The authors develop a new multi-level streams model in order to explain the Chinese decision-making process with regards to
the top-down allocation of resources and administrative reforms. Using this policy model, the 2005 decision to upgrade the
Tianjin Binhai New Area (TBNA) to the national level can be regarded as a relatively rational choice with a series of interaction
of political processes among the elites at the central and local levels such as the local officials and social elites, and
central leaders. However, in the administrative system of economic development, there are disagreements and conflicts among
different parts within and outside the TBNA. The central and the Tianjin governments are now trying to coordinate the relationship
among local governments within the Circum-Bohai Region and within the TBNA through structural reform and personnel reshuffling.
Xufeng Zhu is an associate professor at the Zhou Enlai School of Government, Nankai University, and a Yenching Visiting Scholar at the Harvard Yenching Institute, Harvard University. His current research interests involve the study of the Chinese policy process, China’s think tanks, policy analyses, and social stratification in transitional China. His recent publications appear in Social Sciences in China (in Chinese), Policy Sciences, Public Administration and Development, and Asian Survey, to name a few. He is also the author of a forthcoming book entitled China’s Think Tanks: The Research on Their Influences in the Policy Process (in Chinese). Bing Sun is an assistant professor at the Zhou Enlai School of Government, Nankai University. His current research interests involve the study of China urban and regional public administration. The paper argues that, in ‘revisiting’ the referred-to article published back in 2004, the concept then guiding the analysis would need to be modified particularly on three scores. For one, in order to achieve a more adequate comparison the country selection should be expanded beyond the earlier sample (UK, France, Germany and Sweden) to also capture Southern and Central Eastern European countries. Second, the ‘developmental’ (‘over time’) analysis of the pertinent institutional changes should be further accentuated and complemented by proceeding ‘by (developmental)stages’ instead of ‘country by country’. Third, while still deeming the distinction between ‘multifunction’ and ‘single-purpose’ organisations fruitful to guide a ‘government versus governance’ analysis and interpretation, the distinction between ‘political rationality’ and ‘economic rationality’ should be added with the former (ideal-typically) identified with elected (local) government and the latter seen characteristic of many of the actors in the governance-typical actor networks. 相似文献

把采自中华大蟾蜍的蟾酥用蒸馏水稀释成4、6、81、0 mg/mL共4种浓度,作为因素A,用LB液体培养基将活化的产气肠杆菌原液按1∶104和1∶105稀释,作为因素B,采用二因子(A和B)方差分析观察了蟾酥对产气肠杆菌抑菌圈直径的影响,并分析了蟾酥浓度与抑菌圈直径之间的相关关系。结果显示,蟾酥浓度与抑菌圈直径之间存在显著正相关(r=0.988~0.997);不同浓度的蟾酥溶液对产气肠杆菌均有抑制作用;且随着蟾酥浓度的升高,抑制作用加强。 相似文献
