In this article, I argue that when officeholders try to avoid blame, they often engage in defensive performances which can be analysed in terms of how they exploit various multimodal semiotic resources to ward off (potential) criticism: the setting, appearance, and manner chosen for a particular interaction with an audience; and both verbal and non-verbal ways of arguing, legitimising, framing, and representing social actors and actions. I apply these analytic categories to interpret the data gathered during fieldwork at a major training event of British government communicators. By combining insights from multimodal discourse analysis, discourse-historical studies of organisational behaviour, and recent research into blame avoidance in public administration, I demonstrate how certain semiotic strategies used by officeholders have an effect of backgrounding the ideas about any possible norm violations that government communicators may have been associated with in the eyes of critical audiences, such as lying, spin doctoring, and using tax money for propaganda campaigns that may not actually serve the interests of the public. I suggest that analysts of government communication should pay more attention to the defensive practices of government insiders, and study in great detail how these practices are incorporated into everyday behaviour through professional training.  相似文献

Over the past decade more than 40 young men have left the Somali diaspora in the US state of Minnesota to fight for foreign terrorist groups. In 2011, fearing similar radicalization across the country, the Obama administration began to emphasize the potential for community policing to enable police agencies to partner with local communities to prevent it. Subsequently, the US Department of Justice sought to make the state’s capital, Minneapolis-St. Paul, a national model for doing so. This article assesses the success of this goal and elucidates the principal lessons that might be learned from the ongoing process.  相似文献

As the communication world becomes more complex and participatory, social networking sites (SNSs) have emerged as a platform with the potential to invigorate democracy and political engagement. However, the value of SNSs in politics remains contested among researchers. The study reported on in this article was based on a survey of 600 university students, aged between18 and 35, to examine the relationship between social media use and political engagement among the youth in Kenya. The study focused on the extent to which SNSs facilitate consumption of political information and the role of SNSs in influencing political interest, knowledge and behaviour among the youth. The study found that reliance on SNSs is positively associated with political participation; however, this influence is limited, and though useful, it does not radically transform political engagement. Therefore, the capacity of SNSs to shape opinion and influence political preferences is limited but internet based political activities like posting and distributing campaign information and consumption of political content have a bearing on political participation. The study concluded that while SNSs do not seem to have a major direct impact on political choices among users, politicians and other campaign actors cannot ignore the opportunity provided by these platforms in the voter mobilisation process.  相似文献

Scholars maintain that, similar to insurgency, terrorist violence is precipitated by both relative deprivation and state weakness. Yet aggrieved minority groups within a country should turn to terrorism when they are weak relative to the state rather than strong. Empirical evidence shows minority group discrimination and fragile political institutions to independently increase domestic terror attacks. But it remains unclear whether grievances drive domestic terrorism in both strong and weak states. Using data from 172 countries between 1998 and 2007, we find that for strong states the presence of minority discrimination leads to increased domestic terrorism, while for weak states the presence of minority discrimination actually leads to less domestic terrorism. Consequently, increasing state capacity may not be a panacea for antistate violence, as nonstate actors may simply change their strategy from insurgency or guerrilla warfare to terrorism. Efforts to reduce terrorist violence must focus on reducing grievance by eliminating discriminatory policies at the same time that measures to improve state capacity are enacted.  相似文献

ABSTRACT

Professor Marc Sageman’s latest contribution to terrorism “studies” builds on an ever-increasing critique of a field in which “expertise” is something that is largely taken for granted, rather than empirically “known”. His book Misunderstanding Terrorism seeks to refocus our attention towards what is knowable through a Bayesian analysis based on his unique access to acts of terrorism within the Western world. Key, however, is his framing of what terrorism “is”, and to that effect, this review article first assesses the work of two individuals writing on terrorism, Rafaello Pantucci and Shiraz Maher, to place Sageman’s significant book within a wider context of terrorism literature.  相似文献

2017年最新出版的《国际安全态势感知指数》对世界上169个国家的安全态势进行了排名,从而为理解当今的全球安全问题提供了一个崭新的视角。同2016年版的《国际安全态势感知指数》相比,新版的感知指数在变量选取上有了较大的突破,其主要特点是对变量的数量进行了精简,将变量数量从先前的五十余个缩减到十余个,并且针对不同国家的不同特点选择具有针对性的变量,以求更加准确地反映不同国家对于安全的客观需求。同时,2017年的研究报告实现了变量的动态调整,即坚持在开放的数据源当中随机挖掘数据,以保证随机变量可以不断涌入,从而实现可以剔除冗余变量以及寻找最紧密的关联关系。通过定量分析,可以发现2016年各个国家的安全态势相比于2015年又发生了一些变化。全球整体安全形势渐趋恶化,欧洲正在滑入“恐怖深渊”;发达国家普遍进入“多事之秋”,西亚北非深陷全球冲突“风暴中心”;全球恐怖主义由传统活动区域向周边国家扩散,“独狼式”攻击成为恐怖攻击新潮流。在此背景下,美国、俄罗斯等国家的排名变化较为明显,西欧地区的安全态势呈现出恶化的趋势。  相似文献

This article is based on biographical interviews and field research carried out in two adjacent regions of northern Uganda on local peace and post-war processes. It focuses on the situation of former rebel fighters following their return to civilian life. In the case of Acholiland, these are primarily former “child soldiers” of the so-called Lord’s Resistance Army who were recruited by violent abduction; in West Nile they are primarily men who more or less voluntarily joined local rebel groups as adults. The following questions were investigated: How do rebels who have returned from the “bush” speak about their past and their present? What discourses do they confront within the groupings, or we-groups, to which they are regarded as belonging and whose collective knowledge they refer to? What is the nature of their present situation and how can it be socio- and psychogenetically explained and interpreted?  相似文献

This article argues that an historical investigation of air power makes possible the critique of current regimes of drone surveillance and bombing as a practice of state terrorism. By identifying certain key themes regularly used in terrorism studies for the classification of violence as “terrorism”, this article shows that early air power theorists understood military aircraft as essentially instruments of terrorism. A central argument permeating these theorists’ conception of air power was that the military value of aviation lay in its capacity to target the enemy’s population and, by means of bombing, generate a significant “moral effect” – that is, a psychological effect against the morale of civilians. This strategic formula constituted a central component of British air control schemes during the interwar period, where terror bombing was deployed systematically in order to control and pacify colonial populations. In arguing that widespread and long-lasting terror remains an inalienable feature of air power, this article concludes with a call for a critique that accounts for the fact that current deployments of armed drones – for instance, the US “targeted killings” programme – effectively reproduce these historical and material conditions of terrorist violence.  相似文献

In this article, I explore analytically how local youth vigilante groups in terror-stricken northeastern Nigeria – locally known as the Civilian Joint Task Force or yan gora (“youth with sticks”) – are responding to threats to their communities posed by the terrorism of Boko Haram and the human rights abuses of the Nigerian security forces. The article argues that vigilantism has been a way for victimised local youth to reclaim a sense of control and agency in a context of risk, radical uncertainty, powerlessness and heightened fear. While one group of victimised and angry youth (Boko Haram) in northeastern Nigeria are violently resisting the state, another group of victimised and angry youth (yan gora) from the same region are joining forces with the state to protect members of their local communities and to restore peace to their troubled region. However, growing concerns that the yan gora are a “coming anarchy” have compelled state-endorsed youth empowerment schemes geared at integrating the militia into Nigerian security service, while regulating their actions and instilling patriotism and discipline in its members. Yet, such hybrid security arrangements may end up reproducing the very insecurity they were meant to forestall.  相似文献

Starting with the assault on the offices of the satirical magazine Charlie Hebdo on 7 January 2015, the French Republic has endured a series of terrorist attacks, culminating in the massacre of civilians on the Promenade des Anglais in Nice on 14 July 2016, an outrage deliberately and symbolically timed to coincide with the Bastille Day celebration. During this period, the governing and other elites in France attempted to foster a sense of national unity around key republican values as the most effective response to the threat posed by terrorism. After examining the inconsistent postures struck by the French socialist government in the months following the outrages of 2015 and 2016, Raymond’s article will analyse the contradictions of the previous administration in order to illustrate the argument that the problematic relationship between race, identity and secularism cuts across the traditional ideological cleavages of left and right. The failure of leading mainstream political figures to articulate an effective and unifying discourse in the face of the terrorist threat to France is not, however, purely a failure of communication. Raymond will address the adequacy of a blueprint for social cohesion shaped by the Third Republic and exemplified by the formal separation of church and state in 1905. He considers whether the traditional understanding of what it means to belong to the ‘one and indivisible’ republic has problematized the sense of national self-esteem and contributed to the current tension in France.  相似文献
