ABSTRACT

This article analyzes the labor relations the US government and American oil companies introduced in Libya between the Suez Crisis of 1956 and the rise of Muammar Qaddafi’s regime in 1969. It argues that labor policies played a crucial role in American Cold War efforts to place Libya in the Western bloc and assure access to its oil resources. Like in other contexts, the American government relied on anti-Communist trade unions, in particular the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), to oppose radical forms of labor organizing. Bini examines the ways in which Libyan oil workers resisted the forms of segregation and discrimination introduced in oil camps and company towns, by demanding the right to redefine labor relations through trade unions, and establishing ties with other trade unions in Egypt, Tunisia, and Algeria. This article shows that despite American efforts to repress Libyan trade unions, in the second half of the 1960s oil workers were a crucial force in redefining international oil politics. During the Six Day War of 1967, they constituted one of the main forces behind Libya’s support of oil nationalism and set the stage for the emergence of Qaddafi’s regime in 1969.  相似文献

ABSTRACT

Although the CFA monetary union is not an ‘optimal’ currency area as such, it has allowed member countries to benefit from the convertibility guaranteed by the French Treasury and from enhanced policy credibility in achieving low inflation rates.

Both benefits may be under threat. The convertibility is under threat due to the harder budgetary commitments imposed on France by its membership of the Eurozone and the dwindling political interest in the CFA Franc Zone shown in France.

The policy credibility is becoming costlier as evidenced by output-inflation trade-offs, which, although still more favourable than in comparable sub-Saharan African countries, have been declining since the 1994 devaluation period.  相似文献

In a global context hostile to traditional labor unions' fare in defense of workers' rights, union representatives have had to innovate in their strategies and recourse to power while having acquired new allies, such as human rights NGOs. Tese changes complicate the classic examination of Hanna F. Pitkin's concept of representation and Philippe Schmitter's corporatism, and provide a point of departure from which to study several types of interaction and representation developed around the milieu of labor, illustrated by Mexican and Central American cases. Te main argument is that, whereas traditionally labor-unions have held the monopoly over formal representation of interests within the realm of labor, this kind of mediation has incrementally lost strength in the context of neoliberal and global economics, which has impelled unions to renew their abilities, strategies and power re-sources.  相似文献

Citizenship is increasingly investigated not just in terms of rights and duties, but as contentious, evolving and continuously forged anew. This article analyzes an Israeli High Court ruling from 2007 to show how a liberal, human rights-based discourse enabled effective citizenship within neocorporatist frameworks for those outside the formal political community. The ruling, which extended Israeli labor law to Palestinians in the Israeli-occupied West Bank, marks the breakdown of neocorporatism’s fundamental premise of congruence between labor force participation and participation in the political sphere, which engenders new opportunities for rejecting subjecthood and demanding inclusion. This marks a new development in the balance between the conflicting imperatives of economic inclusion and political exclusion in Israel’s relations with the Palestinians, and legitimizes practices of citizenship where formal political space is denied. It is not yet the ‘de-nationalizing’ of the state, but may be a step in decoupling effective citizenship from national belonging.  相似文献
