ABSTRACT

This article aims to provide an overview of the primary trends and developments of the domestic private security industry in select countries in Africa, while also further reflecting on a selection of operational challenges and obstacles inherent to the industry and its regulation. In particular, field research was conducted in Uganda to explore the nature of the state ownership of private security companies so as to further highlight the regulatory difficulties. Our findings raise a number of questions pertaining to the theorising of private security regulation answers of which, we conclude, may find utility in drawing on the concept of “hybridity” as an alternative heuristic tool to engage with the realities of state regulation in the Global South.  相似文献

Despite the high levels of domestic violence (intimate partner violence) against African women, tests of competing theories on why the practice is common in the region are quite limited. This study evaluates the effects of resources and cultural factors on attitudes Africans hold about the acceptability of gendered violence, and specifically wife beating (battering). Answers to these questions are relevant to the discourse on intimate partner violence, at least, as pertains to male-dominated societies such as those found in Africa. Drawing on national data from the Ghana Demographic and Health Survey, we explore these linkages in an African context. Our findings suggest that egalitarian decision-making and equal household contributions are associated with a reduced acceptance of abusive actions toward women. We suggest that new questions must be asked concerning the present and future role of men and women within households and the community. This study examines the relationship between superpower economic assistance and military allocations in 25 countries of Sub‐Saharan Africa during the period 1977–1984. Using pooled time‐series regression analysis, we find that African recipients do not treat U.S. aid as fungible. Soviet economic aid, however, is found to have a positive effect on the recipient's military spending.  相似文献

Africa has been divided into four groups of states by the European Union in the negotiation of Economic Partnership Agreements (EPAs) that will define the relationship between Africa and Europe in the future. The EPAs are unfair. They demand reciprocity between the EU countries collectively and each African country individually and they set conditions that will be demanded by any other country or groups of countries with which African countries seek trade arrangements. Further, separate EPAs among different groupings of African countries will undermine Africa’s wider integration efforts, leaving it in thrall to EU companies. In their present form the EPAs are not in Africa’s interest and will unnecessarily undermine the potential for Europe’s improved relationship with the continent.  相似文献

The pastoralism of the Turkana has persisted in the challenging environment of northwestern Kenya for some 200 years. Yet many pastoralists find that they increasingly rely on food relief during droughts and famines. This article contextualises emergency responses to famine among Turkana pastoralists by considering their encounters with colonialism, development, and humanitarian interventions. It uses key informant interviews, participant observation, and content analysis, to analyse the benefits and challenges of a small-scale food relief programme. The article argues that such programmes can weaken the viability of pastoralism, and concludes with considerations for future policy and programming.  相似文献

This paper argues for seeing African land tenure regimes as institutional configurations that have been defined and redefined as part of state-building projects. Land regimes have built state authority in the rural areas, fixed populations in rural territories, and organised rural society into political collectivities subject to central control. Land tenure regimes can be understood as varying across subnational jurisdictions (rather than as invariant across space) in ways that can be grasped in terms of a conceptual distinction between neo-customary and statist forms (rather than as infinitely diverse). Differences between the two have implications for the character of political authority in the rural areas, the nature of political identities and community structure, and the nature of property and land claims. These political effects are visible in differences in the forms of local protest and resistance to commercial land acquisitions in peri-urban Kumasi, Ghana, where a neo-customary land regime prevails, and the Kiru Valley of northern Tanzania, where land institutions are decidedly statist.  相似文献

Japan's project aid initiatives for capacity development still occupy a large part of the aid discourse of the country's development cooperation programme. Over the years, Japan's development rhetoric has been significantly adapted to the wider policy shifts of Western donor countries and has introduced in its programme and project documents such terms as ‘ownership’, ‘needs-based approach’, and ‘participatory’ initiatives in order to achieve more ‘sustainable’ results. Furthermore, the importance of ‘institutional memory’ has been repeatedly highlighted by Japan as an important element for greater project effectiveness. This article investigates how this development rhetoric translates in Japan International Cooperation Agency's (JICA) project practice in a three-year community-based initiative in rural Ghana. The results illustrate that despite the short-term benefits the project has brought to the targeted communities, the development practice of JICA falls short of its discursive representation and more effort is needed by JICA toward a more committed and inclusive project practice.  相似文献
