党的领导方式与执政方式的改革和完善过程,既是一个不断否定那些不适应新形势新任务的旧的领导方式与执政方式,进行领导体制、工作制度及运作机制的探索创新过程,又是一个对现代政党政治中所出现的各种不同的领导方式和执政方式进行批判借鉴的过程;无论是探索与创新,还是批判与借鉴,都是一种选择.中国共产党对当前及今后相当长一个历史时期内的领导方式与执政方式的选择,必须对社会经济结构、权力关系、党内个体与整体的非同一性、权力运作的层级性特征和组织性质特征、政党体制、政党执政规律等六方面的成就因素予以考虑.     

行政合同对政府信用建设的作用

本文主要从行政合同所具有的契约精神和人本特性出发,分析了在市场经济体制下行政合同这一市场化政府行为对政府信用建设的作用。主要观点是:行政合同是政府和公民建立互信的一种渠道和纽带;是政府充分调动社会力量、提高执政能力、增强其公信力的重要手段;是树立亲民、爱民良好政府形象,加强政府信用建设的有效方式;与其他单向性、强制性的行政行为相比更具人本性,更容易让政府得到公众的认可。

Procedural Fairness,Blame Attributions,and Presidential Leadership

The removal of the President of the United States from office is a rare and significant event. This study investigated the influence of procedural fairness and blame attributions on punishment and support attitudes during the 1998 impeachment of President Clinton. This study assessed the influence of the procedural fairness of Clinton's behavior, procedural fairness of the Kenneth Starr/Congress investigation, satisfaction with Clinton policies, and blame attributions on punishment attitudes (i.e., whether Clinton should be removed from office) and support attitudes (i.e., whether individuals would vote for Clinton if an election were held today). Both the procedural fairness of Starr/Congress and procedural fairness of Clinton' behavior significantly influenced punishment and support attitudes. Procedural fairness of Clinton had indirect effects on punishment attitudes (through perceived blame of Clinton) and direct effects on support attitudes. Procedural fairness of Starr/Congress had direct effects on both punishment and support attitudes.

President Roh Moo-Hyun’s Last Interview and the Roh Moo-Hyun Phenomenon in South Korea

This commentary discusses what is popularly regarded as the “Roh Moo-hyun Phenomenon” in today’s South Korean society, as an attempt to shed some light on an interview which the late President Roh Moo-hyun had with the author in December 2008. This interview is unique not only because it became Roh’s last interview conducted before his suicide on May 23, 2009, but also because it provides Roh’s candid critical self-assessment on his own presidency, especially regarding his role in both domestic politics and the inter-Korean relationship, and the Korea-US relationship during his term in office, as well as commenting on Japan’s approach to Northeast Asian regional politics. Reflecting on Roh’s star-like rise to the presidency and fall from grace, this commentary alerts readers that Roh’s last interview needs to be considered within the context of the Roh Moo-Hyun Phenomenon, especially in regard to the 2017 presidential election, because it will directly affect the fate of not just the “pro-Roh group,” with the largest share of the opposition in today’s Korean society, but the Korean people as a whole at a time when the country’s many leading civic groups are desperately seeking a “Great Transformation.”     

Image repair in the aftermath of inaccurate polling: How the news media responded to getting it wrong in 1948 and 2016

The US presidential elections of 1948 and 2016 produced surprise outcomes when the predicted winners ended up losing the election. Using image repair theory, this article explains the strategies the media used to repair their image in light of predicting the wrong winner. Using a qualitative analysis of news coverage that immediately followed the 1948 and 2016 presidential elections, this study finds that the media utilized similar image repair strategies of offering explanations for poor information, highlighting the media’s good reporting, diminishing the harm caused by the inaccurate predictions, and justifying the inaccurate predictions of both elections. However, the media responses in 1948 and 2016 differed greatly in tone and in the utilization of a new attack strategy to deflect criticism of the media itself. These strategies suggest that media use of image restoration is limited because of the unique societal expectations placed on the press, and that the media’s inaccurate 2016 predictions and subsequent attack strategies may have been contributed to the heightened criticism of mainstream news.     

That’s Why the Lady Lost to the Trump: Demographics and the 2016 Presidential Election

I examine the relationship between demographics and vote choice using pre-election tracking polls, exit polls, and data on the American states. A number of important findings emerge: (1) there was a fair amount of preference stability in 2016; (2) Clinton underperformed Obama in 83% of demographic groups examined; (3) at the state level, the percent of whites with low levels of education and the size of the rural population had important effects on vote choice, and both of those variables were more strongly correlated with Democratic vote share in 2016 than in 2012; and (4) while state turnout rates were moderately correlated with Clinton’s vote share, changes in state turnout rates from 2012 to 2016 did not have a substantial impact on Clinton’s performance.
