Morphing the Demos into the right shape. Normative principles for enfranchising resident aliens and expatriate citizens

In this article I criticize, first, democratic inclusion principles that are indeterminate with regard to democratic boundaries and indifferent towards the structural features of polities. I suggest that a democratic stakeholder principle passes these critical tests and can be applied to democratic polities of different kinds. Second, I compare birthright-based and residence-based membership regimes at state and local levels and consider how they can accommodate international migrants. Third, I argue that these two regimes are not freestanding alternatives between which democratic polities have to choose, but are combined in a multilevel architecture of democratic citizenship, in which the inclusion and exclusion dynamics of birthright and residence mutually constrain each other and every individual is included as a citizen in both types of polities.

通过对政策评估模式发展的历史考察,文章分析了政策评估模式由单一向多元转变的逻辑以及多元评估模式的困境。并以南水北调移民政策评估为例,解读了当今多元理性下的政策评估仍然存在的多元利益界定不准确、评估模式结构固化等诸多问题。要从根本上解决多元理性下政策评估模式的问题,必须实现政策评估哲学思维的进一步转变,而这一转变应遵循批判性政策分析理论、利益相关者理论以及理性选择理论的基本价值。

A new conceptual framework to strengthen internal corporate image: A stakeholder-inclusive perspective

The potential influence that internal stakeholders’ image of the organisation could have on external stakeholders’ image of the organisation, is strongly supported in the literature. This research project attempted to address the need for an approach that facilitates employee engagement, coupled with a leadership approach that allows collaboration, inclusion and cooperation within the organisation, to strengthen internal corporate image. This article reports on the results of the second phase of this research project, where a proposed stakeholder-inclusive conceptual framework for strengthening the internal corporate image, built from a stakeholder-inclusive perspective as depicted in the King III report on corporate governance, was explored in practice. A quantitative, self-administered web-based survey was conducted with the 2014 winners of the Deloitte Best Company to Work For (BCTWF) survey. The results not only indicated that these organisations’ practices resonate with the proposed stakeholder-inclusive framework, but also that the principles of the framework, namely stakeholder theory; integrated internal communication; peace arena; stakeholder engagement by means of the AA1000 Stakeholder Engagement Standard (AA1000SES) and responsible leadership and stewardship correlate with one another. The stakeholder-inclusive conceptual framework expands on the body of knowledge on corporate image and provides corporate communication professionals with a guide for strengthening their organisation’s internal corporate image, which could serve as starting point for strengthening the external corporate image and eventual corporate reputation.     

Stakeholder engagement for value-based banking: The case of Malaysian Islamic banks

This study explores the practices of stakeholder engagement (SE) in Malaysian Islamic banks. In 2017, Bank Negara Malaysia (BNM) introduced the Value-Based Intermediation (VBI) framework, with the aim of promoting a more sustainable and responsible banking system in the country. Among others, the VBI framework requires Islamic banks to adopt a stakeholder-driven approach to their business operations, which involves understanding and responding to the needs and expectations of their stakeholders. Within this context, we apply a content analysis of the annual and sustainability reports of all stand-alone Islamic banks in Malaysia to document the changes in the banks' quality of SE after the introduction of the VBI. The content analysis is guided by a new index that we construct, termed as the Stakeholder Engagement Quality Index (SEQI), which covers four dimensions of SE process: the purpose, stakeholder mapping, scope and approach to the engagement. Our results indicate that the SE quality significantly increases overall and for the third (i.e., scope of SE) and fourth (i.e., SE approach) dimensions subsequent to the VBI. Additionally, in terms of bank types, we find that the SEQI score is higher for commercial Islamic banks than development Islamic banks in the post-VBI period. Despite such improvements, our study alerts policymakers that there are areas that need further attention. Among others, these include integrating SE into the banks' internal managerial functions and encouraging active stakeholder participation in the design and implementation of the engagement itself.
