Elemental Characterization and Discrimination of Nontoxic Ammunition Using Scanning Electron Microscopy with Energy Dispersive X‐Ray Analysis and Principal Components Analysis

Concerns over the toxic by‐products produced by traditional ammunition have led to an increase in popularity of nontoxic ammunition. In this work, the chemical composition of six brands of nontoxic ammunition was investigated and compared to that of a road flare, which served as an environmental source with similar composition. Five rounds of each brand were fired while a further five were disassembled and the primer alone was fired. Particles collected from all samples, including the road flare, were analyzed by scanning electron microscopy with energy dispersive X‐ray analysis. Common elements among the different ammunition brands included aluminum, potassium, silicon, calcium, and strontium. Spectra were then subjected to principal components analysis in which association of the primer to the intact ammunition sample was generally possible, with distinction among brands and from the road flare sample. Further, PCA loadings plots indicated the elements responsible for the association and discrimination observed.     

A Comparison of Dental Chartings Performed at the Joint POW/MIA Accounting Command Central Identification Laboratory and the Kokura Central Identification Unit on Remains Identified from the Korean War

During the Korean War, the Office of the Quartermaster General's Graves Registration Service (GRS) was responsible for the recovery, processing, identification, and repatriation of US remains. In January 1951, the GRS established a Central Identification Unit (CIU) at Kokura, Japan. At the Kokura CIU, postmortem dental examinations were performed by the dental technicians. Thirty‐nine postmortem dental examinations performed at the CIU were compared to the findings documented in the Forensic Odontology Reports written at the JPAC Central Identification Laboratory (CIL). Differences were noted in 20 comparisons (51%). The majority of the discrepancies was considered negligible and would not alter the JPAC decision to disinter a set of unknown remains. Charting discrepancies that were considered significant included the occasional failure of the Kokura technicians to identify teeth with inter‐proximal or esthetic restorations and the misidentification of a mechanically prepared tooth (i.e., tooth prepared for a restoration) as a carious surface.     

Vicarious Trauma in Child Welfare Workers: A Study of Organizational Responses

Child welfare is provided within an organizational context that both supports and thwarts the efforts of workers and administrators to meet the myriad of goals established by federal, state, and local regulation and professional bodies. This exploratory, qualitative study examines the level of knowledge administrators have regarding vicarious trauma and probes the organizational responses of public child welfare agencies to the vicarious trauma experienced by workers.

组织学生考试是高校重要的工作,但现在的考试形式大多是教师手工出题、阅卷,虽然出现了相应的答题卡形式,减少了老师一定的阅卷负担,但效率还是较低的。利用网络和数据库技术,结合目前硬件价格普遍下跌与宽带网大力建设的有利时机,基于B／S模式研究开发了试题库与在线考试系统。它运用方便、操作简单,效率较高,同时也大大减轻了教师出题、组卷和改卷等繁重的工作量。     

艾滋病人违法问题现状及解决方法初探

随着艾滋病的流行,艾滋病人犯罪已屡见不鲜,而对于艾滋病犯罪难以立法、难以收押、难已量刑已成为这一重大社会问题的瓶颈。本文通过对艾滋病违法犯罪成因及现状分析,指出了艾滋病犯罪问题面临的困难,并对艾滋病收押情况进行了综述,最后对解决艾滋病犯罪问题进行了初探。     

欧盟家庭友好政策的性别视角分析——以父母假指令为例

随着一体化从经济领域"外溢"到社会领域,为了实现"社会欧洲"的建设目标,欧盟在重重压力之下构建了家庭友好政策体系.其出发点是提供劳动力保护,帮助父母协调家庭与工作的矛盾.但是由于其潜在目标是促进劳动力市场的公平竞争而非实现性别平等,因此欧盟家庭友好政策仍然存在着种种缺陷.本文以父母假指令为例,从政策文本、实施水平、欧洲法院的判例三方面对欧盟家庭友好政策进行性别视角分析,认为以上三方面存在的不利因素不仅严重制约了父母假指令效力的发挥,而且还对欧洲社会一体化进程造成较大的负面影响.     

A research topic in education law and policy: The development of regionalism and federalism in Europe and their impact on educational policy and administration

There has been an “upgrading” of the regional level in the European policy process which also has implications for educational policy and administration. At the same time federalism has become a model not only for nation states but also for the construction of Europe. While regionalism and federalism has attracted more and more scholarly attention there has been a neglect of the implications for the educational field. The article starts by looking for models of regionalisation and federalisation as a legal and political technique of conciliating between the different levels in education. The politics of affective citizenship: from Blair to Obama

Politicians have long mobilised emotion in order to gain voters' support. However, this article argues that the politics of affect is also implicated in how citizens' identities, rights and entitlements are constructed. Examples are drawn from the positions of UK, US, Canadian and Australian politicians, including Tony Blair, David Cameron, Kevin Rudd and Barack Obama. Emotions analysed include love, fear, anxiety, empathy and hope. The article argues for the importance of a concept of ‘affective citizenship’ which explores (a) which intimate emotional relationships between citizens are endorsed and recognised by governments in personal life and (b) how citizens are also encouraged to feel about others and themselves in broader, more public domains. It focuses on issues of sexuality, gender, race and religion, and argues that the politics of affect has major implications for determining who has full citizenship rights. The Global Financial Crisis has also seen the development of an ‘emotional regime’ in which issues of economic security are increasingly influencing constructions of citizenship.     

IAS/IFRS and insurance： A gradual shifting from insurance to finance

Financial year 2005 marks the gradual introduction of the international accounting standard （IAS） as part of a broad project promoted by the EU to achieve consistency and comparability and, consequently, greater transparency in corporate accounts, with benefits for the users and institutions who make use of, or exercise control over them. The present paper will not address all the related complex profiles （e.g., actuarial methodologies, financial evaluation models, cash-flows scenarios generation techniques）. Actual aim is to bring evidence for the gradual shifting of perspective promoted by the financial community as far as the insurance companies are concerned： Once considered as unknown ＂black-boxes＂ because of their peculiarities, western countries＇ most authoritative agencies and largest private investors felt for a long time uneasy to manage insurance companies＇ disclosures. More recently, since the industry has been absorbed in the world-wide trend toward global conglomerate encompassing banking, finance and insurance, western regulators have undertaken a sound effort to move insurance disclosures from a technical to a financial view, boosting a dramatic homologation to other financial institutions （Cesarini ＆ Varaldo, 1992; Forestieri ＆ Moro, 1993; Locatelli, et al., 1999）. The trade-off, the authors intend to show, is now between more transparent outlook and an insider＇s knowledge of an industry whose peculiarities are inescapable.
