This article draws on the existing literature, interviews, and case study analysis to highlight the primacy of honor needs above health and safety needs in the context of honor killings and blood feuds among Israel's Arab community, including Muslims, Christians, and Druze. Assuming that individuals in conflict situations will generally act to satisfy more basic needs before they act to satisfy less basic needs, this article examines conflict contexts in which disputants perceive their honor to be a higher priority than their health and safety, and consequently, they tend to act accordingly to satisfy their perceived honor needs first, often ignoring obvious health and safety‐related needs. Such insights could have important implications for scholars and dispute resolution practitioners studying and working within these conflict contexts.  相似文献

In Gold Harp v MacLeod the Court of Appeal considered paragraph 8 of Schedule 4 of the Land Registration Act 2002 and interpreted this provision to mean that the priority between mistakenly de‐registered interests and registered interests can be altered following rectification. The court can give the de‐registered interest the priority which it ‘would have had’ but for the mistake. In other words, it allows for retrospective rectification. This case note concludes that this is the correct interpretation of paragraph 8 and of the words ‘for the future’. However, it argues that the current range of options available to the court in terms of rectification are producing uncertainty, and that a better approach may be to rely on the priority provisions in sections 28 and 29.  相似文献

This paper proposes that voters are more likely to turn out at elections if candidates and parties address their issue concerns in the election campaign. Voters with high levels of congruence in policy priorities should perceive the campaign as more interesting and the election as more relevant. In addition, the costs associated with the vote choice should be lower if voters' policy priorities are salient. The effect should be weakened by party identification, which acts both as a mobilising force and as a heuristic to the vote choice, making information costs less detrimental to turnout. The analysis, which links voter survey data with candidate survey and media content data from the 2009 German federal election, confirms the hypotheses.  相似文献

This article investigates the impacts of democratic transition on gender outcomes in Hong Kong, which has a unique path of transition. The author studies whether democratic transition in Hong Kong since the mid-1980s has brought positive gender outcomes. Specifically, this article examines the extent to which Hong Kong’s female legislators acted for women’s interests from 1970 to 2012. The study finds that after the introduction of legislative elections, female legislators were more likely to represent women’s interests than male legislators. Apart from gender, the study also finds that political orientation of a legislator significantly affected legislator policy priorities and/or gender outcome. Liberal legislators proposed significantly more motions related to women’s interests than conservative legislators. Finally, the study highlights that as the legislature was transited from an undemocratic to a semi-democratic body, legislators were significantly more likely to propose motions related to women’s interests.  相似文献

Richall Holdings v Fitzwilliam, holds that Malory v Cheshire Homes is binding in relation to the Land Registration Act 2002. Newey J saw himself as bound by that decision because he could find no relevant distinction between the provisions of the Land Registration Act 1925, and the Land Registration Act 2002. There are however significant differences in the general system of registration that is established. In particular the different roles of section 20 LRA 1925, and section 29 LRA 2002 mean that Malory was not binding and indeed ought not to have been followed. In addition, the treatment of the priorities rules in Richall misinterprets section 29 LRA 2002. Finally, the decision by‐passes the rectification and indemnity provisions of schedules 4 and 8. How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献

基于对禁毒意义的充分认识和借他山之石推动中国禁毒事业发展的朴素想法,介绍了日本的毒品犯罪现状、吸食毒品人群、毒品来源渠道以及毒品犯罪研究的领域归属等,着重解读了“对策”的重点“一体两断两借”。指出:中国禁毒必须扎扎实实“技术”攻关,准确定位禁毒技术,迅速建立并不断完善具有中国特色的“断绝毒源”和“断绝客源”两大系统。强调:必须充分认识,禁毒是促进中国社会安定的维稳工程,也是民族抢救民族、人类抢救人类的自救工程。  相似文献
