How can we measure whether national institutions in general, and regulatory institutions in particular, are dysfunctional? A central question is whether they are helping a nation's citizens to live good lives. A full answer to that question would require a great deal of philosophical work, but it should be possible to achieve an incompletely theorized agreement on a kind of nonsectarian welfarism, emphasizing the importance of five variables: subjective well‐being, longevity, health, educational attainment, and per capita income. In principle, it would be valuable to identify the effects of new initiatives (including regulations) on all of these variables. In practice, it is not feasible to do so; assessments of subjective well‐being present particular challenges. In their ideal form, Regulatory Impact Statements should be seen as Nonsectarian Welfare Statements, seeking to identify the consequences of regulatory initiatives for various components of welfare. So understood, they provide reasonable measures of regulatory success or failure, and, hence, a plausible test of dysfunction. There is a pressing need for improved evaluations, including both randomized controlled trials and ex post assessments.  相似文献

With various attempts being made to address religious, ethnic and political conflicts in Africa, one question which continues to feature in public discourses concerns the contributions which the African academic community could make towards the understanding and resolution of conflict. This article demonstrates that ontological issues need to be critical in any attempts at effectively analysing conflicts. The merit of the critical realist philosophy of Roy Bhaskar, with its ontological concerns, is presented as an important analytical and resolution model which the African academic community can fall back on, to look for effective solutions to conflict on the continent. The thrust in this article is that the properties of the critical realist approach to social research make it practically adequate for analysing conflicts.  相似文献

This year marks the 70th anniversary of the end of the World War II and the victory of the Anti-Fascist War. The WWII is an unprecedented disaster for humanity and, however, it can never be guaranteed that world wars will not break out again in the future. Just as wars can be classified as cold wars and hot wars, peace can also be defined as cold peace and real peace. Cold Peace, as an unstable state in the international relations, may bring misleading perception of peace, where peace is taken for granted, and potential crises may lead to international conflicts/ wars. This is clearly reflected in concerns of western scholars as exemplified by what is called Kissinger’s Worry and Haass’s Question. This paper approaches the question from a strategic and historical perspective and draws the following three conclusions: 1) historically, it takes a long time for people to realize the negative impacts of wars; 2) currently, we are in a dangerous stage of cold peace in terms of international security; 3) the Sino-US and Sino-Japanese relations will be crucial to the major power relations that affect China’s the national security in the future. China should find ways to deal with the two major relations and play its role in maintaining the world peace.  相似文献

There is increasing recognition among human geographers that conceptualising the spatiality of peace is a vital component of our collective disciplinary praxis. Within this emergent literature, this paper seeks to position anarchism as an ethical philosophy of nonviolence and the absolute rejection of war. Such an interpretation does not attempt to align nonviolence to any particular organised religious teaching, as has recently been advocated by some geographers. Instead, the paper argues that the current practices of religion undermine the geographies of peace by fragmenting our affinities into discrete pieces. Advancing a view of anarchism as nonviolence, the paper goes beyond religion to conceptualise peace as both the unqualified refusal of the manifold-cum-interlocking processes of domination, and a precognitive, pre-normative and presupposed category rooted in our inextricable entanglement with each other and all that exists. Yet far from proposing an essentialist view of humanity or engaging a naturalised argument that reconvenes the “noble savage”, the paper contextualises the arguments within the processual frameworks of radical democracy and agonism in seeking to redress the ageographical and ahistorical notions of politics that comprise the contemporary post-political zeitgeist.  相似文献

This article explores the question of why coalition partners negotiate and publish coalition agreements before entering into a cabinet and why the content of these agreements varies so widely. Some scholars suggest that coalition partners draft agreements for electoral purposes, while others suggest that coalition agreements can be used to commit to policy negotiations. Although both sides of the debate have uncovered supportive evidence, the literature remains in disagreement. This article provides new organisation of previous work on agreements and develops two alternative theoretical arguments about the crafting of coalition agreements. It is argued here that coalition partners consider both electoral and policy motivations during the drafting of agreements and that the dominance of one of these motivations is conditional on the degree of issue saliency and division between partners. Empirical support is found for the theoretical argument that coalition partners include low saliency issues in the coalition agreement on policy dimensions on which they are less divided, and that coalition partners include high saliency issues in the coalition agreement on policy dimensions on which they are more divided.  相似文献

There is hardly anybody in Belgium who publicly defends the continued deployment of US tactical nuclear weapons on Belgian territory. The longer these weapons stay, the more the existing nuclear weapons policy and by extension North Atlantic Treaty Organization itself will be regarded as illegitimate. While one should not expect massive demonstrations similar to that at the beginning of the 1980s, the pressure to protest increases. By describing the different societal and political actors in Belgium and their respective views on the possible withdrawal of US tactical nuclear weapons, this article tries to explain the gap between policymakers and citizens on this issue. The main explanatory variables are a low-profile diplomatic culture and the lack of a strong link between the anti-nuclear movement and the political parties in power, resulting in the absence of political leaders at the governmental level, who clearly speak out in favor of withdrawal.  相似文献

Single Outcome Agreements (SOAs) are a mechanism that it is argued will deliver key national and local priorities based on a new relationship between central and local government in Scotland. SOAs are to be developed and implemented through partnership working exercised by Community Planning Partnerships (CPPs). A survey of the first (2008) SOA participants from local authorities and their Community Planning partners was conducted in 2008, with a particular focus on the interrelationships between the 2008 SOA development process and partnership working at the local level. Findings of this study suggest that there was a positive link between the strength of existing CPPs and partner engagement in the 2008 SOA development. However, partner engagement in the 2008 SOA development process did not affect survey respondents' confidence that the ongoing SOA development and implementation will strengthen partnership working in the long -term. This study also suggests that in addition to the practical difficulties such as limited time and staff resources, mistrust between local partners, and local players' scepticism about the central government's intention to free up local government may be barriers to the success of the SOA. Overall, respondents in this study showed realistic but hopeful attitudes to what the SOA was about and what could be achieved through it over time. The information gathered through this study should be merited as baseline data which captured the SOA participants' early experience and expectations.  相似文献

Abstract

History’s verdict on Zhou Fohai is that he was an arch-collaborator, the éminence grise of Wang Jingwei’s government. Yet Zhou’s political career in the 1930s as a member of Chiang Kai-shek’s factional network did not suggest his later activities as a highly placed collaborator. Prior to 1938, Zhou had little or no political connections to Wang Jingwei; indeed, prior to the outbreak of war he regarded Wang and his followers as bitter factional enemies. Zhou’s background, therefore, underscores the complexity and indeed contingency of collaboration in the Sino-Japanese War. This article examines three areas of Zhou’s activities in the Guomindang Party-State during the first six months of the Sino-Japanese War: his role as a Chiang Kai-shek loyalist helping to craft key policies; his involvement with developing the United Front after the Lushan Conference; and his part in efforts to seek a negotiated peace with the aim of preserving as much of China’s sovereignty as possible. The article argues that these peace efforts were not in themselves a harbinger of collaboration, but were in fact conducted within the framework of the Party-State and involved a variety of leading figures. Despite Zhou’s liaison with the communist representatives, he remained staunchly anti-communist and suspicious of their ultimate ambitions, a suspicion that only deepened with the Guomindang’s every military reverse. And in his efforts to effect peace negotiations, he faced insurmountable obstacles in Chiang’s decision to pursue the military option, in the failure of international mediation by the leading Western powers, and in Japan’s ratcheting up its demands as its army went from victory to victory. By early 1938, therefore, Zhou was profoundly pessimistic about China’s prospects in its war with Japan.  相似文献

This article proposes the need for peace education as a field to embrace critical power analysis of place in efforts toward social and environmental sustainability. Rather than status quo reproduction, a critical peace education for sustainability should both elucidate and transform the power dynamics inherent in structural violence and cultural violence. The inherent rights of people, plants, and ecosystems to live with dignity and to prosper are proposed. Practically speaking, the article offers perspectives from a critical pedagogy of place and an earth connections curriculum unit as vehicles for transformative education.  相似文献
