Abstract This study examines the reasons fiscal emergencies occur in Ohio local governments and the strategies that local governments use to recover. In Ohio, fiscal emergencies have regularly occurred predominantly at the local level. This study aims to reveal the internal process that both bring on and ameliorates fiscal emergencies. Previous studies failed to differentiate between fiscal stress and fiscal emergencies and did not include the role of the Ohio Fiscal Emergency Law in assisting local governments in restoring long term fiscal health. This study finds fiscal emergencies in Ohio were caused by: (1) the increased costs associated with unfunded state-mandated programs and, (2) major economical downturns brought on by local plant closings. Local governments were found to have responded in the short run by strategies such as targeted expenditure cuts and in the long run by increased the use of economic development. 相似文献

Abstract This article hypothesizes four potential roles that states may play in dealing with local government fiscal crises: predict, avert, mitigate and prevent the recurrence of local fiscal crises. Based on a 50‐state telephone survey administered by the author to members of the National Association of State Auditors, Comptrollers and Treasurers in 2002, this article presents detailed information on states' roles in dealing with actual local government fiscal crises. The research found that ten states had formal definitions of local government fiscal crises while the remainder varied between having a working definition, having no definition, or leaving it to local authorities to define a fiscal crisis for themselves. Although the majority of states lacked a rigourous, legal definition of what constitutes a local government fiscal crisis, 36 states reported that they had had such crisis in recent history in their states. Seven overlapping categories of state approaches emerged: the directive approach, the proactive approach, the ad hoc approach, the special legislation approach, the reform approach, the takeover approach, and the responsive approach. States reported a wide range of activities under each of the hypothesized roles. In general, states tended to get involved after a crisis rather than before one occured. 相似文献

Abstract This is the second in a series of papers concerning forensic immigration social work. The first paper examined the broad issues and types of cases that require consultation by a forensic social worker in immigration cases. This paper will examine the pertinent legal standards that the forensic social worker must be aware of and the essential areas of inquiry in the evaluation of spousal abuse cases. The following two papers will examine the other two major types of cases referred from immigration lawyers: asylum and criminal and “hardship” immigration cases. The final paper in the series will examine the forensic social worker's presentation of the case as expert testimony in immigration court and highlight winning strategies. 相似文献

While work environment and stress are important factors for mental health, no studies have assessed whether these factors contribute independently to the psychological well-being of probation and parole officers (PPOs). Using statewide survey data from 825 PPOs, we examine the association between depressive symptoms, work stress, and work environment (using the organizational climate measures of role ambiguity, role conflict, role overload and emotional exhaustion/burnout). Findings indicate that organizational climate and work stress are important predictors of emotional exhaustion/burnout, and that these factors have both indirect and independent associations with depressive symptomotology. Together, models including organizational climate and work stress account for two-thirds of the variability in burnout. Moreover, models incorporating exhaustion/burnout, work stress, and organizational climate account for nearly half of the variability in depressive symptoms. Organization climate measures and work stress contribute to depressive symptoms through their effect on emotional exhaustion/burnout. In addition, emotional exhaustion/burnout, role conflict, and work stress are all directly linked to levels of depressive symptoms. This study demonstrates that organizational climate and work stress contribute substantially to the well-being of PPOs and reveals the potential mental health consequences of working in community corrections. 相似文献

Abstract This study investigated ethnic and gender differences in reported resource losses and gains for recovering substance abusers living in Oxford Houses (OH). Participants (n= 829) completed a version of Hobfoll's (1998) Conservation of Resources (COR) Evaluation. Results indicated significant individual differences in resources, based on gender, ethnicity, and the length of OH residential stay. Men reported fewer resource gains and losses than women. With respect to ethnicity, African-Americans reported greater gains and losses in resources than European-Americans. Individuals with less time in an OH also reported having experienced more losses in the past three months. 相似文献

A number of existing studies have identified various factors that contribute to stress among police officers. This analysis
is unique among these insofar as it employs structural equation modeling to specify, in path model format, the influence of
participation in workplace decision-making and other variables on employee stress levels. The findings of this analysis provide
new as well as confirmatory statistical evidence regarding the mitigating and direct effects of certain variables on physical
stress. This study poses important implications by lending itself to meaningful future comparative research across occupations
such as corrections and probation / parole.
