Going online. Does ICT enabled-participation engage the young in local governance?

Local governments increasingly use online strategies to strengthen political participation of citizens in policy and politics. Young people, however, are generally under-represented. This article studies age patterns of participation across offline and online forms of action to test whether online initiatives are able to overcome this age bias. We first report a case study of online and offline problem reporting to local authorities. We find that simply going from offline to online participation reinforces rather than mitigates age bias. We then report a case study of message posting on an online political forum. In this case, age bias disappears. In contrast to the traditional instrumental modes, a forum is an expressive form of online participation. The young seem to value the act of participating over the outcomes of participation. For practice, these findings suggest a need for participation policies that speak to these expressive needs of young. In recent years, social media have reinforced the potential for expressive participation.     

Public Outrage,Media Spectacle and the Kapunda Road Royal Commission

The article focuses on the relationship between the executive and the judiciary in respect of a legal case that provoked public outrage. This outrage entered into the media spectacle and was channelled by the executive into calling a royal commission. The royal commission was charged with re‐examining the police actions and the legal case. However, hidden behind its narrow terms of reference was the larger question of justice being ‘blind’ to a network of privilege. As such, the royal commission had the potential to threaten the independence of the judiciary.     

浅谈警察公共关系工作与媒体沟通

在新时期的警察队伍建设中,警察公共关系工作特别是在警察形象建设上发挥着越来越重要的作用。然而,在实践过程中,警察与媒体的沟通成为影响警察形象建设的重要问题。其中也暴露了一些由于双方各自特点以及沟通理解不当而造成的问题和矛盾。应提出构建和谐的警察与媒体关系的方案,以期在矛盾与冲突中同样可以实现二者关系的和谐互动,通过双方的和谐互动关系而使得整个社会健康、有序的发展。     

版权保护与创作、文化发展的关系

将版权的功能等同于鼓励创作,是对现实的过度简化。从作者的角度来看,个体的创作受到多重动机的驱使,版权只扮演着一个相对边缘性的角色。版权更重要的向度是在产业领域,其作用是在媒介稀缺和信息传递依附价值传递的产业环境下,确保知识的大规模商品化得以顺利进行,后者在客观上提高了社会知识的存量和传播范围,同时强化和扩大了作者作为一种职业的地位和范围。当前的媒介充裕和创作传播手段的分散化,催生了大众化创作,并使其成为自媒体时代公众之间重要的对话交流形式。同时,互联网的零边际成本和平台的网络效应与版权相结合,提高了版权人垄断定价的能力和网络版权的市场集中度。版权与文化繁荣的关系,需要在新的信息社会的背景下进行类型化分析。一个宽松的文化发展环境、以产业政策为主导的规模化大市场、低成本的知识要素自由流动以及国家的支持和反垄断介入,是目前我国进一步实现文化发展与繁荣的必由之路。     

媒介对三农作用指标体系的研究路径及功能

建立检测媒介对三农作用的指标体系,可以使媒介对三农作用的系列调查具有可比性与延续性,可以成为评价媒介作用、监测媒介发展状况的依据,并为政府有关部门提供决策依据.本文探讨了这一指标体系的研究路径,提出了应当以中国主流媒体的职责功能为出发点,以传播学为理论基础,以其功能说为维度.同时应当遵循定量与定性相统一、客观指标与主观指标相结合,指标应具有广泛的覆盖性并能加以量化等方面的原则.

Using Fact Checking to Improve Information Systems in Argentina

Chequeado is an NGO that was the first fact-checking initiative in Latin America. It began its work in 2010 and aims to improve the quality of public discourse and to raise the cost of lying and spreading misinformation, with a main focus on Argentina. It also leads the Latam Chequea network in the region. The organisation produces regular fact checking articles and explainers, partners with key actors to stop the spread of misinformation on social media, develops state of the art applications and software, and teaches media literacy and data journalism, among other activities. This article outlines anecdotal evidence for the impact of this work, which it is seeking to build on with more research to measure its impact and understand how fact checking can be more effective.     

新媒体视域下的大学生素质教育现状与创新

在推进大学生素质教育过程中,新媒体起到了至关重要的作用。基于新媒体视角,从大学生和高校教育两个角度对当代大学生素质教育的现状出发,构建大学生素质教育创新能力培养体系、通识教育体系、智力和非智力协调发展教育体系三大体系协调发展的创新思路,可以不断纠正学生的不良心理和行为,帮助大学生树立起积极向上的精神追求,全面提升学生的综合素质,促进大学生全面发展。     

媒体介入对刑事诉讼的影响及坚持的原则

随着大众传播媒体的迅速发展,因其所具有的传播速度快、受众面广、公开及时等特点,已经越来越深入社会生活的方方面面。在刑事司法领域,媒体介入,特别是刑事侦查和审判阶段的介入,已然成为社会所热议的焦点和专家学者所研究的热点。媒体介入是一把双刃剑,在刑事诉讼活动中既能表现出监督司法机关诉讼活动、培养民众法律意识和法制观念等有利的一面,又能体现出阻碍侦查活动、妨碍诉讼活动的正常进行,甚至出现"媒体审判"等不利的一方面。必须通过重点分析媒体介入对刑事诉讼的影响,才能提出媒体介入刑事诉讼所应坚持的原则,以便协调舆论媒体与司法机关之间的关系。     

Science,society and the sea of fertility: new reproductive technologies in Japanese popular culture

Since the late twentieth century, assisted reproductive technologies have brought new challenges to our understanding of the family and gender relations. There are ever-widening gaps between medical practice, legal regulation and everyday understandings and practices. Some recent popular cultural texts in Japan have explored the issues raised by non-commercial surrogate motherhood. The background to these texts is a series of controversies concerning surrogacy and the use of assisted reproductive technologies and wider societal anxieties about family, reproduction and population management. In this article, I will focus on two novels by a medical practitioner and popular novelist who writes under the pseudonym Kaidō Takeru – Gene Waltz (Kaidō 2008) and Madonna Verde (Kaidō 2010) – and the associated film (ōtani 2011) and television series (NHK 2011). The fact that it was the national broadcaster Nippon Hōsō Kyōkai (NHK) that dramatised Madonna Verde suggests that the discussion of these issues was thought to have wide social and cultural resonance. I will place these texts in their social and cultural context with reference to medical, legal and popular discourses on new reproductive technologies in contemporary Japan. These new reproductive technologies have the potential to force a rethinking of masculinity, femininity, parenthood, family and gender relations. The popular texts also, however, draw on pre-existing ways of thinking about masculinity, femininity, marriage, reproduction and the relationships among science, ‘nature’ and society.
