Introduced in the late 1990s, tax credits grew under successive Labour governments to become a cornerstone of UK social policy. Distinguished from traditional welfare policies by their target group and their mode of administration, and with goals that appeared capable of commanding support across the ideological spectrum, tax credits until recently seemed to hold the key to tackling poverty in a politically popular manner. But since 2010 the tax credit system has been systematically dismantled, initially qualitatively and latterly also quantitatively. This paper discusses the multiple factors that help to explain the rapid fall from grace in the UK of this liberal approach to supporting the incomes of poor working households. 相似文献

How has the current austerity changed the public welfare organizations’ performance landscape in modern welfare states? Can public managers make their organizations adapt to the new performance landscape shaped by the austerity? These questions are answered on the basis of the Danish case of the provision of the services to the citizens with disabilities and/or social disadvantages. The result has implications, especially for public management in praxis. The case study shows that the managers’ most important managerial tool to make their organizations adapt to the new landscape is the challenging and decision-oriented dialogue. 相似文献

Abstract Uncovering issues of school safety, both perceived and real, requires research that probes students' perspectives. This paper tells the story of a comparative research project initiated in an English education methods course. The study was conducted in two high schools and utilized mapping and surveying to determine students' perceptions of school safety within the context of their own campuses. The findings, with relevant strategies for using critical literacy to involve students more directly in the conversation, have implications for classroom teachers and other school-related personnel who seek site-based interventions. 相似文献

This article reviews the IPPR commissioned report ‘Securing the Future of Higher Education in England’. It is argued that the report identifies key shortcomings in contemporary higher education policy, and develops some important recommendations for shaping the sector in the future. However, several of the proposed recommendations would create new divisions in the sector and reinforce existing ones. Moreover, the report maintains and reproduces the ideological status quo of contemporary higher education policy, which can broadly be described as the organisation and provision of higher education along ‘quasi‐market’ lines. Crucially, although the report advocates reform based on social justice, in the contemporary context of fiscal retrenchment, the majority of recommendations are underpinned by, arguably necessary, economic rationales. 相似文献

Dominant narratives of neighbourhood working in the United Kingdom accentuate the diversity and ‘messiness’ of practices across local authorities. This paper questions such narratives. Drawing upon a study of 15 local authorities, we first argue that neighbourhood working is increasingly oriented towards neighbourhood management, privileging the ‘joining up’ of mainstream service delivery over the enhanced community engagement and political accountability more associated with the practices of neighbourhood governance. Deploying Lowndes and Sullivan's four rationales of neighbourhood working (2008), in combination with Mintzberg's metaphor of organisation as ‘structure in fives’ (1983), we suggest that the practices of neighbourhood working are currently best understood in terms of Mintzberg's decentralised divisional authority as a form of constrained decentralisation in which semi-autonomous divisions are brought together under a central administration and given limited control over service delivery in order to address the social and economic rationales for neighbourhood working. We then draw upon recent neo-liberal critiques of local governance to offer a critical evaluation of both the appeal for local officers and politicians of neighbourhood management and the potential tensions and contradictions of such a move for future policy and practice. We conclude that neighbourhood management as a neo-liberal ‘roll-out’ strategy may be self-defeating, surfacing the incapacity of local authorities to respond to local community expectations and grievances, whilst exposing the organisational constraints of partnership working, managerialism and outsourcing. 相似文献

AbstractThe essay posits the question of the end of May Fourth as a properly political sequence. If we consider May Fourth as a political movement, asking how it ends implies asking what kind of political subjects and political organizations were active then and ceased to be active at a certain point in time. Asking when and how the May Fourth movement ended implies, therefore, asking what ended. The essay analyzes a series of statements and actions signaling the “end” or the “defeat” of May Fourth in order to question whether there were collective practices, locations, and categories proper to the May Fourth period and how they got exhausted. Abstract Mentors and school heads play cardinal roles in teacher education programmes in most countries, including Zimbabwe. The side-effects of such symbiosis have not yet been investigated fully. This article used a qualitative methodological approach to investigate the perceptions of some Zimbabwean student teachers regarding their teaching practice experiences. A sample of 10 ex-teaching practice students from a teacher education college was selected and interviewed during data collection using a semi-structured interview schedule. The participants reported a high prevalence of sexual harassment/aggression of the students by the host schools' heads and mentors, irrespective of student gender. The form of aggression included seeking sexual favours and intimidation. Most perpetrators used metaphors and satirical or sarcastic language to convey their intentions. The female student teachers reported higher incidences than did the male students. Constant workshopping is imperative to remind mentors and school heads of their professional and social obligations regarding teacher education. 相似文献

AbstractCognitive Analytic Therapy (CAT) is a collaborative time-limited psychotherapy developed by Ryle. The approach aims to formulate how early experiences influence the development of unhelpful patterns that maintain a person's current difficult experiences. Within the UK, forensic services personnel are increasing their uses of CAT approaches within contextual, i.e. treatment teams, settings. Offending behaviour is relational (perpetrator to victim), and CAT is a relational model. Within the context of National Health Service consultation service (Serious Offender Liaison Service) working with the Police and Criminal Justice Social Work to assess, formulate and give advice regarding working with serious sexual and violent offenders, often with personality disorders, a case example is presented. The paper suggests that utilising a relational model, such as CAT, and applying one of the main the tools of this approach, through diagrammatic representations (maps) of the formulation, can enable agencies working with an individual to share a common formulation and language. 相似文献
