Abstract

This critical analysis of the 1988 Bush‐Dukakis presidential campaign is based on the premise that political debates can provide a framework for examining the arguments and issues within a political campaign that help shape potential voters’ perceptions about each candidate's character and fitness for office. The arguments presented within the debates are examined to determine the dominant themes each candidate developed as a way of describing himself and his opponent. Analysis of news reports of subsequent campaign speeches and polling information suggests which themes were accepted by the majority of voters.  相似文献

Previous research on presidential debates has largely focused on direct effects of debates on viewers. By expanding the context of debate effects to post-debate citizen communication, this study moves beyond the direct and immediate impact of debate viewing and investigates indirect effects of debate viewing mediated by debate-induced citizen communication. Results from two-wave panel data collected before and after the 2004 presidential debates show that, as previous literature has suggested, debate viewing leads to partisan reinforcement and that these debate effects are in part mediated through post-debate political conversation. These findings provide a new layer of complexity to our understanding of the mechanisms underlying debate effects.  相似文献

This article discusses the conditions of failure and success of pro-democracy semi-oppositions to authoritarian regimes through a comparative study of the last phase of the Portuguese authoritarian regime (1968–1974). It specifies and reformulates Juan Linz's concept of semi-opposition. In Portugal, contrary to Linz's argument, the moderate pro-democracy semi-oppositions participated in the regime's electoral moments and tended to take the greatest possible advantage of these periods so as to discredit the regime and to demonstrate that it could not be transformed from within. In order to make sense of this paradox, scholars should look at the institutional legacies and frameworks of authoritarian regimes. Specifically, we argue that the Portuguese semi-opposition failed because the institutional heritage of the Estado Novo, at the moment of the leadership succession, provided no opportunities for a reformist democratizing coalition to assert itself and promoted instead the radicalization of the semi-opposition. Paradoxically, it was the more liberal institutional framework of the regime that made a political change guided by the democratic semi-opposition impracticable.  相似文献

The small Himalayan kingdom of Bhutan is one of the most recent recruits to the world's democratic nations after more than a century of rule by the Wangchuck dynasty. The first national democratic elections were held in 2007 and 2008 and mark the formal transition from authoritarian rule, albeit of an enlightened nature, to democracy. But most conventional explanations of democratic transition are unconvincing when applied to the Bhutanese experience. This article reviews these explanations and demonstrates their lack of fit with structures and events in Bhutan. The two causal factors which do seem to explain the democratic transition are the strong state and transformational leadership. This is an unusual combination which not only challenges orthodoxy but also extends our understanding of the ways in which democratization can occur, a paradoxical way where, without any elite or popular pressure, monarchical powers are directed towards enabling democratization.  相似文献

Scholars and practitioners express concern that parties in “third wave” democracies are poorly developed, compared to parties in older democracies. We suggest that parties vary in their organizational “capacity”, focusing on parties' ability to select trustworthy executive agents. Capacity is higher where parties can vet potential executive talent by observing future leaders over time in the legislature – an increasingly available option as democracy matures. The key distinction in parties' use of this option lies in the delegation structure between a party and the executive. Parliamentary systems offer a clear line of delegation, which parties control. In presidential systems, parties must recruit executive candidates who can win a popular election, requiring characteristics that may not be well correlated with those that make them good party agents. As parliamentary democracy matures, we find a steady increase in prime ministers' average length of prior legislative service. For presidents, there is significantly weaker growth in prior legislative service. We also theorize about and investigate patterns in semi-presidential democracies. Our findings suggest that the institutional format of the executive is more important for party capacity in new democracies than the era in which a democracy was born.  相似文献

ABSTRACT

Does the art of crafting and amending a constitution lead to an internal consistency among constitutional provisions, and if so, what effect does that have on countries’ democratic performance? Drawing from theoretical claims on the separation of power and electoral legitimacy, this article develops a concept that identifies the institutional characteristics of consistency and inconsistency in the constitutional design with the example of the presidency. Empirically, this concept is focused on aligning or counterbalancing the mode of presidential election and the de jure power of the president. Based on a comparative perspective of republican parliamentary and semi-presidential systems, the article focuses on the empirical trends of consistent and inconsistent design and addresses their effect on democratic development. The findings show a balance between consistent and inconsistent design in terms of quantity. The influence on democratization varies considerably across different measures but I find significant support for a positive effect of inconsistency on liberal democracy, freedom, horizontal accountability and the rule of law.  相似文献

This study investigates the structural relationships among transformational leadership practices, organizational commitment, and employee effectiveness. Path analysis was used to understand the direct and indirect effects of four transformational leadership components, three organizational commitment types, and two employee effectiveness types. The results indicated that transformational leadership, especially as regards idealization influence and inspiration motivation components, directly enhances employees' extra-role behaviors and indirectly enhance employees' desire to stay in an organization through internalization, identification, and exchange organization commitments.  相似文献

Although public organization literature is replete with studies examining whistleblowing, scholars have generally neglected the connection between leadership styles and whistleblowing. Furthermore, no study was found that examined the relationship between whistleblowing and the most often studied leadership style, transformational leadership. This article fills this void in the literature by examining the relationship between transformational leadership and whistleblowing in government agencies. After controlling for employee commitment and several power-dependency factors, the results revealed that employees were more comfortable blowing the whistle when they perceived organizational leaders and managers were practicing transformational leadership than when they perceived they were not. In fact, transformational leadership was the most important predictor. Employees were also most comfortable when they exhibited high levels of commitment and job satisfaction. On the other hand, minority employees were less at ease reporting wrong-doing to their supervisors than Caucasian employees. The implications of these results are thoroughly discussed in the article.  相似文献

Existing studies find positive associations between transformational leadership and public service motivation (PSM), but value conflict may moderate the relationship. This is investigated for Danish University Colleges using a mixed-methods design. These colleges educate future teachers, pedagogues, nurses, and social workers, and their strong public service-oriented missions and potentially conflicting public values make this sector a well-suited case to test whether consensus on public values is a precondition for a positive association between transformational leadership and employee PSM. Based on a survey of 968 employees combined with qualitative interviews concerning specific public values, we find that the less value conflict, the stronger the positive relationship between the direct managers’ level of transformational leadership and the employees’ PSM. This is also the case for the top management. This implies that transformational leadership might be a way for managers to enhance employee PSM, but only if there is no severe value conflict.  相似文献

Recent reform trends in local government ‘constitution’ have aimed at invigorating local democracy by strengthening local executive powers and making political leadership more visible through direct mayor elections. However, observers still tend to paint a gloomy picture of local democracy in contexts where reforms have been implemented. This article evaluates the notion of marginalised local democracy by adopting mandate theory. A data set on Norwegian mayors and deputy mayors provides evidence that mayors elected by the council are more confident in their own success regarding fulfilment of pre-election announcements than deputy mayors are. The mayoral advantage disappears if the mayor is directly elected. Regarding implementation of idiomatic party policy, political cohesion between the mayor and the deputy mayor (coalition or party conjunction) increases the confidence of both. Yet, cohesion does not increase confidence in fulfilling pre-election announcements, thus suggesting a rupture between issues emphasised in campaigns to local election and idiomatic party policy. While results are unfavourable to direct mayor elections, they do not otherwise support the gloomy picture of marginalised local democracy.  相似文献
