俄罗斯智库与媒体肯定当前世界秩序处于重大变革时期,特朗普外交政策以及新冠肺炎疫情都给世界带来了巨大改变,同时俄罗斯自身还面临着经济社会发展和周边国家关系等问题,需要以“新思维”来看待和解决。不过,俄罗斯官方不完全认可“新冷战”说法。俄罗斯智库与媒体看到,至少在中短期内,中美矛盾将是世界主要矛盾,俄罗斯可以利用中美竞争谋求发展。如果面临两极格局必须做出选择,对俄罗斯而言更优选择是与中国结盟。从美国民主党对俄罗斯的传统政策以及拜登对普京及俄罗斯的态度看,美国大选结果对俄罗斯不是很有利,但无论特朗普当选还是拜登当选,美国外交政策的总体方向都不会有原则性改变。对于世界格局,俄罗斯智库判断有多种发展趋向,俄力主多极世界,并将努力推动这一局面的形成。  相似文献

Why do governments sometimes exercise unilateral leadership in international environmental cooperation, such as the mitigation of global climate change? It is usually the case that unilateral leadership cannot solve the problem at hand, so it is not clear what the benefits of unilateral leadership are. In this article, I provide a new political rationale for unilateral leadership. I show that if a green politician (worried about environmental destruction) fears that he or she will probably lose power soon, he or she may want to unilaterally implement domestic mitigation policies to reduce the domestic cost of mitigation in the future. By exercising unilateral leadership, this politician ensures that even a future brown politician (only mildly interested in environmental protection) is, due to the domestic cost reduction, willing to engage in international cooperation. The findings imply that while unilateral leadership is not a panacea, it may be a useful commitment device under empirically plausible conditions.  相似文献

This article examines the relationship between transformational, transactional, and empowering leadership and the innovative behavior of public sector employees. Instead of investigating their association individually, this article focuses on the interaction between different types of leadership. The analysis is based on a survey from one of Denmark’s largest hospitals (n = 1,647). The main result is that empowering leadership, which focuses on employee capacity, moderates the association between transformational leadership, which is directed at motivation, and innovative behavior. The findings emphasize the importance of not only focusing on a single leadership style but also understanding how they work in combination.  相似文献

党的领导核心引领着中国共产党的组织与发展。新时代对于党的领导核心的维护要转换视角,以党员为主体,从认知—情感—意动理论的角度分析党员的心理因素,揭示党员的心理与维护行为的关系。维护的逻辑起点是通过教育手段使党员对自己的身份认知更加清晰,有了自我身份的清醒界定。逻辑衔接点是通过内部的推动力与外部拉动力对党员情感进行调动。逻辑落脚点是党员有了身份自觉,与自上而下的维护要求同向共力,有力的维护领导核心。这种由内而外的维护逻辑更坚定、持久,有助于党的团结稳定和党的事业发展。  相似文献

Guatemalan newspapers are dappled with the spectre of women's violence and the bodily evidence of the military response that is typical for a woman's transgression of gender roles. Gendered representations of violence – so often repeated in the media – engender particular forms of political agency. This article explores how political violence is imagined with women's bodies and suggests that such violence is always built on pre‐existing cultural practices. It argues that gender categorization is paramount to constructing a modern Guatemalan nation that all too often works to exclude women as knowing participants in Lo Político.  相似文献

Abstract

Leadership studies research reveals that political leaders’ beliefs affect their political and policymaking behaviour, especially in times of crisis. Moreover, the level of flexibility of these beliefs influences the likelihood that groups of leaders come to collective decisions. Insight into when and why political leaders do, in fact, change their beliefs is sorely lacking. This paper uses fuzzy-set Qualitative Comparative Analysis (fsQCA) to examine the antecedents of belief changes among 12 European leaders, all working in the realm of economic policy. Its findings reveal how increases in unemployment and unsustainable debt, as well as different government ideologies and increases in Euroscepticism lead to economic belief changes. In so doing, this paper begins to open the ‘black box’ of when, why, and under what conditions leaders change their beliefs.  相似文献

Abstract

This paper contributes to the scholarly debate on hegemony and leadership in international relations and elaborates on an analytical framework to assess the nature, scope, functions and causal mechanisms of hegemonic and non-hegemonic leadership in general terms. Based on this framework, it takes issue with the interpretation of Germany’s role during the euro area crisis as being a hegemonic one. Discussing the concepts of hegemony, leadership and dominance, it argues that Germany proved dominant during the euro area crisis on selected issues, mainly using its veto power. On other issues, Berlin provided non-hegemonic leadership, more often than not asymmetric co-leadership shared with France. It did not play the role of a hegemon, however, lacking the resources and being unable to shape decisively the economic constitution of the euro area along the lines of its core preferences.  相似文献
