Using a two-level structural equation approach, this article investigates the links between organizational climate and work engagement in a sample of public hospitals in Italy. Drawing from the Job Demands-Resources model, the model posits a positive association between work engagement and a climate promoting worker’s autonomy, empowerment, and well-being, whereas it suggests that a climate based on efficiency and goal attainment is not favorable for engagement. Results support the hypotheses and suggest that performance based models implemented in recent years as part of public sector reforms are not conducive to engaged workers. Implications for research on work engagement in the public sector and for public management are drawn.  相似文献

This article aims to explain why Danish municipalities usually choose to comply with stadium requirements from the Danish Soccer Association (DBU) even though, in most cases, they do not have the supporter base that could fill the renovated or new stadiums to their capacities. Using institutional theory as a theoretical framework, the article shows that coercive forms of isomorphism are part of the homogenization process leading to the municipalities’ compliance. It also suggests that mimetic forms of isomorphism are present in the sense that municipalities believe that if they comply with these requirements they will strengthen the conditions of their local clubs. In turn, they have encouraged other municipalities to follow suit. In sum, the analysis shows that the central form of governance through standardizations together with isomorphic forces have contributed to a uniformity among the municipalities.  相似文献

Although the use of strategic planning has become widespread in INGDOs they have often been accused of strategic drift—continuous change in their strategic directions with plans only loosely coupled to their activities. However, the way that they prioritize their activities, and the reasons why strategic drift occurs has generally escaped in‐depth research. This article draws on detailed, qualitative research of strategic planning meetings at the executive levels in a major INGDO, carried out between July 2006 and December 2007 to identify the reasons why strategic drift occurs and the role of strategic planning. It was found that by deliberately crafting multiple, ambiguous, and ambitious strategies, managers were able to effect organizational change, not by literal strategy implementation, but by using these strategies as metaphors to harness consensus and legitimacy in key stakeholder groups. Senior managers utilize the symbols, language and deliberative arenas of formal strategic planning to effect organizational change; however, strategy, in rational terms, needs to be located in the background for its role to be properly understood. The research unpacks complex decision‐making processes in an INGDO and, contrary to normative literature, recommends that, in order to avoid inflationary planning, managers should not take their strategy literally. This article explores the determinants of actual job sector decisions of highly skilled professionals across four different sectors in a developing country, with a particular interest in the relationship with public service motivation (PSM). Unlike most previous cross-sectional studies, it uses a pooled time series of individual antecedents and job characteristics, both before and after the individuals leave the job market to pursue graduate education abroad. The results indicate that there are key differences in terms of the determinants of job sector choices across the four sectors, and that PSM appears to have a differential role on the attraction of individuals to each of those sectors.  相似文献

Studies have begun to look at the potentially crucial impacts of group decentralization and inter-group global networking in accounting for the extent and severity of violence in insurgencies and terrorism. Groups may be able to survive more effectively, evade anti-terror or counter-insurgency strategies, and inflict greater damage or more civilian attacks by operating under more or less centralized leadership, or by making use of the resources of other like-minded groups scattered across borders. While some analysts have examined each of these possibilities, few if any have done so simultaneously with both structural and networking indicators or examined the joint effects of these indicators. We propose to do so in this study by combining existing datasets on terrorist structure and networks. Hypotheses and findings in prior studies have indicated that structural decentralization may lead to more civilian attacks if not more destruction since local cells are freer to act on their own, and that group size and centrality in the global terror networks lead to greater lethality and group survival rates. We re-examine such assumptions here with OLS and logit models combining these effects, and find that in addition to group size, network reach (eigenvalue centrality) rather than group interconnections per se (number of allies) appears to have primary impacts on group lethality, targeting, and survival, sometimes in conjunction with decentralized organizational structure.  相似文献

Based on ethnographic fieldwork in a Georgian village and supplemented by a range of interviews and observations from different parts of Georgia, this paper explores the creative presence of religion in public schools. In 2005 and in line with the strong secularization and modernization discourse, the Georgian parliament passed a new law on education, restricting the teaching of religion in public schools and separating religious organizations and public schools; nevertheless, mainstream Orthodox Christianity is widely practiced in schools. The paper aims to show how Georgians use religious spaces in secular institutions to practice their identity, to perform being “true Georgians.” At the same time, they are adopting a strong secularization and modernization discourse. By doing so they create a new space, a third space, marked by in-betweenness. The study uses the theoretical lens of Thirdspace for analyzing the hybridity, the in-betweenness of practices and attitudes inherent for politics, religion, and everyday life of Georgians.  相似文献

Setbacks—unanticipated, unwanted, and often sudden checks on moving forward—are common in crisis prevention. Managing setbacks, however, is rarely discussed. Even less discussed is the central role that setback management can play in preventing transboundary crises across interdependent critical infrastructures for electricity, water, transportation, and financial services. With a focus on the ongoing financial crisis and on strategies for resilience and anticipation, the article draws out implications for crisis prevention as the first, rather than last, line of defense in managing future crises.  相似文献
