Community‐based organisations (CBOs) play a key role in Malawi's multi‐sector programme for responding to the HIV/AIDS pandemic. In this programme they are funded in a demand‐driven manner—which means that only those areas that apply for funds to CBO services are blessed with programme benefits. This paper argues that this funding mechanism is not conducive to either distributing CBO services to areas most in need or enhancing downward accountability. Because areas most in need of services generally also lacked the capacity to attract project funding, the programme did not reach them. Instead, it tended to reach those areas with the greatest capacity to attract funding, though not necessarily the greatest need for it. Furthermore, those CBOs that were funded were unable to facilitate collective action in their communities because of elite capture of decision making. The programme, however, was relatively responsive to the communities' thematic demands. Thus, all in all, the elites were relatively more successful in representing the communities' wishes than in caring for all geographical areas in their constituencies. South African local government has undergone radical transformation. The reform process included a local government financial management best‐practice technical assistance programme (MFMTAP) targeting financial management and especially budget quality reform. Dollery and Graves (2009) earlier examined the efficacy of the South African National Treasury (NT's) municipal budget funding compliance technique for measuring adherence to the Municipal Finance Management Act's (MFMA) budget funding requirements using a single metropolitan municipality case study. This article further evaluates the robustness and validity of the funding compliance instrument as a reform performance measurement tool by comparing the results of four geographically and demographically different municipalities. Also introduced is a performance ‘trend’ instrument similar to a ‘Likert scale’ for comparing municipal performance. Optimal tax revenue theory is invoked to examine this key revenue variable for producing a compliant budget. The article finds the ‘budget funding’ reform component of the Best‐Practice Technical Assistance (BPTA) programme presently ineffective and unsustainable. This article examines the relationship between information and communication technologies (ICTs) and regional integration as a pathway to socioeconomic development in Africa and South America. Both regions share a colonial legacy often characterized by stronger economic ties to the developed world than within the regions. In recent decades, regional organizations have been involved in efforts to strengthen the infrastructure for ICTs, as well as the enhancement of economic and political integration as strategies to achieve development. However, the literature continues to show distinct research agendas that unwittingly overlook the connections between these areas. This article proposes a theoretical framework combining research on integration, ICTs, and development. It provides a brief analysis of each region and its ICT initiatives, the potential impact on regional integration, and how this relates to development. We suggest possible applications of the framework to identify and research the processes of integration and expected outcomes of development.  相似文献

Thabo Mbeki, South Africa's second democratically elected president, was born into left-wing politics. In exile, he became the face of the African National Congress (ANC) and developed a reputation as a modernizer. He returned to the country and built relations, not with the ANC's internal allies, but with the country's business community. In 1996, as Mandela's deputy, Mbeki implemented a neo-liberal economic package, called GEAR, which alienated many. In office, he both failed to acknowledge the threat of HIV/AIDS to the country and refused to pressure the failing regime in Zimbabwe; but it was his bypassing of parliament that ultimately led to his failure as president.  相似文献

Engaging the lively debates about the next expression of neoliberalism, this study suggests that it is evolving into philanthrocapitalism. After a brief discussion of the trajectories from neoliberalism, the article addresses the core ideology of philanthrocapitalism. The central thesis explores how philanthrocapitalism is moving beyond the requirement of ‘business practices’ for recipients of donor funds, into enforcing ‘business rule’ on to the public domain. Although philanthrocapitalism is most debated in the fields of health care and education, this article uses empirical analysis of international agricultural policies trying to enlist Southern Africa policies. It explores how philanthrocapitalist rule is reducing transparency, participation and deliberation within the public domain, well beyond requesting efficient business practices for greater food security. It concludes with how smallholder farmers are actively organising to resist business rule over their genetic resources and farming practices.  相似文献

ABSTRACT

This article focuses on the activities of a modest feminist initiative called “The Feminist Table.” Established in 2012, it is one of a number of initiatives trying to develop grassroots eco-feminist solidarity among black women in contemporary South Africa. It uses the Marxist feminist notion of social reproduction, i.e. the unpaid care work which these women do outside the market, both in their households and in their communities. This work is both essential to sustaining capitalism and has potential to contribute to its overcoming. By focusing on the legacy of colonialism and the apartheid, and by drawing on black women’s experiences of socially and ecologically destructive capitalism in contemporary South Africa, we aim to contribute to the literature on eco-socialist feminist struggles and resistance from a Southern perspective. This paper draws on informal conversations and key informant interviews, as well as on our experience of participation in various initiatives trying to develop eco-socialist feminism in South Africa during the last five years.  相似文献

Development in rural parts of Africa is strongly desired by local people. Other views expressed by local people towards outside development initiatives vary considerably. Some perceptions are negative, as development recipients view development as a destructive agent of change in the local culture. Despite the negative effects associated with development, this study documented a unanimous desire among a stratified random sample of 418 respondents for more development interventions. Two villages in south-central Tanzania were selected based upon their adjacent proximity to Ruaha National Park. Findings suggest that a capability framework is useful for exploring local perceptions to outside development assistance.  相似文献

ABSTRACT

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

In personalized authoritarian systems, the death of a leader poses a serious challenge to regime survival. Togo, however, belongs to a small number of countries in which regime collapse has been avoided by the transfer of power to the deceased ruler’s son. But can the son simply pick up where the father left off? Combining a theoretically guided single case study with statistical network analysis, this article argues that hereditary succession involves both changes and continuities. While Gnassingbé Eyadema’s rule rested on repression, patronage, and a bizarre leadership cult, his son Faure Gnassingbé has partly adapted and reformulated these strategies. The quantitative part of the article is based on a novel data set that contains information on the biographical characteristics and interaction patterns of the deputies in the Togolese parliament. Using exponential random graph models (ERGMs), the article shows that people who have held important positions in the past or belong to the president’s ethnic group still play a significant role in the regime elite. The article not only presents detailed insights on a so far under-researched country, but also contributes to the wider literature by showing how mixed-method designs can further our understanding of authoritarian regimes.  相似文献

This article examines activities undertaken by civil society organisations in Zambia to create gender-transformative change in customary tenure systems. It is based on primary data collected through interviews and group discussions with NGO representatives, lawyers and women’s rights advocates, chiefs, women leaders, and local community members. The findings show that organisations pursue change by leveraging global and national frameworks and discourses and working with traditional authorities, local magistrates, men and women at the village level. Promoting gender transformative change requires multi-level networking and working across hierarchies of power that extend from the household to the state.  相似文献
