Over half of all civil wars that began and ended between 1944 and 1997 were followed by at least one if not more episodes of civil war. We present a model to explain which characteristics of a civil war and the post-war environment make civil war more or less likely to recur. We test this model with data on civil wars that began and ended between 1944 and 1997. Findings suggest that civil wars are less likely to recur following rebel victories and peace agreements supported by peacekeeping forces. Post-war economic development also reduces the probability of civil war recurrence, and the longer the peace can be sustained, the less likely civil war is to recur. These effects hold regardless of whether the previous war was ethnically based or not, and whether it was secessionist or revolutionary.  相似文献

The Culture of Peace News Network, an internet news service, is analyzed in the framework of a general approach to education for a culture of peace. Its format reflects the eight program areas for a culture of peace as adopted by the UN General Assembly. Among its other operating principles are universality of news with all cultures and regions of the world given equal priority, requirement that reflection be accompanied by action and that news should be positive and open to debate, that ‘slow news’ is as important as ‘fast news,’ and that readers should participate by writing as well as reading. The Network has yet to achieve its goal of forcing commercial media to consider actions for a culture of peace as newsworthy, but it is suggested that this will depend on the growth of the global movement for a culture of peace which remains rather small at the present time.  相似文献

ABSTRACT

By analysing constitutive everyday peace practices, the article shows that poor socio-economic conditions, rather than political grievances and aspirations, are major sources of an actual and potential discontent in present day Tajikistan. It is argued that peace is atomised in a way that it is upheld through state withdrawal from welfare provision and an ongoing, ever more deepening fragmentation of the social fabric in the context of the precarity accompanying the country’s integration into the global political economy after the Soviet collapse and the subsequent civil war (1992–97). Nevertheless, individuals themselves navigate, domesticate and mitigate conflicts from the ground up.  相似文献

ABSTRACT

Media framing and coverage of contemporary armed conflicts largely focus on the defence of national security and war propaganda. The concept of peace journalism draws on the Galtung tradition and provides a toolkit for opposing war journalism and contributing to reconciliation. By examining the case of media framing of the Nagorno-Karabakh conflict, this article asks whether and why peace journalism is possible in the given political context. Our study of limited peace journalism shows that traditions of war journalism are predominant and points to limitations of liberal instruments in (semi-)authoritarian post-Soviet conflict contexts.  相似文献

Written prior to the release of the UN Secretary-General's report on implementing the Responsibility to Protect (R2P), this article examines the effort to translate the principle from words into deeds. It begins by noting a post-2005 "revolt" against the principle in which a number of states expressed skepticism about the principle and its use in different settings. This revolt, the article contends, was largely a product of the continuing association between R2P and humanitarian intervention. This association was, in turn, caused by a combination of misplaced commentary and the International Commission on Intervention and State Sovereignty's focus on the intervention question. This article maintains that building consensus on the R2P requires a shift in emphasis and proposes three avenues: clarifying the nature of prevention, developing practical measures, and proposing modest proposals for institutional reform.  相似文献

Abstract

The article argues that the primary purpose of education, both formal and non‐formal, is the development of interrelated and interdependent sets of human capacity to think, to know and to act by honing social consciousness or awareness, values and skills. Investing in education is therefore viewed as investment in the development of social capital that combines with material resources and other non‐material phenomena to produce goods and services, as well as a favourable spiritual environment for human sustenance and development.

Education in Africa needs a fundamental paradigm change which entails, among other things, focusing on confronting, with a view to correcting and departing from, hegemonic knowledge and knowledge systems that are predicated on racist paradigms that have deliberately and otherwise distorted, and continue to distort, the reality of who Africans really are. The article visits some of the terrains most in need of this change: contestations about the roles Africans and Africa have played in human civilisation during the four main historical periods to date: Africa's leadership as the cradle of humankind or the Naissance of Humanity; Africa's leadership in all fields of knowledge and human achievements at the beginning of modern civilisation up to about the fourteenth century AD; the fifteenth century AD to the present which marks the only period in human development when Africa and Africans have been dominated and marginalised by mainly European civilisation and its global projections; and, the emerging era of the renaissance of Africa and other marginalised peoples.

A model curriculum that requires supplementation by the specific characteristics of each country that adopts it is suggested as a step towards this paradigm change. This modest effort at constructing a model curriculum is informed by the understanding that all Africans and peoples of African descent need to possess some basic, shared common knowledge about Africa, the Diaspora and the world ‐ and to acquire critical approaches to contextualised learning.  相似文献

Based on anthropological fieldwork between 2008 and 2011, this article focuses on how people in Tajikistan's eastern Pamirs conceptualize well-being through the establishment of peace and harmony. An exploration of the interactional use of the terms ‘peace’ and ‘harmony’ in Kyrgyz and Tajik (tynchtyk, yntymak, tinji, and vahdat) makes manifest that the meanings of these terms are connected to the fields of ‘family’, ‘leadership’, and ‘state’. Basing their reasoning on the officially promoted analogy between family and state, people in the eastern Pamirs distinguish between social spaces that are related to well-being and those that are not. As a factor of distinction, and crucial to the establishment of peace and harmony, the moral quality of leadership plays an important role. Positive experiences of such leadership as balanced and morally pure are mainly identified and witnessed within families and neighbourhoods and only occasionally in state institutions. This discrepancy raises the question of where to locate boundaries between good and bad, moral and immoral, harmonious and conflictual. Thus, this article contributes not only to the study of local concepts of well-being in Central Asia but also to the study of local concepts of ‘ill-being’ which challenge them.  相似文献
