This study investigates street-level bureaucrats’ enforcement style and its underlying dimensions by developing and validating a multidimensional measurement scale. Developing a measurement scale for enforcement style is relevant because the number of underlying dimensions is contested and studies developing measurement scales are scarce. This complicates cross-sector and cross-national comparisons. Using a survey among inspectors of the Netherlands Food and Consumer Product Safety Authority, street-level enforcement style is found to comprising three dimensions: (1) legal, (2) facilitation, and (3) accommodation. This study contributes to more validated measurement instruments by presenting a 13-item measure that can be used to study street-level bureaucrats’ enforcement style. 相似文献

Although political violence has proven to be difficult for governments to manage, predict or control, previous research on the impact of relevant federal government actions and US presidential rhetoric on terrorist attacks and hate crimes demonstrates that what the US government does matters in ways that are both expected and unexpected. In the US, government counterterrorism strategies changed rapidly in response to the September 11th, 2001 attacks on the US. The Bush administration formed a new executive department, centralised intelligence agencies, invested in tangible counterterrorism measures, implemented two invasions and occupations, and spoke publicly about terrorism on a near-daily basis. Yet much has changed since that research, as the US has since elected a president whose presidential campaign relied upon espousing antagonism towards Muslims, immigrants and other minority groups. Further, President Trump’s administration has repeatedly demonstrated its commitment to isolate and suppress Muslims as a strategy to combat Islamist extremism in contrast to previous administrations’ more cooperative approaches. This article considers what existing research tells us about whether and how the different actions of the Trump administration may fuel both Jihadi and far-right extremism. 相似文献

How do economic sanctions affect presidential approval? Competing claims have been made about the domestic political consequences of economic sanctions. One claim is that sanctions are unpopular because they have negative economic consequences; another claim is that sanctions are popular because they project an image of strength; and another claim is that sanctions are neither popular nor unpopular because the public is uninformed about international affairs. These arguments imply competing identification restrictions. I test these competing models using a Bayesian Structural Vector Autoregression (B-SVAR) model. The results show that sanctions have a moderate negative effect on presidential approval. I use these findings as a basis for a broader set of auxiliary analyses. Despite received wisdom, sanctions imposed for different reasons against different target states do not produce disparate effects on public opinion. These analyses resolve an important empirical dilemma that weighs on a range of theoretical perspectives in the sanctions literature and highlights fruitful avenues for future research. 相似文献

AbstractThis paper shows the ways in which, in the immediate post-war period (1945–1951), Kawabata Yasunari (1899–1972) reflected on his earlier, pre-war literary career and re-envisioned his postwar literary trajectory by constructing a new genealogy of the modern novel in Japan, in relationship to the intricate issues of the literary styles of the modern novel, ‘national language’ (kokugo), and the literary tradition. By examining his Shin bunshō tokuhon (New Guide to Literary Language, 1950), which presents Kawabata's past and present views of literary language, I will argue that Kawabata's changing views of language and literary style must be understood in the context of contemporary debates over national language policy and language reform movements. I will show the manner by which Kawabata formulated his views of language in dialogue with his two rival writers: Yokomitsu Riichi (1898–1947) in the prewar period and Tanizaki Junichirō (1886–1965) in the postwar period. As we shall see, the death of his close literary colleague Yokomitsu in 1947 and Tanizaki's unflagging literary exploration during and following the war prompted Kawabata to position himself in a genealogy of modern Japanese literary writers as well as in relationship to the linguistic and literary tradition of Japan. 相似文献

ABSTRACTWhat factors increase the likelihood of nomination violence? Nomination violence can be an expression of both horizontal conflict, between local political elites, and vertical conflict, between national and local elites. We theorize about factors that may increase the risks of vertical and horizontal conflict and leverage a unique dataset of constituency-level nomination violence obtained from surveys with 464 domestic election observers active in the 2016 Zambian general election. Our statistical analyses show constituencies with an incumbent standing for re-election were more likely to experience nomination violence. Also, contrary to previous research on general election violence, we theorize and find that more rural constituencies had a higher propensity for nomination violence than urban constituencies. Our findings highlight the importance of intra-party power relations and the bargaining relationship between the centre and periphery. 相似文献

This brief study revisits the issue of whether higher unemployment rates elicit an increase in the voter participation rate. Using a state-level panel dataset for all five of the Presidential election cycles of this century, it is hypothesized that, following Cebula (2008) and Burden and Wichowsky (2014), the higher the unemployment rate, the greater the degree to which eligible voters, whether unemployed or employed, show up at the polls, arguably because they are expressing the concerns and fears regarding prevailing economic policies and conditions and because by voting they are expressing the desire for changes to address those concerns and fears. The estimation implies that a one percentage point higher unemployment rate leads to a nearly 1.0% higher voter participation rate. This result is in principle compatible with and supportive of the hypothesis that higher unemployment rates motivate voters and the empirical finding of a positive voter turnout/unemployment rate association obtained in the studies by Cebula (2008) and Burden and Wichowsky (2014). Moreover, this finding is potentially important because it implies that elected officials are, to at least some degree, held accountable by the electorate for a weakly performing economy. 相似文献

The campaign consulting business in the United States is the largest in the world and has had some success in globally exporting its expertise in terms of both personnel and technique. This paper reflects on the so-called “Americanization” of British elections and draws attention to some of the significant landmarks in the relationship between strategists in the two countries. Between the 1980s and 2006 Nicaragua was a competitive democracy where parties of the left and right won national presidential elections and relinquished power when their terms ended. More recently the quality of Nicaragua’s democracy has deteriorated. This change is due partly to autocratic behaviour by the elected leftist president, Daniel Ortega. But democratic decline is also the result of factional divisions and vague, outmoded policy commitments on the right that have crippled its electoral competitiveness, enabling Ortega’s behaviour. Utilizing an experimental research design, this article identifies two modernized policy platforms that could significantly broaden rightist electoral support in presidential campaigns, aiding democratic resurgence in Nicaragua. At a point when opposition parties are struggling to retain strength and coherence in many other democracies, the study presents a research strategy that could help clarify the ways such parties might reinvigorate their electoral competitiveness. 相似文献
