Effective leadership is a crucial component in organisational success. This also applies to criminal networks that have the added challenge of operating in a high-risk hostile environment. While criminal networks commonly employ communicative and structural practices meant to buffer leadership from exogenous threats, there has been little empirical examination as to their effectiveness. In this article, we review the research literature on the various approaches that profit-oriented illicit networks employ to protect their leaders. We then present sociometric and qualitative data from a previously unexamined drug-trafficking network (the Prada cocaine-trafficking network) as a case study on leadership protection tactics employed by illicit entrepreneurial networks. Results of our analysis are discussed in the conclusion, along with study limitations and areas for future research. 相似文献

ABSTRACT The globalisation processes driving development and the transnational nature of crime require the collaboration of police within regions using sophisticated technology to combat crime. This article examines the role of technology and leadership in enhancing cooperative policing. Following a successful safety strategy during the 2010 Federation of International Football Association (FIFA) Soccer World Cup (SWC) tournament in South Africa, the aim of the article is to demonstrate how technology and strategic leadership contributed to the success of this event. The research conducted consisted of an extensive review of existing research publications on the state of policing in southern Africa; and a conference presentation by Lieutenant-General Pruis about policing the SWC from which key policing lessons have been extracted. The literature survey revealed the challenges of police forces and policing in the Southern African Development Community (SADC) as being primarily resource constraints, and socio-political environments that are not always conducive to effective policing. Conclusions drawn are that some of the lessons from the SWC, such as planning, budgeting, strategic leadership, regional and international cooperation of security personnel, community involvement, an informed media strategy and the use of technology to support these processes, can be replicated in regional policing operations. 相似文献

ABSTRACT Good governance is a value-laden concept that is characteristically nebulous; it can mean different things to different people, depending on the context in which it is used. The same applies to leadership. Concepts, as Pauw (1999a, 465) puts it, are ‘tools of thinking’ and contexts are ‘the environments or frameworks in which they [concepts] operate’. Lucidity in the meanings of concepts is fundamentally important for shaping debate and enriching discourses. To maintain their power, concepts must be used in their proper contexts. This necessitates an understanding of the art of contextual discourse. Good governance is used in NEPAD as a principle and emphasised as a sine qua non for sustainable development in Africa. On the other hand, NEPAD premises Africa's re-birth or Renaissance on good governance and leadership, with a vision and commitment to repositioning the continent in global power balances. In this article good governance and leadership are considered as concepts. NEPAD is a textual context within which the two key concepts are used and should, consequently, be engaged. The article attempts a critical review of African scholarship engagement with good governance and leadership within the NEPAD context to determine the extent to which contextual discourse is practised. It further grapples with the immediate historical background to scholarship on Africa's development between the 1960s and early 1990s. The exercise reveals that much of the accumulated body of African scholarship and scholarship on Africa's development reviewed does not suffciently contextualise discourse on good governance and leadership within NEPAD, and its key assessment and monitoring device, the African Peer Review Mechanism (APRM), and offers an alternative framework. 相似文献

This research examines whether collaborative leadership significantly influences the financial sustainability of local government. Unlike other studies on financial sustainability, ours examined collaborative leadership’s effect on both subjective and objective financial sustainability by controlling for socio-demographic and economic factors (i.e., population size, population density, population aged over 65 years, unemployment rate, and gross domestic regional product) that influence the financial sustainability of local government. Ordinary least squares (OLS) regression analysis of data collected from local revenue officers as well as secondary data from local governments in South Korea revealed that collaborative leadership has a positive effect on the subjective perception of financial sustainability and a negative effect on the objective financial sustainability (net debt) of local government. These findings underscore the necessity of collaborative leadership for financial sustainability as well as the strategies needed for its development in local government. 相似文献

The directly elected executive mayor was introduced to England a decade ago. Drawing inspiration from European and American experience, the elected mayor appealed to both New Labour and Conservative commentators in offering a solution to perceived problems of local leadership. There was a shared view that governance of local areas was failing and that elected mayors were the answer. The first local referendums were held in 2001. Most have continued to reject the idea of the elected mayor. During 2012, the coalition government initiated 10 further mayoral referendums in England’s largest cities but only one, Bristol, opted for an elected mayor. Overall, there is no evidence of widespread public support, yet the prospect of more mayors – with enhanced powers – remains firmly on the policy agenda.Drawing from a decade of research, this paper considers reasons for the persistence of the mayoral experiment, the importance of local factors in the few areas where mayors hold office and the link to current policy debates. Using the authors’ analytical leadership grid, this paper links the governmental, governance and allegiance roles of mayors to the problematic nature of local leadership. It then draws tentative conclusions about the strange case of the elected mayor in England. 相似文献

The Comprehensive Performance Assessment (CPA) process introduced in the wake of the Local Government Act 2000 was in essence a managerial tool applied to a political environment. An analysis of the Commission's first tranche of CPA reports reveals a particular perspective on the role of politics and parties in local authorities which raises issues about the Commission's competence and legitimacy to make such judgements. Composite pictures of the ‘good political authority’ and the ‘poor political authority’ can be drawn up, which display a degree of political naivety and a failure to recognise the differences between political and managerial logic. It is concluded that the CPA process should have taken the political culture of an authority as a ‘given’ (at least in the short term), and evaluated the performance of the authority's management in the political circumstances in which they had to operate. Finally the role of the CPA process in contributing to the government-led pressures for depoliticisation of local decision-making is examined, with a particular concern about the substitution of the concept of ‘the good of the area’ for the different priorities and visions of different parties. 相似文献

In political communication research, news media tend to be studied more as a dependent than independent variable. That is, few studies link structural characteristics of media systems to the production of journalistic discourse about politics. One reason for this relative silence is the inadequacy of prevalent theories. Influential scholars in sociology and political communication such as Jürgen Habermas, Manuel Castells, and William Gamson provide only sketchy, institutionally underspecified accounts of media systems. Likewise, models in the sociology of news have tended to either aggregate societal level influences (chiefly political and economic) that are analytically and often empirically quite distinct or overemphasize micro-level influences (news routines, bureaucratic pressures). In between such micro- and macro-influences, the mezzo-level "journalistic field" represents an important shaping factor heretofore largely ignored. As path-dependent institutional logics, fields help ground cultural analysis; as interorganizational spatial environments varying in their level of concentration, they explain heretofore undertheorized aspects of news production. Drawing on the sociology of news and field theory (Bourdieu and American new institutionalism), this essay offers a series of hypotheses about how variable characteristics of media systems shape news discourse. Since variation at the system level is most clearly seen via cross-national comparative studies, international research is best positioned to build more generalizable theory about the production of journalistically mediated political discourse. 相似文献

In this study, we develop a model of the interplay between sociostructural determinants of an individual's discussion behavior, such as the setting of primary discussion networks (work, church, and volunteer groups) and the nature of discussion (i.e., level of exposure to non-like-minded ideas), and individual-level outcomes, such as hard news media use, political knowledge, and participation in political processes. In doing so, we synthesize many of the different and sometimes competing models that political communication scholars have used to examine the link between more macroscopic sociological variables and the individual-level behaviors that political scientists often focus on. Data to test our theoretical model come from a national telephone survey conducted in October and November 2002. Our analysis showed that the social setting in which citizens discuss politics is an important antecedent of political participation. Discussion networks as part of volunteer groups, for example, indeed serve as important networks of recruitment. In other words, discussing politics frequently in this setting is positively and directly linked to political activity. The impact of conversational networks in church and work settings on participation, however, is only indirect. In fact, our data show that the impact of church and work networks on political participation is to a significant degree mediated by the different viewpoints that individuals are exposed to when they discuss politics in these settings. 相似文献

Political observers have extensively documented the national media's focus on committee and party leaders. Legislators' local coverage, in contrast, remains largely unexplored and unexplained. This article examines 40 local newspapers to explore how these factors may influence legislators' local newspaper coverage. We find that local newspapers do not provide more coverage to congressional leaders and that independent papers write more frequently than chain-owned competitors about the local House delegation. Additionally, the extent to which a legislator's district geographically overlaps with the newspaper's market has a strong effect on legislators' mentions. 相似文献
