Despite the entry into force of the Kyoto Protocol, the US decision not to comply with its Kyoto commitments seems to drastically undermine the effectiveness of the Protocol in controlling GHG emissions. Therefore, it is important to explore whether there are economic incentives that might help the US to modify its current decision and move to a more environmentally effective climate policy. For example, can an increased participation of developing countries induce the US to effectively participate in the effort to reduce GHG emissions? Is a single emission trading market the appropriate policy framework to increase the signatories of the Kyoto Protocol? This paper addresses the above questions by analysing whether the participation of China in the cooperative effort to control GHG emissions can provide adequate incentives for the US to re-join the Kyoto process and eventually ratify the Kyoto Protocol. This paper analyses three different climate regimes in which China could be involved and assesses the economic incentives for the major world countries and regions to participate in these three regimes. The main conclusion is that the participation of the US in a climate regime is not likely, at least in the short run. The US is more likely to adopt unilateral policies than to join the present Kyoto coalition (even when it includes China). However, a two bloc regime would become the most preferred option if both China and the US, for some political or environmental reasons, decide to cooperate on GHG emission control. If the US decides to cooperate, the climate regime that provides the highest economic incentives to the cooperating countries is the one in which China and the US cooperate bilaterally, with the Annex B?US countries remaining within the Kyoto framework.  相似文献

The invasion of Iraq has been justified, ex post , as for the purpose of promoting the democratic peace. It does not, however, appear to have been a principal goal ex ante . Most democratic peace theorists, moreover, do not endorse democratic regime change by great-power external military intervention. Success is difficult to achieve (usually at high cost), and the conditions in Iraq were not promising even had the occupation been carried out more competently. Greater success in democratization has been achieved by UN peacekeeping operations, and by various regional international organizations using a variety of peaceful measures to ensure free elections, constrain authoritarian leaders, and empower democratic forces. International organizations, notably those whose membership is largely composed of democracies, are especially likely to succeed in promoting democracy.  相似文献

After the Agreement on the Trade-Related Aspects of Intellectual Property Rights (TRIPS) came into operation in 1995 developing countries have found themselves in a process of continual negotiation over intellectual property rights and access to medicines. These negotiations have taken place in the World Trade Organization and in the context of free trade agreements. The paper suggests that the only real win for developing countries has been the Doha Declaration on the TRIPS Agreement and Public Health in 2001. What have been the lessons for developing countries in a decade of negotiations over access to medicines? Drawing on themes of rule complexity and regulatory ritualism the paper discusses four key lessons for developing countries. It concludes by arguing that developing countries will do better if they adopt a networked governance approach to negotiation rather than continuing to rely on traditional coalition formation.  相似文献

The entry into force of the Lisbon Treaty has suspended discussions over the release of a EU PNR processing system. Plans to introduce an intra-EU PNR processing system initiated since 2007, although strongly supported by the Commission and the Council, did not bear fruit before the ratification of the Lisbon Treaty and the, institutional, involvement of the Parliament. While discussions have been suspended since October 2009 and most probably a new draft proposal will be produced, it is perhaps useful to present in brief the proposal currently in place so as to highlight its shortcomings for European data protection and suggest ways individual protection may be strengthened in future drafts.  相似文献

Goldstein's (1985) concept of systemic violence has contributed substantially to criminological thought and research, but its power can be enhanced by connecting it to a broader typology of social life: the resource exchange—social control typology. That typology connects systemic violence logically with two important yet neglected forms of drug market behavior: peaceful resource exchange and peaceful social control. This article, which is based on 50 in‐depth interviews with individuals involved actively or recently in drug selling, describes the various forms of violent and nonviolent resource exchange and social control in illicit drug markets, stating them in quantitative terms that are conceptually distinct and empirically observable. We conclude by discussing 1) the implications of peaceful behavior for a fuller understanding of violence and 2) the relevance of the resource exchange‐social control typology to criminological theory and research.  相似文献

The approach of the British government towards Japan in 1950–1 was more negative than that of the United States. The British attitude was influenced by several factors: the ignominy of the surrender of Singapore in 1942, resentment at American domination of the Occupation of Japan, apprehension concerning renewed Japanese competition affecting textiles, potteries and shipbuilding, and bitterness resulting from atrocities inflicted on the prisoners-of-war. For most of the century preceding the Pacific War Britain had been the principal power in Eastern Asia and British policy makers found it difficult to adjust to the reduced role Britain occupied in 1950. Labour cabinet ministers revealed some hostility towards Japan during diplomatic exchanges with John Foster Dulles in 1951. Herbert Morrison, the Foreign Secretary, and Hugh Gaitskell, the Chancellor of the Exchequer, were compelled to accept American decisions except on the limited issue of the Congo Basin treaties where Dulles made a concession to Britain. Significant differences in approach to the rival Chinese regimes also created problems in 1951. British forecasts concerning the future of Japan were negative: it was anticipated that, within a decade, Japan could become assertive, with the risk of reactionary right-wing groups emerging.  相似文献

This paper focuses on how peace education at a peace museum is promoted by a volunteer guide service for visitors. Peace museums are places where many materials related to war and peace history are on display. To support the learning experience of museum visitors, many peace museums in Japan provide a volunteer guide service. The Kyoto Museum for World Peace, Ritsumeikan University, started such a service more than 20 years ago. A citizens’ group, called Friends for Peace, is in charge of the museum guide activities in cooperation with the museum. This article explains the purposes and nature of the service, and also reports on a survey of similar services offered by other peace museums in Japan.  相似文献
