Medical–Legal Partnerships: How Legal Services can Dramatically Improve Health Outcomes,and the Missed Opportunity to Help Women Seeking Abortions

There are significant health disparities in the United States, with low‐income and minority Americans experiencing higher rates of chronic disease and autoimmune disorders. Research has firmly established that social factors ‐ such as malnutrition, limited access to healthcare, and safe housing ‐ play a critical role in these health disparities. Medical‐Legal Partnerships are a relatively new approach to improving the health of people living in poverty by addressing the root causes of these health‐harming social factors. This article discusses the benefits of Medical‐Legal Partnerships and argues for continued expansion of the model, particularly in pediatricians’ offices, because parents are more likely to seek medical care for their children than themselves. This article further discusses how legal constraints prevent federal funding for Medical‐Legal Partnerships in abortion clinics; this creates a missed opportunity to work with women who are seeking abortions, many of whom face considerable social and economic challenges that could be addressed through legal assistance. This article digs into the legal restrictions that create this missed opportunity and proposes potential solutions to better serve the vulnerable population of abortion‐seeking women.     

Guiding Principles for Family Justice Programs

The Association of Family and Conciliation Courts and Relate, UK, co‐convened a 24‐hour consultation at St George's House, Windsor, UK, on modern family justice issues across Europe. This article identifies a preliminary set of guiding principles for family justice programs developed by consultation participants.     

Finding a Safer Harbor: Mandating Health Care Clinics to Intervene in Child Sex Trafficking by Amending the Safe Harbor Act

When it comes to child sex trafficking, health care clinics have become spaces of duality. While these facilities provide medical care to child victims, many argue that this facilitates traffickers in concealing evidence of child sex trafficking. This Note proposes an amendment to New York's Safe Harbor Act and various sections of the Social Services Law to cure legislative ambiguity with respect to health care clinics. The amendment will mandate that all state‐run health care clinics implement a uniform process, utilizing mental health professionals and a standardized interview process, to identify and report instances of potential child sex trafficking.

在卫生监督中,对违法行为的连续与继续、牵连与吸收等行为形态的认定与处断,既欠缺明文规则,也未形成可有效指导实务的通说,类似违法行为处断各异给卫生行政处罚法律适用带来了困难.本文以卫生监督中该类典型违法行为形态为例,对其事数认定和处断进行实证分析.     

俄罗斯人口健康问题初探

20世纪90年代至今,俄罗斯出现了严重的人口危机,不仅人口数量下降,人口的健康状况也存在很多问题,如居民的卫生条件差、饮食营养结构缺乏科学性、日常生活习惯不健康等。俄罗斯联邦政府努力加大医生的培养力度、增加医疗卫生拨款、提高社会福利待遇、改善人民生活、倡导健康生活方式、努力延长人口平均寿命。     

医学院校卫生法学专业课程设置探讨

本文通过研究我国医学院校卫生法学专业课程设置的现状,剖析了卫生法学专业课程设置中存在的课程名称不明确、课程内容不合理、研究认识不统一、教学组织及实施不一致等问题。针对这些问题,从优化卫生法学专业课程结构、编写高质量卫生法学教材、改革卫生法学教学方法、加强卫生法学师资培养、扩展卫生法学研究活动五个方面提出了完善卫生法学课程设置的对策建议。     

Reliability and validity of cross-national homicide data: a comparison of UN and WHO data

Data reliability and validity are methodological concerns in cross-national analyses of crime, but there is little agreement on which source of data provides the most reliable estimates. Moreover, few studies have examined the potential threat to validity posed by unclassified deaths. The current study aims to (1) assess the reliability of cross-national homicide data from the United Nations (UN) and the World Health Organization (WHO); and (2) investigate the impact of unclassified deaths on the validity of WHO data. Findings indicate that UN and WHO homicide rates (n=56) differ in magnitude, but produce similar outcomes. The UN data produce more robust results and statistical models with less error. The WHO data are more stable and reliable over time, and better suited for longitudinal analyses. Analyses drawing on WHO data should not disregard unclassified deaths because their inclusion provides a more accurate estimate of the true number of homicides.     

Restrained Voices

Abstract

This research presents the voices of women inmates on health care services in prisons. Foucault's discourse analysis as a means of bringing to the surface restrained voices provides the theoretical basis for this study. The research is based on face-to-face interviews of fifty-six women inmates to understand better the role gender plays in prison health care delivery. The results show that women are willing to discuss only physical ailments and are reluctant to speak about mental health care or HIV. While women benefit from health care services in prison, they still feel that a female-oriented approach to health care in general will improve the services tremendously. This approach is not dictated by the “difference” in the ailments between men and women, but by the “difference” in the way men and women encounter health care providers and illnesses.

摘要随着2012年12月1日新《卫生行政执法文书规范》的实施,卫生行政强制措施的实施有了规范的执法文书。为了全面了解卫生行政强制措施,笔者依据《中华人民共和国行政强制法》,系统梳理了卫生行政强制措施,将卫生行政强制措施分为两类,分别适用《行政强制法》第三条第一款、第二款,并探讨了两类强制措施的文书使用。
