ABSTRACT

Analysis of narrative can help identify the expectations actors hold about each other in international relations. This article triangulates a mix of elite interviews, media content analysis and an original Q-sort public opinion methodology to map the presence of narratives about EU relations among young Israelis and Palestinians. Our aim is not to explain the effects of EU public diplomacy in these countries. Instead we aim to identify the narrative “terrain” or conditions that the EU communicates to and with and, drawing on feminist and everyday narrative studies, to examine the role of affect and identity to explain why some narratives are more “sticky” than others in those societies. We find, first, a broad recognition that the EU’s capacity to act in international relations is necessary but limited in the face of greater challenges in the international system, and indeed, within the EU itself. We find, second, little evidence that young people radically reshape the narratives they encounter in their public spheres, but nevertheless some important divisions emerge that pose problems for how EU policymakers can communicate consistently without dismaying some citizens in third countries.  相似文献

Many neighbourhoods in the Netherlands have reached the stage of colliding subcultures, and interpersonal conflict. The young live next to the old, the rich next to the poor, single people next to families, the white next to the brown and the black, the established next to the outsiders. In some places, this social-cultural abundance leads to fear, uncertainty, and irritation. Not everybody is as understanding and tolerant of diverse lifestyles and thinking patterns as another person is. In places, this diversity leads to new behaviour patterns and institutions. Multi-ethnic community boards are starting to function as mediatory panels for settling disputes between neighbours and neighbourhood residents. In this article we claim that community mediation - a form of alternative dispute resolution designed to resolve interpersonal conflict in the neighbourhood - is both an attempt to rejuvenate the idea of community and a new way to settle differences and interpersonal conflicts between neighbours in the Netherlands. One might even argue that the neighbourhood is a level too high for social intervention and that instead one should focus on a lower level in the lifeworld: the house, the block, or at most, the street.  相似文献

Juvenile confidence in the police (JCP) has become an important research topic in policing. In spite of an increasing amount of research literature on JCP, the influence of educational tracking especially vocational tracking on juveniles’ confidence in the police has received limited scholarly attention. Extant literature suggests a noticeable difference in family backgrounds, attitudinal perceptions, and problematic behaviours between vocational school students and regular high school students. Using the survey data of 3628 students collected from these 2 distinctive segments of educational tracking in a southwestern Chinese city, this study examines if and how youths in vocational schools perceive the local police differently from their regular high school counterparts. The findings indicate that vocational school students had more confidence in the police than their regular high school peers. In addition, school contexts played a significant role in shaping their respective attitudes toward the police. Implications of these findings are discussed.  相似文献

Dominant narratives of neighbourhood working in the United Kingdom accentuate the diversity and ‘messiness’ of practices across local authorities. This paper questions such narratives. Drawing upon a study of 15 local authorities, we first argue that neighbourhood working is increasingly oriented towards neighbourhood management, privileging the ‘joining up’ of mainstream service delivery over the enhanced community engagement and political accountability more associated with the practices of neighbourhood governance. Deploying Lowndes and Sullivan's four rationales of neighbourhood working (2008), in combination with Mintzberg's metaphor of organisation as ‘structure in fives’ (1983), we suggest that the practices of neighbourhood working are currently best understood in terms of Mintzberg's decentralised divisional authority as a form of constrained decentralisation in which semi-autonomous divisions are brought together under a central administration and given limited control over service delivery in order to address the social and economic rationales for neighbourhood working. We then draw upon recent neo-liberal critiques of local governance to offer a critical evaluation of both the appeal for local officers and politicians of neighbourhood management and the potential tensions and contradictions of such a move for future policy and practice. We conclude that neighbourhood management as a neo-liberal ‘roll-out’ strategy may be self-defeating, surfacing the incapacity of local authorities to respond to local community expectations and grievances, whilst exposing the organisational constraints of partnership working, managerialism and outsourcing.  相似文献

Existing studies of the European Union’s (EU) democratic governance promotion via transgovernmental cooperation in the EU’s neighbourhood seem to take the substance of what is being promoted by the EU for granted. In filling this gap, this article examines the substance of EU democratic governance promotion by assessing (1) to what extent norms of democratic governance appear in EU Twinning projects implemented in the Eastern neighbourhood, and (2) what factors account for differences in the presence of democratic governance norms across those projects. To explain possible variation, the article hypothesizes that the democratic governance substance of Twinning projects will vary with the country’s political liberalization, sector politicization, sector technical complexity, and EU conditionality attached to reform progress in a given policy sector. Data are retrieved from a content analysis of 117 Twinning project fiches from the Eastern neighbourhood and analysed via standard multiple regression. The article finds that the EU mostly promotes moderate, mixed democratic governance substance, which varies across different projects. This variation may be best explained by the level of political liberalization of the beneficiary country and the politicization and technical complexity of the policy sectors and institutions involved in respective Twinning projects.  相似文献

ABSTRACT

This Special Issue seeks to better understand the role of communication and perception in EU crisis diplomacy. In a recent Special Issue in this journal, Catarina Kinnvall, Ian Manners and Jennifer Mitzen argue that, “?…?the greatest security challenge facing people across Europe is not physical, despite the threats of Putin and ISIS, but is a sense of fear and anxiety over their daily lives” [2018. Introduction to 2018 Special Issue of European Security: “Ontological (in)security in the European Union”. European security, 27 (3), 249–265]. We take an interdisciplinary approach to widen the scope of studies on European security and offer new avenues for further research into how citizens in the EU’s neighbourhood understand the security challenges they face and the role the EU plays in addressing these. Through this, we aim to bring theoretical and methodological innovation to understanding the role of the EU as an external actor.  相似文献
