New frontiers: an enriched perspective on extraction frontiers in Indonesia

Changes in the nature, scale, and speed of natural resource extraction, especially in the last two decades, have resulted in many new resource extraction areas emerging across the world. By zooming in on Indonesia, this article shows that the underlying causes and consequences of current trends are more complex than portrayed by the rancher-squatter model of frontiers that is still frequently used to explain these developments. We argue that a broadened frontier notion is necessary to address the multifaceted nature of the processes underway in contemporary Indonesian extraction areas, as well as beyond. We propose a perspective that pays explicit attention to four new developments that can be described by using the hybridization of space, time, actors, and rules, and are characterized by the fact that these processes create new perimeters in all four mentioned areas. In so doing, we challenge, broaden, and renew the meaning of frontiers.

经济法以社会本位为基本价值取向,以维护社会公共利益为根本宗旨。其在促进社会整体利益,保持国民经济健康、和谐发展方面起着其它法律部门不可替代的巨大作用。但由于经济法可诉性的缺失,其自身的价值和功能难以得到完全发挥。基于此,实现经济法的可诉性,建立经济公益诉讼制度,就成为解决和平衡经济纠纷、经济冲突的一条有效途径。     

论中国民族聚落的分类

我国民族聚落(即居民点的通称)的形成和发展,受到自然地理环境、宗教信仰、经济活动方式、家庭制度等因素的影响,由于聚落形成的原因不同,所表现的方式和呈现的景观也不同.聚落形成有一定的特殊规律,研究聚落形成和发展过程中所出现的同一性和差异性,对于进一步了解民族内部结构、民族间的关系,以及多元化的中国社会,有重要的价值和意义.

目前,刑法学界对单位犯罪的概念、构成条件、处罚等问题皆作了较为深入、成熟的探讨,但对单位共同犯罪问题尚缺乏深入的分析,本文对单位参与犯罪能否构成共同犯罪、单位共同犯罪的特征以及单位共同犯罪司法认定中的若干重点、疑难问题作了详细的分析.     

The European Union and its energy security challenges: engagement through and with networks

Energy security remains a vital issue for the European Union (EU), even more so in the wake of the events that unfolded in early 2014 in Ukraine. The EU's already fragile position in the international energy arena in terms of security of supply appears to be more uncertain than ever after its umpteenth fallout with its historic energy supplier, Russia. This situation is untenable and calls for swift and decisive action to adequately tackle the issue once and for all. The article looks at the creation of a single EU energy market through the integration of energy networks in the EU. This article then examines various ways to diversify its energy supply, whether through increasing the import of liquefied natural gas or through its relations with the Eurasian Union. It then explores the International Energy Charter as an example of the EU's engagement with transnational policy networks. It concludes that from energy transit, to technology transfer, to investment protection, energy and trade present interplays across various fields. Improvements can be made to the EU trading system to ensure greater energy security and more efficient energy markets.

当前长江下游水域治安问题突出,侵财性案件较多;非法采砂的行为屡禁不绝;群体性事件和水上治安灾害事故突出。在治安管理过程中面临着执法依据不全、管理体制不顺、水上警务保障不足的困境。     

The culture of risk regulation: Responses to environmental disasters

Disasters challenge the equilibrium of regulatory regimes and make policy shifts more likely. Using an institutional theory of cultural biases and the concept of cultural “surprise”, this article analyses the direction and intensity of media argumentation in respect of policy shifts. Instead of assuming a demand for greater State intervention after dramatic focusing events, as suggested by other theoretical frames, cultural theory opens a variety of options that range from embracing regulatory responses from different cultural biases to the radicalization of current, but failing, instruments. The analysis of media reaction to the environmental disasters caused by the oil spills of Exxon Valdez (United States), Erika (France) and Prestige (Spain) shows that the demand for more hierarchy does not monopolize the overall argumentation. The change demanded often implies a radicalization of a particular prevalent view where the associated institutional setting is failing its supporters.     

The Public Management of Risk: The Case for Deliberating among Worldviews

This article argues that the public management of risk faces inherent "wicked issue" problems which are further accentuated in the context of the contemporary regulatory state. It is suggested that in order to overcome these limitations and inevitable trade-offs, there needs to be a more conscientious effort in setting out distinct components of any public management of risk, which should be considered and discussed through the lens of distinct worldviews contrasting interpretations and solutions, as well as potential "black-spots." It is only by acknowledging limitations of any one strategy and by considering plural solutions that there is less likelihood of disappointment when dealing with crises and disasters.     

天然药物化学课程教学方法的探讨

随着当前对天然药物开发研究的不断深入,天然药物化学课程的重要性也越来越受到重视。而传统的天然药物化学教学方式多为教师讲授,学生被动地听、甚至靠死记硬背,学生的学习兴趣没有得到激发,效率不高,普遍反映枯燥难学。因而全面提高天然药物化学的学习水平和教学质量具有重要意义。为此,作者结合自己的教学经验谈一些感受。     

Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.
