The Effects of Local Government Consolidation on Turnout: Evidence from a Quasi‐Experiment in Switzerland 下载免费PDF全文
In the last decades, municipal mergers have been one major element of local government reforms in Switzerland and beyond. In this article, we describe and analyze the political effects of this development. We use a quasi‐experimental setting to test the impact of municipal mergers on electoral participation. We find that in merged municipalities, the decrease in turnout is significantly stronger than in non‐merged municipalities. Further, the effect is more pronounced in relatively small localities. There is a temporal dimension to this effect—that is, turnout drops mainly in the first election after the first merger, but not so much after the second or third merger. Hence, the study provides a skeptical yet differentiated perspective on the democratic consequences of municipal mergers and points to further research avenues to develop a more comprehensive understanding of local government consolidation. 相似文献

There have been a number of initiatives in Africa to rid the Continent of political instability, conflict, poverty and disease. Many have argued that aid from the West has helped Africa in many ways—from stopping wars, to food relief and rescuing the African environment. Yet others have slated Western involvement which they contend, frequently leaves Africans dependant rather than capable of solving their own problems. In line with the pan-Africanist and the African Union (AU) ideals, there is now a realisation by Africans that there is a need to find African solutions to African challenges and problems. This review article explores the University of South Africa’s (Unisa’s) Management of Democratic Elections in Africa (MDEA) programme, by looking at its objectives and the reason why it must be labelled a Programme, its mandate, which is in line with the brief of the AU and pan-Africanist ideals. The article focuses on how Unisa’s programme responds to the African Charter on Democracy, Elections and Governance (ACDEG); and how it has attempted to facilitate knowledge for peace in Africa, through empowering electoral officials from various African states. The article concludes by looking at the successes and limitations of the Programme over a five-year period, from its inception in 2011. 相似文献

Although parental compliance with court orders in child welfare cases is key to achieving physical parent‐child reunification and successful case closure, little research has examined how parent‐child relationship‐focused rehabilitative services uniquely influence case outcomes. This project fills this gap by investigating links between court ordering of and parental participation in Child‐Parent Psychotherapy (CPP) with court outcomes. Data were obtained from court records of 448 court‐involved parents. Hierarchical regressions revealed that greater participation in CPP led to reunification and successful case closure but not faster case closure. Courtroom professionals should consider parent‐child relationship‐based therapies as tools for achieving child welfare goals. 相似文献

AbstractThis article investigates a problem that has been underexamined in Murakami scholarship so far, namely what I will call tatemashi (stacking), a method of novel-writing which Murakami Haruki used twice in his career, first in Nejimakidori Kuronikuru and later in 1Q84. In both cases, Murakami first published a shorter, two-volume version, but later stacked up the novel with a third volume. This article studies the various problems surrounding this writing method. I suggest that edits during the translation process of the two novels into English have made it impossible to detect why tatemashi was carried out. By studying the Japanese versions, I identify that a main reason for tatemashi to happen is the thrust of a storyline that calls for the development of a ‘smaller-scale’ story of personal self-discovery into a ‘larger-scale’ tale of commitment to an ‘other’. 相似文献

在构建社会主义和谐社会的当代中国,药品的安全性和有效性正日益引起人们的关注,而药品监管机构能力的建设与评估也开始成为社会监管领域的重要问题.通过回顾国内外已有的对政府能力概念和要素的研究,借用Nelissen的潜在能力和现实能力理论,结合世界银行2003年《世界发展报告》中对机构现实能力的要素分析和"行政储备"理论对机构潜在能力的要素分析,构建起药品监管机构能力的结构模型,并提出一套评估的指标体系.对数据进行标准化处理后,通过统计排序对沿海十省(市)药品监管机构能力进行评估和比较,进而利用最小二乘法(OLS)建立回归模型,分析潜在能力中的财力和人力因素对现实能力的贡献率.研究发现:地区财力对监管机构现实能力的影响较之人力因素要大,这在理论和实践中都可以得到证实;各地药品监管机构的潜在能力与现实能力之间存在较大差异,就那些现实机构能力较低的地区而言,现阶段有必要把工作重点放在医药企业生产经营行为的监管和农村地区医药监管基础设施的建设上;而对于潜在机构能力较低的地区来说,从"专业化、程序化和独立性"等方面提升机构整体的人力资源是当务之急. 相似文献

This study examined the relationship between limited English proficiency status, and internalizing and externalizing behaviors
among a sample of Latino/a children (N = 2,840) from the US Department of Education’s Early Childhood Longitudinal Study, Kindergarten (ECLS-K) data set. Results
of cross sectional regression and hierarchical linear modeling (HLM) analyses suggest that there is a positive relationship
between limited English proficiency and externalizing symptoms, particularly by third grade. Additionally, sex and place of
birth also helped to explain externalizing behaviors at various time points in the models. Place of birth and family poverty
were significantly associated with internalizing symptoms. Implications for future research and interventions related to internalizing
and externalizing behavior among the Latino/a school aged population are discussed.

在中国,元气自然论在王充以后,受魏晋玄学思辩哲学的压抑一度发展低迷,到北宋张载时走向高峰而发展为元气本体论,后又受程朱"理"论的排挤,一度衰微。300年后,王廷相、王夫之的气论又形成发展高潮。在朝鲜,确立气一元论哲学的徐敬德之后,气哲学传统就表现为主理主气之争、唯理唯气之争,最终由崔汉绮总集成。中国的气论主要作为宇宙本根论,道器、形而上、形而下等范畴始终成为诠释的中心。朝鲜的气论则更多地是对心、性、情等伦理本体的探讨,故主要围绕理气、心性、善恶等概念进行了研究。 相似文献

Healthy eating is high on the government's agenda in current times and to all intents and purposes the media appears to have played a crucial role in putting it there. While media focus is no doubt intense and playing a vital role in public education (take Jamie Oliver's 2005 Channel 4 documentary, ‘School dinners’, for example), the question that lies at the heart of this article, is whether the media has led the government agenda on healthy eating and school dinners as appears to be the case. A close examination of the evidence suggests otherwise: government policy was already well set before the media began to show a concerted interest and hence its influence on policy‐making is more limited than might be expected. Rather than setting agendas per se, the media's role has been to refine and energise existing policy areas and to facilitate implementation. 相似文献
