From 'My Vote' to 'The Real Alternative': Selling the Liberal Democrats

As the third party in British politics, a compelling message is crucial for the Liberal Democrats. Overcoming a prevailing sense of a wasted vote is key—achieved by, we argue, demonstrating political potency. This article explores the synergy between the Liberal Democrat leader and the message; the relationship of each election message to the political reality in which the party finds itself; and the role of polling in messaging. We explore what is—and is not—a message, and the role of negative messaging by the Liberal Democrats since 1992. We consider the limitations of messaging and the lack of control that a third party has over its message. In conclusion, we reflect on what the lessons learnt by the Liberal Democrats over the last four elections may mean for the messaging at the next general election.

论党的领导方式与执政方式选择的成就因素

党的领导方式与执政方式的改革和完善过程,既是一个不断否定那些不适应新形势新任务的旧的领导方式与执政方式,进行领导体制、工作制度及运作机制的探索创新过程,又是一个对现代政党政治中所出现的各种不同的领导方式和执政方式进行批判借鉴的过程;无论是探索与创新,还是批判与借鉴,都是一种选择.中国共产党对当前及今后相当长一个历史时期内的领导方式与执政方式的选择,必须对社会经济结构、权力关系、党内个体与整体的非同一性、权力运作的层级性特征和组织性质特征、政党体制、政党执政规律等六方面的成就因素予以考虑.     

行政合同对政府信用建设的作用

本文主要从行政合同所具有的契约精神和人本特性出发,分析了在市场经济体制下行政合同这一市场化政府行为对政府信用建设的作用。主要观点是:行政合同是政府和公民建立互信的一种渠道和纽带;是政府充分调动社会力量、提高执政能力、增强其公信力的重要手段;是树立亲民、爱民良好政府形象,加强政府信用建设的有效方式;与其他单向性、强制性的行政行为相比更具人本性,更容易让政府得到公众的认可。     

Procedural Fairness,Blame Attributions,and Presidential Leadership

The removal of the President of the United States from office is a rare and significant event. This study investigated the influence of procedural fairness and blame attributions on punishment and support attitudes during the 1998 impeachment of President Clinton. This study assessed the influence of the procedural fairness of Clinton's behavior, procedural fairness of the Kenneth Starr/Congress investigation, satisfaction with Clinton policies, and blame attributions on punishment attitudes (i.e., whether Clinton should be removed from office) and support attitudes (i.e., whether individuals would vote for Clinton if an election were held today). Both the procedural fairness of Starr/Congress and procedural fairness of Clinton' behavior significantly influenced punishment and support attitudes. Procedural fairness of Clinton had indirect effects on punishment attitudes (through perceived blame of Clinton) and direct effects on support attitudes. Procedural fairness of Starr/Congress had direct effects on both punishment and support attitudes.     

中国特色的检察体制的完善

就当下中国的法治状况而言,检察机关的法律监督职能还需要加强,检察机关应该成为法律尊严的"守护神"。加强检察系统的集中领导是当前中国社会发展的需要。完善检察体制,要协调好三个方面的关系。     

正确理解坚持党的领导与独立行使检察权

＂党的领导＂和＂检察权＂本是分属不同领域的两个概念,前者属政治范畴,后者属法治范畴。在当前中央提出建设和谐社会的语境下,找到平衡二者的契合点,正确处理好两者之间的关系,努力构筑新形势下＂党的领导＂与＂检察权＂之间的和谐关系,无论对于巩固党的领导、促进检察工作,还是理顺司法改革,推动法治进程,从而推动和谐社会的发展,都将大有裨益。本文从＂党的领导＂和＂检察权＂的含义、两者之间的关系、坚持党的领导与独立行使检察权的关系、检察机关如何处理与地方党委的关系等方面进行了分析阐述。     

试论现代领导思维创新

在现代社会条件下,由于领导活动具有环境的复杂性、对象的多变性和空间的广阔性等特点,现代领导者的思维必须具有全局性、前瞻性、创造性等特征,才能担当起建设中国特色社会主义的历史重任。领导思维创新的基本思路是从封闭走向开放,从静态走向动态,从一维走向多维。领导思维创新还必须正确处理全局与局部、当前与长远、继承与创新等关系。     

The New World of Crises and Crisis Management: Implications for Policymaking and Research

In recent years, we have witnessed a series of spectacular crises and disasters: 9/11, Madrid and London, the Asian tsunami, the Mumbai attacks, the implosion of the financial system—the world of crises and disasters seems to be changing. This special issue explores how these crises and disasters are changing and what governments can do to prepare. This opening article defines critical concepts, sketches a theoretical perspective, offers key research findings, and introduces the contributions to the special issue.
