联合国建设和平与人的安全保护

冷战后建设和平成为联合国和平行动的中心任务，与此同时，“人的安全”话语开始兴起，因此，需要把人的安全置于建设和平的实践场景中来认识。建设和平的两大支柱——制度建设和经济发展与人的安全的两大核心要素——政治安全和经济安全之间分别存在因果关系。长期以来建设和平被建设国家的任务绑架，具体表现为“自由和平”主导了建设和平，结果是对制度建设关注有余，对经济发展照顾不足；重视了人的政治安全，却忽视了人的经济安全。这样，建设和平的结果是建设了“虚幻的和平”，人的安全表现为“虚幻的安全”。崛起的中国的对外援助和经济活动传播了“发展和平”的和平规范。“发展和平”关照了被“自由和平”轻视的经济发展这一支柱，有利于保护人的经济安全。21世纪建设和平应当是“自由和平”与“发展和平”的结合，是制度建设与经济发展的结合，而人的安全保护则应当是政治安全与经济安全的结合。这可能才是建设持久和平之道。     

The Impact of Peace Journalism Training on Journalists’ Reportage of the 2015 Elections in Nigeria: An Action Research Case Study

During the run-up to the 2015 general elections in nigeria, there was widespread trepidation within and outside the nation that the increasing cases of electoral violence and political intimidation ravaging the country would snowball into full-blown violence, and possibly plunge it into civil war. this fear was largely instigated by the 2011 election, which was marred by pre- and post-election violence. Human rights Watch (2011) estimated that the violence led to over 800 deaths in three days of rioting which engulfed parts of northern nigeria. since the First republic elections in the early 1960s, the nigerian media have been very involved in the political process. the diverse nature of the media makes its ideological inclination easy to decipher, because of reportage that is often tilted along ethnic and religious lines. using data obtained through participatory action research involving 40 purposively selected participant journalists, this article proposes an alternative method of news reportage using the peace-journalism model. developed by lynch and mcGoldrick (2005), the model encourages journalists to report social issues in ways that create opportunities for society to consider and value non-violent responses to conflict, using insights from conflict analysis and transformation to update concepts of balance, fairness and accuracy in reporting. it also provides a new route map which traces the connections between journalists, their sources, the stories they cover and the consequences of their reportage.     

Introduction to the special issue “From bullets to ballots: the transformation of rebel groups into political parties”

ABSTRACT

In this special issue of Democratization, seven articles are presented that address the question of the transformation of armed rebel groups into political parties and what implications this transformation has on the development of post-conflict peace and democratization. The articles cover a wide variety of geographic cases, and use both quantitative and qualitative methods of inquiry.     

Does political inclusion of rebel parties promote peace after civil conflict?

ABSTRACT

Does the inclusion of rebel parties into the post-conflict political process help contribute to peace after the end of conflict? In this article we examine whether the transformation of rebel groups into political parties actually leads to the development of a durable peace after a civil war. Examining the likelihood of recurrence of civil wars in a country and recurrence of conflict in government–rebel group dyads after a settlement, we find that the inclusion and participation of former rebel parties in national government has an important impact on the likelihood of a durable post-settlement peace. Most importantly, not excluding major rebel parties from access to governing institutions is the most important factor in promoting post-conflict peace.

The Liberal Peace at Home and Abroad: Northern Ireland and Liberal Internationalism

Northern Ireland, we are told, holds positive lessons for other societies emerging from violent conflict. As Britain is one of the leading proponents of liberal internationalism, this article considers whether the liberal internationalism pushed with so much enthusiasm abroad through British foreign policy has been applied with diligence at home—in the Northern Ireland peace process. The findings suggest that Northern Ireland is by no means a poster child for liberal internationalism. Instead, British government handling of the Northern Ireland peace process shows serious deviations from the liberal internationalist canon. This article argues that liberal peace-lite has been tolerated and facilitated at home, while a stricter variant is often expected in overseas contexts.

胡锦涛总书记在党的十七大报告中明确了提高军队应对多种安全威胁、完成多样化军事任务的能力,要达到全面履行党和人民赋予的新视野和军事战略视野,进一步增强政治意识、大局意识,新阶段军队历史使命,必须提高军队应对多样化军事任务的使命意识和战略意识,在纷繁复杂的形势面前能消除威胁、完成多样化军事任务的能力,坚决维护国家主权、安全、领土完整,为维护世界和平贡献力量。这是当前国防和军队建设的重要内容,也是新世纪履行我军历史使命的体现。

War and Peace in International Relations Theory: A Classroom Simulation

Simulations are increasingly common pedagogical tools in political science and international relations courses. This article develops a classroom simulation that aims to facilitate students’ theoretical understanding of the topic of war and peace in international relations, and accomplishes this by incorporating important theoretical concepts about the causes of war found in international relations theory into the design and implementation of the simulation. In addition to sharing a successful classroom simulation with other international relations instructors, the article makes two important contributions to the pedagogical literature on simulations. First, it shows how simulation design can be usefully based on the theoretical concepts and/or substantive problems that course instructors aim to impart to their students. Second, it demonstrates that it is possible to achieve important learning objectives with low-intensity simulations that do not require a big investment of time, energy, and resources.
