俄罗斯民族认同中的政治文化指向

俄罗斯民族和国家形成的过程也是俄罗斯民族认同形成的过程，东正教和专制制度分别为民族认同提供了文化和政治方面的基础。在这个过程中，俄罗斯民族的思想也逐渐成熟，以东正教和专制制度思想为特征的政治文化是其中的重要内容。俄罗斯民族正是依靠这种独特的政治文化基础，形成内部自我认同，确立外部自我形象，在众多认同标准中以此为主要指向。

本文首先对国际“碳政治”这种新型国际政治进行分析，然后剖析了当前国际“碳政治”的博弈形势，最后从国际与国内两个层面提出建设性对策，为中国应对国际“碳政治”博弈提供理论与实践支持。

网上交易的偷税问题及查控对策

与传统交易方式相比,网上交易更为便利。但由于其缺乏固定的经营场所,使传统的税收征管机制受到冲击。法律体系上的缺陷、税收征管机制和技术上的落后与网上交易的现代性形成了鲜明的对比。加强对网上交易的税收征管,首先要完善现行的税收征管法律体系和税收征管制度,其次要充分利用现代科技,加强对网上交易行为的在线监控。     

“Getting the Word Out”: Policy Bloggers Use Their Soap Box to Make Change

This study examines policy bloggers, a subset of the political blogosphere. These bloggers focus on one policy area and attempt to “get the word out” concerning the importance of their policy area and policy recommendations. Information was gathered from in‐depth interviews with nine policy bloggers and content analysis of their blogs during the summer of 2006. Findings show that policy bloggers engage in six activities on their blog: filtering information, providing expertise, forming networks, gaining attention, framing arguments, and using windows of opportunity. They rarely urge their readers to partake in political activity. Nearly all received attention from major media sources, and some gained a significant daily readership. Despite these victories, their blogs were primarily labors of love, bringing in little money or professional rewards.     

妇女参政行为与政治行为文明

政治行为文明是政治文明的外化,政治文明最终通过政治行为文明来体现。迄今为止,人类的政治行为文明主要体现着男性的政治权力,近代妇女参政行为的崛起对政治行为文明起到新的规范作用,即革新政治行为的内容,调节政治行为中男性与女性的力量对比,建立和谐的政治行为环境和氛围,影响和改变政治行为的发展方向。     

论陕甘宁边区的选举制度——兼论其在抗日民主政治建设中的作用

抗战时期，中国共产党在陕甘宁边区大力推进民主选举，推行普遍、平等、直接、无记名的选举原则，实行竞选和“三三制”选举政策，不仅有力推进了边区的民主政治建设，大大提高了中国共产党的威望，而且对全民抗战的发动和支持，对中国政治走向光明的前途都产生了重要影响。     

Explaining the Politics of Recognition of Ethnic Diversity and Indigenous Peoples' Rights in Oaxaca, Mexico

A 'politics of recognition'– a process of political reform intended to recognise formally cultural diversity and indigenous peoples' rights – has developed in Mexico, both at the federal and at the state levels, since the early 1990s. The case of the state of Oaxaca stands out in this respect – the local constitution and nearly a dozen secondary laws were reformed during the 1990s, resulting in the conformation of the most comprehensive multicultural framework in Mexico. In this article, I attempt to explain the emergence and the particular development of Oaxaca's unique politics of recognition. Following an explanatory framework proposed by Donna Lee Van Cott, I conclude that the recognition agenda emerged in Oaxaca as legitimacy and governability was put under strain. In addition, I conclude that the (by Mexican standards) rapid and broad fashion in which it developed can be explained on the bases of the severity of the threats to governability and of the capacity of indigenous actors to influence the decision‐making process and form alliances with key political actors – i.e. the state governors.     

孙中山民权主义与当代社会主义民主政治

以孙中山民权主义为旗帜,辛亥革命推动中国迈出了从传统权力社会向现代民主社会转型的第一步.今天我们对其予以重新审视,可以看到孙中山民权主义理论与实践对于当今中国政治民主的发展,不仅是重要的思想资源,而且具有强烈的现实启示:在目标上,建设现代政治文明应是一种现实追求,而不是遥远理想;在内容上,应接受国际社会具有普遍性的治理模式,对一向被视为神圣不可动摇的"议行合一制",应予以重新研究;在路径上,推进民主政治,应认同必要的政治妥协,采取和平渐进方式,而摈弃"不断革命"的激进主义.     

利益衡平：中国西部地区生态建设的法理逻辑

文章认为 ,利益冲突乃是中国西部生态环境及自然资源保护不力的症结所在。故在西部环境法治建设中 ,应通过建立健全补偿制度、制定有效的财政平衡政策、公正处理环境公害案件、建立环境侵权责任保险制度等利益平衡机制来充分调动各类利益主体保护西部生态环境和自然资源的积极性和主动性 ,并预防和化解纠纷。在实践层面 ,这一价值取向往往受到政治逻辑的制约。
