经济全球化背景下加强高校俄语专业二外教学问题研究

经济全球化是超越国界的经济活动,它使得世界各国的整体性日趋凸显.随着这一趋势对中国影响日深,高校的相关专业也应注重培养能够熟练掌握多门外语的人才.作为中俄边境大省,黑龙江省高校的俄语专业在应对这一经济发展趋势时,应大力加强第二外语教学.具体做法是：注重分类教学、选择适当教材、加强师资配备、明确学习目标、重视心理教育、注重比较教学、创建语言环境.     

Divided we Fall: Division Within the National Partisans of Vidzeme and Latgale,Fall 1945

Heinrihs Strods has shown that Latvia's national partisans were defeated primarily because of the overwhelming military odds they faced, but he added a secondary cause–the lack of unity in their ranks. This article explores the causes of such disunity and suggests that Björn Felder is right to see a blurring of ideological divisions as the Second World War came to an end; however, even at the height of summer 1945 there were some signs of tension, and as the likelihood of foreign intervention waned, fundamental tactical disagreements developed, disagreements which reflected different political pasts and differing visions of Latvia's future.     

Comparative Implementation Research: Directions and Dualities

Abstract

The study of policy implementation developed steadily and considerably in the 1970s and 1980s through two generations of research. Since then progress towards a more rigorous scientific “third generation research paradigm”, assumed to be crucial for further theoretical development, has been much slower and more uneven. Comparative studies figure prominently in this respect. On one hand they are strongly encouraged but on the other they are difficult to conduct according to best practice advice in the textbooks. Comparative implementation research is the theme of this special issue. In this Introduction the articles included are presented, focusing on how they deal with some of the issues posed by the norms of a rigorous “third generation” approach. Reasons for the state of affairs in implementation research are discussed. Some inherent dualities and tensions in contemporary comparative implementation research are identified as particular challenges.     

论刑事诉讼法修正案草案中发回重审制度之建构

刑事诉讼二审中的发回重审制度一直是人们争论不休的课题.新草案对二审中的发回重审仅仅提到了一点,即限制因事实不清证据不足而发回重审的次数.但这种蜻蜓点水式的修改依然不能令人满意,而且存在着理解上的歧义.文章比较分析了草案前后对发回重审的不同规定,并结合草案和现行刑诉法关于二审中发回重审的规定分析了发回重审存在的矛盾,最后借刑诉法修改之际提出了自己关于二审中发回重审的修改意见,希望新法能够对此进行明确合理地规定,让正义能够以看得见的方式实现     

论民事二审程序的审判范围

审判范围乃是人民法院在上诉审程序中对民事案件行使上诉审判权的权力界限，这个范围是由诉权和审判权交互作用划定而成的。具体来说，模式论、制度论、结构论、原则论都属于确定二审审判范围的论题。其中原则论、模式论、制度论从定性和定量两个角度确定了二审审判范围的横向内容，也就是划定了二审审判范围的宽度，结构论则从定量的视角确定了二审审判范围的纵向内容，也就是划定了二审审判范围的深度。它们的有机结合，共同综合作用，二审审判范围得到最终确定。     

东南亚地区汉语教学现状及发展途径

目前国际汉语教学的相关研究主要集中在教学法方面,缺少将东南亚地区国家的汉语教学放入政治、经济、文化发展的大环境中进行综合研究。本文通过研究东南亚地区汉语教学的现状和存在问题,提出加大推广及扩大影响力等相关对策。

侦查中的悬赏是一种以特定信息交易为单方法律行为 ,它基于侦查机关与案件知情者之间的信息不对称而产生。它具有超越执法资源限制、促进侦查公开、预防犯罪等功能 ,也会因公开案情具有一定的负面作用。因此如何规范悬赏在侦查实践中的适用以及如何保障举报人的合法权益等问题凸显重要。     

Michael Howard: The First Jewish Prime Minister?

Initially, Michael Howard seemed the saviour of the divided and disheartened Conservative party, reuniting it in the hope of victory at the next general election. Initially, also, he seemed a match for his fellow barrister, Tony Blair. Though successful at winning over Tory MPs, he was much less effective in relation to all those ex-Tory voters who deserted the party in 1997 and 2001. This failure was confirmed after less than nine months of his leadership, when his party polled poorly at the European elections of June 2004 (where a large slice of the anti-European vote went to UKIP) and came an ignominious third in the Parliamentary by-elections of July 2004. These results, combined with Howard's lacklustre response to the Butler Report, sapped Howard's personal ratings and reopened civil war within the Conservative party.
