openness of the regime towards different modes of decision-making, and ways to avoid unpopular institutions. Consequently, citizens are likely to accept and support the regime, improving or maintaining its legitimacy. The cross-national analysis includes 38 European countries ranging from transition countries to established democracies. It uses bivariate statistical analysis and country-level data collected from legislation, secondary sources, and aggregate surveys.  相似文献
