依靠高新技术产业驱动区域经济发展,是当今国内外落后地区实现跨越式发展的必由之路,也是深化带动西部大开发的内在要求。宁夏沿黄经济区具有较强的科技实力和较好的技术创新基础,已逐步形成了宁夏沿黄高新技术产业带,对推动宁夏高新技术产业和跨越式发展发挥了强大的辐射带动作用。     

皖江城市带承接产业转移示范区研究——基于宣城市打造承接产业转移示范先行区的实证分析

本文在认真研究国内外产业转移理论及长三角产业转移趋势的基础上,分析影响宣城承接产业选择的因素。实证分析证明,宣城示范区与长三角存在产业发展层次的互补,可以探索打破行政区划和利益协调机制,构建多层次、宽领域、合作与竞争的区域经济合作新机制。     

灵活性与稳定性:中国开发区工会组织情况调查

随着全球化的发展,发展中国家纷纷设立以吸引外国资本进入为目的的各类开发区(如保税区、出口加工区等),同时向外国投资者提供各类经济和社会优惠政策以换取资本输入.最主要的优惠政策之一是限制区域内的工会活动或工人结社的权利.国际劳工组织注意到了这一现象并在各国开展了有关开发区劳动条件和工会组织情况的调查研究.本文在对中国开发区内进行调研的基础上,主要对中国地区开发区内的工会组织情况进行了分析,对开发区内工会组建过程中面临的困难、工会组建策略及集体协商的基本情况进行了梳理.通过研究发现,中国开发区内的工会活动既存在迎合资本活动的灵活性,也承担着维持开发区内劳动关系和谐的稳定性.     

村社区干部贪腐现象及其预防对策——以M市城乡结合部为例

我国城市化进程中出现了大量的城乡结合部地带,受特殊的历史、社会、经济等因素影响,这一区域矛盾非常复杂,治理难度较大。尤其是在土地征迁、经合社10%留用地项目建设、"三资"管理等方面频频发生的基层干部贪腐现象,不仅直接损害了村民(社区居民)的利益,而且严重影响了党群关系和政治信任,成为城乡结合部稳定和发展的一大障碍。预防村(社区)基层干部的腐败,一要强化村(社区)务公开,对"三资"管理实行"钱账双代理"制度;二要加强村民(社区居民)的监督权、罢免权,让群众积极参与到村级(社区)公共事务管理当中来;三要规范程序标准,营造公开透明拆迁环境;四要加大查处力度,发挥惩戒威慑功能。     

The Success of the Regionalist Parties in the 2014 Elections in Belgium

In May 2014, and for the second time in her political history, regional, federal and European elections were organized simultaneously in Belgium. In the direct follow-up of the sixth state reform, which increased the powers and autonomy of the Belgian Regions and Communities, these elections were crucial for the future of the country and for the multi-level coalition formation at the regional and federal levels. The political campaign was dominated by socioeconomic issues and demands for further autonomy, particularly in the Flemish region. Regional electoral results confirmed the success of the regionalist parties in Flanders, but also in Brussels and in the German-speaking Community. These successes allowed regionalist parties to enter all regional and federal governments—often as the dominant party—with the exception of the Walloon and the French-speaking Community cabinets.     

中越边境区“两国共市贸易区”合作模式探析——以中国东兴市为例

经济全球化和区域经济一体化的发展为边境区合作创造了良好机遇。中国东兴市处在边境经济理论创新与跨境合作模式创新的前列,完全有必要和可能利用其独特的天时、地利、人和,与越南发展推动"北部湾经济圈"及"中国—东盟自由贸易区"的跨境共同市场与商贸服务平台。文章通过对构建中国东兴—越南芒街"两国共市贸易区"的边境区合作模式进行可行性分析,提出中国东兴—越南芒街"两国共市贸易区"合作模式运作的建议。     

In Search of the Missing Link: Examining Contextual Variation in Federal Charge Bargains across U.S. District Courts

Abstract

Punishment scholars acknowledge the fundamental importance of both prosecutorial discretion and jurisdictional variation in punishment; yet, little is known about the extent to which charging practices vary across court contexts. This is especially true in the federal criminal justice system. This research investigates this issue by linking four years of charging data from the Administrative Office of the U.S. Courts (AOUSC) to corresponding data from the U.S. Sentencing Commission (USSC). It incorporates unique information on district court contexts from a variety of sources to investigate jurisdictional variation in charge reductions. Findings provide evidence that federal charging practices vary across district courts. In particular, several structural court characteristics are significantly related to the likelihood of charge reduction for similarly-situated defendants. Results from this study are interpreted through the lens of contemporary legal perspectives on court communities and suggest several fruitful directions for additional research on the social contexts of criminal prosecution.     

跨境经济合作区的特征与法律和机制保障

跨境经济合作区是近年来兴起的一种新型的次区域经济一体化模式。这种经济合作模式,较之于传统的区域经济一体化形态,具有一些自身的特点：跨境经济合作区只覆相邻国家特定的毗连区域而非整个国家疆域;合作的主体是毗邻区域的地方政府而非中央政府;合作的内容以贸易和投资为核心,并可以根据需要扩展到交通、通讯、旅游、环境等领域。跨境经济合作区应建立在由上位、中位和下位三级法律基础上并有完善的机制作为保障。拟定的中越河口——老街、中老磨憨——莫丁、中缅瑞丽——木姐三个跨境经济合作区,仍处在建设的初期,其法律框架的形成和管理机制的建立任重道远。
