工会视角下高技能人才培养 T 型机制研究 —— 基于北京市的实证分析

本研究以北京市高技能人才为对象，采用问卷调查和质性访谈相结合的方法，分析目前北京高 技能人才培养中的实质性问题。在此基础上，立足于工会，提出构建高技能人才培养 T 型机制的具体思路和方法， 即理想路径——从横向上完善职业培训与企业管理的要素，现实路径——从纵向上工会以外部平台的形态介入 高技能人才培养工作中，从“参与”、“支持”和“激励”三个层次开展工作，最终共同形成一个系统化的完 整支持体系。     

对工会组织建设问题的思考

随着非公有制经济的迅猛发展 ,职工队伍结构发生了明显变化 ,工会组织工作出现了许多诸如工会会员流失、工会主席兼职、新建企业建会难等新情况和新问题。为此 ,必须从实际出发 ,努力研究和探索工会组织建设的新方法和新途径 ,切实加强工会组织建设。     

关于加强新建企业工会组建工作的探索

加强新建企业工会组建工作 ,是加强和改善工会组织建设所面临的重大而紧迫的任务。加强新建企业工会组建工作 ,必须消灭空白点 ,努力扩大工会组织的覆盖面 ,建立健全工会的基层组织 ;继续探索工会工作的新内容和新方法 ,切实提高工会工作的有效性 ;着眼于长远 ,建章立制 ,形成工会工作的新机制 ;不断总结经验 ,探索规律 ;正确处理好四个关系。     

El Alto,Ciudad Rebelde: Organisational Bases for Revolt

The events of October 2003 reveal something about how Bolivian democracy works under ‘normal’ circumstances because they built upon well‐established patterns of political behaviour whereby corporate groupings have become used to direct negotiations with the government. It was the breakdown of these patterns that forced the resignation of the President in 2003. I detail here the collective identities that provide the foundations for mobilisational power in Bolivia and examine the organisation behind the uprising in El Alto and its roots in quotidian experiences of collective mobilisation. I conclude with a consideration of the relationship between social mobilisation, democracy and politics in contemporary Bolivia.     

论社区工会工作及其意义

我国社区工会工作适应于改革开放新形势的要求,目前虽然处于探索阶段,却显示出强大的生命力。实践表明,城市社区工会在维护职工群众切身利益及合法权益上,在维持社会稳定、加强基层政权建设及促进改革发展上、在加强基层民主政治建设上,以及在实现工会工作方式创新上,发挥了越来越重要的作用。社区工会以其与职工群众的密切联系和灵活、多样的活动方式,开拓了新形势下城市工会发展的新领域,填补了城市工会体制的空白,成为今后我国城市工会工作发展的新方向。作为新生事物,城市社区工会还存在一些问题和不足,需要在实践中给予认真解决。     

职工眼中的企业工会--企业工会现状调查

维护职工权益是企业工会的基本职责。对沿海某省七家不同类型的企业工会的调查显示,职工在企业内部的基本权益,尤其是在非公企业内部的基本权益得不到保障,而企业工会作为劳动者的代言人履行维权职责严重缺失,其根本原因在于企业工会对企业资产所有者和管理者的依附性。     

新建企业工会的组建与集体合同制度

党的十五大以来 ,新建企业得到了前所未有的发展。如何把新建企业职工最大限度地组织到工会中来 ,已成为工会组织的一项重要而迫切的任务。目前 ,面对大量的以农民工为主体的弱势群体 ,为了切实维护好职工的合法权益 ,必须大力推行平等协商、集体合同制度。为此 ,应该加快维护集体合同的立法 ;正确认识集体协商谈判的目的与手段 ;加强工会自身的改革和建设 ,提高工会干部的素质。     

Trade Unions and Employment Relations in Italy during the Economic Crisis

Abstract

Many of the usual assumptions about the impact of the economic crisis on trade unions and employment relations only partially fit the Italian case. Trade unions during the crisis showed resilience both organisationally and as important actors in economic and political life. Also, the national industry level reaffirmed itself as the key level in industrial relations. Explanations of these unexpected outcomes have to do with some features of all three actors of Italian employment relations. Trade unions have become over time a relevant actor not just in the industrial relations arena but in several other spheres of Italian society and politics. As to employers, small and medium enterprises (SMEs) have tended to prefer national sectoral-level agreements and set rather low wage standards, while employers’ associations have shown an organisational interest in preserving centralised bargaining where they play a role. Finally, governments have been too weak and short-lived to follow a consistent strategy of unilateral decision-making.     

Toxicity in the Details: The History of the Women's Office Worker Movement and Occupational Health in the Late-Capitalist Office

In the early years of the twentieth century Japanese employers, like their counterparts in the various Western countries, experimented with programs of firm-based social welfare and social insurance, often collectively identified as welfare capitalism. This essay examines these programs, focusing on those operated by the national railroad system. It argues that these programs were neither a distinctive emanation of traditional values nor simply a result of mimicry of Western-inspired programs. They were instead an instance of a global effort by employers everywhere to cope with rapidly changing conditions and the challenges of modern economic development. The essay also argues that these Japanese programs, like those in Western countries, influenced and helped to set the parameters of state-based health and welfare systems that emerged in the first half of the century.     

激励机制与基层工会改革 ——上海顾村经验的理论与政策意义探析

基层组织薄弱是当前中国工会改革面临的重要问题之一。本研究从如何激发基层工会干部积极 性的视角对顾村经验进行了解读。研究认为，顾村经验的核心就是尝试在现有工会体制下解决基层组织薄弱的 问题。其成功之处在于首先合理界定基层工会组织的职责，并在此基础上对基层工会干部进行适当的激励，从 而调动他们的主动性和积极性，以此激发基层工会的活力。顾村经验的实践意义表现在自上而下的全国推广中， 理论意义在于指出工会改革应进行思维方式的转变，即应从宏观体制层面转向微观制度层面，以中国工会现有 体制特性为前提，更多地探索中国工会具体的组织制度与运行机制创新问题。
