中国养老保险统筹层次的改革路径与发展方向探讨

从国外经验出发,养老保险立法先行、确立时间表,通过合适的基金运作模式,各级政府的财政责任分担机制,养老保险的垂直管理和基金预算管理制度,以及历史债务和做实个人账户机制,用"三步走"的方式,先实现省级统筹,然后建立全国统一预算,分省余缺调剂的方式,逐步过渡到全国统收统支的模式,这是适合目前中国现状和社会保障未来战略发展的选择。     

推行工资集体协商的实践与思考

在中国特色社会主义的现实环境和“党政主导、工会运作”的维权机制下,国有及其控股企业要带头开展工资集体协商,这是有所争论的理论与现实问题。面对国有企业在建立职工工资正常增长机制和权益维护方面存在的问题,企业利益与职工利益之间存在的矛盾,国有企业要发挥较好的民主传统和健全的政工体制优势,率先搞好工资集体协商,进一步健全企业民主管理机制,为实现科学化、规范化管理打下更坚实基础。     

Why Do Peace Negotiations Succeed or Fail? Legal Commitment,Transparency, and Inclusion during Peace Negotiations in Colombia (2012–2016) and Turkey (2012–2015)

This article examines the ways in which the negotiation framework—i.e., the legal guarantees, information management mechanism, and degree of inclusivity in peace negotiations—shapes the likelihood of concluding a peace agreement. Codifying the peace negotiations in law, publicizing information about the content of negotiations, and including mediators and civil society actors in peace talks is likely to increase a government's short‐term costs. However, doing so alleviates the adversaries' information asymmetry and commitment problems, sets guidelines to insure the process against exogenous shocks, and increases the number of actors taking part in conflict management. Comparing the recent peace negotiations to end intrastate wars in Colombia and Turkey, this article argues that a legalized, public, and inclusive framework made a peace agreement possible in Colombia, while the lack of such a framework caused Turkey's peace talks to fail.     

Carbon sink geopolitics

Abstract

This paper explores an example of global politics in action by attending to the modalities and outcomes of United Nations negotiations on global warming. More precisely, the paper ethnographically traces how the capacity of tropical forests to act as carbon sinks is turned into a matter of global concern. The focus is on a negotiated policy called Reducing Emissions from Deforestation and forest Degradation (REDD+) and its anchoring in the Democratic Republic of the Congo, whose territory contains the second largest area of rainforest after Brazil. The paper discusses the importance of the promissory in climate actions, the multivalence of what is at stake and the porosity and resilience of national demarcation. To do so, it identifies three moments and sites of geopolitical re-composition: the formulation of international consensus, the work of preparatory agents and the quest for metrological inclusiveness. These moments and sites point to the theatricality and semi-secrecy of United Nations negotiations, the mobilizing activities of expatriate consultants hired with overseas aid funding and the unstable evidential grounds on which emission reduction efforts are based. The paper suggests that, through this series of processes, the carbon stored by tropical forests becomes a matter of global exigency.     

Seal the Deal: Bargaining Positions,Institutional Design,and the Duration of Preferential Trade Negotiations

Multilateral negotiations at the World Trade Organization have stalled. This has contributed to a steep rise in preferential trade agreements (PTAs). At the same time, negotiations for PTAs have not always proven quick and painless: While some treaties are sealed within a few months or days only, other agreements are preceded by protracted bargaining processes in trade and trade-related issue areas. In this article, we provide a theoretical explanation for this empirical variation. More specifically, we argue that PTA negotiations take longer the greater the distance between the prospective partners’ initial bargaining positions. Moreover, we contend that negotiation processes become more protracted the higher the relative ambition of the prospective PTA. Due to the limited links to the domestic political arena in autocracies, we expect this latter effect to play out for groups of democratic bargaining partners only. We test these two hypotheses for 198 preferential trade negotiations using novel measures for bargaining templates and the ambition of PTA clauses. In our two-stage survival models, we find support for our argument. In line with qualitative evidence from recent preferential trade initiatives, our models indicate that services, investment and intellectual property rights are particularly sticky agenda items for democratic leaders at the international bargaining table.     

The political and economic causes of satisfaction with democracy in Spain – a twofold panel study

This study tests the links between political and economic performance and satisfaction with democracy (SWD) in Spain. Contrary to the dominant theoretical paradigm that explains the aggregate evolution of and the individual-level differences in SWD mainly by means of economic factors, the article presents evidence that evaluations of the political process are equally relevant to account for both changes in individuals’ SWD over time and the evolution of SWD at the national level. Unlike most existing literature, this study supports its argument by combining analyses of a micro-level panel dataset (CIUPANEL) and of a pooled aggregate-level panel dataset based on the Spanish samples in the Eurobarometer and the Latinobarómetro between 1986 and 2014.

Many modern books reflect society's involvement with drugs, sex, alcohol, and violence. Teenagers will read a great variety of stories and view different images of themselves and their times.

There are many paths that can be taken with the families we encounter in our work. It is this richness in options that can make the child and youth care approach so powerful. However, amongst each potential path there are a number of common guideposts that serve as markers for our interactions with families. These guiding principles are described through the use of examples from a family in a program for teens who are parenting.
