美国三权分立制度与我国议行合一制度之比较

由于历史、文化和社会条件等的差异,不同的国家所实施的国家管理形式会不相同。美国实行三权分立政治制度,中国实行的是议行合一政治体制。抑恶功能是前者的价值理念,扬善功能是后者的价值理念。它们在实践中都有所长,有所短,需要相互借鉴,取长补短。     

Financial Stress and Depression Among African Refugees in the Southern United States: A Serial Multiple Mediation Analysis of Financial Self-Efficacy and Financial Anxiety

Abstract

As part of a larger community-based participatory research project exploring the postresettlement challenges of African refugees in the southern United States, our study investigated the phenomenon of financial stress and its relationship to mental health through a mediating chain of factors—financial self-efficacy and financial anxiety. Results revealed the mediating role of financial self-efficacy and financial anxiety on the relationship between financial stress and depressive symptoms. Findings provide discourses around financial stress and mental health in the migration context, critical to recognizing the unique experiences of African refugees and informing culturally responsive programs for financial inclusion and economic integration.     

Third molar development in a London population of White British and Black British or other Black ethnicity

Population differences in dental development between Black and White ethnic groups have been debated but not previously studied in the UK. Using inappropriate data for dental age estimation (DAE) could lead to erroneous results and injustice. Data were collected from dental panoramic radiographs of 5590 subjects aged 6–24 years in a teaching hospital archive. Demirjian stages were determined for left-sided teeth and third molars and data collected regarding hypodontia and third molar agenesis. Third molar development in self-assigned Black British, including other self-assigned Black ethnicity, was compared with that of self-assigned White British subjects. Data were compared for males and females in the two ethnic groups using T-tests for Demirjian Stages A–G of third molar development and Mann-Whitney tests for Stage H once a cut-off age at the maximum age for Stage G had been imposed. Third molar development occurred earlier in subjects of Black ancestry compared to those of White ancestry. While both ethnic groups showed large age ranges for every third molar stage, in female subjects these generally occurred at least 1.5 years earlier, and in males at least one year earlier. Hypodontia and third molar agenesis were more prevalent in White British, but the ethnic difference in third molar development persisted in subjects with complete dentitions. This is a large study that confirms ethnic differences in a London population, emphasises the difficulties of establishing the 18-year-old threshold using DAE, and confirms the risk of overestimating the age of individuals of Black ethnicity using White ethnic reference data.     

‘Cultures of healing’: spirituality,interdependence and resistance in the African diaspora

ABSTRACT

Concepts of healing and spirituality have remained crucial to generating agency and empowerment for both black women and black men, especially in their diasporic displacement from Africa to the US. Healing has been consistently deployed to fight against the systemic racism and sexism that has pervaded and continues to persist in the lives of African diasporic subjects. Placing the discussion of healing within the current debates about interdependence and spirituality, the paper traces the notion back to its African roots and enslavement times, and attempts to delineate a genealogy of healing up to the present that grounds interdependence and interconnectedness within an ‘ethics of resistance’.

Corporate Incubators: Industrial R&D and What Universities can Learn from them

The explosive growth of incubation has seen a concurrent and significant increase in research on and knowledge of the incubation phenomenon. However, instead of comprehensively differentiating between non-profit and for-profit incubators, research has described a whole array of partly overlapping archetypes, thus missing out on important aspects. This article first offers two arguments validating a framework of what non-profit university incubators can learn from for-profit corporate incubators before presenting the framework itself. While corporate incubators are for-profit organizations with which to enhance a corporation’s technology development, university incubators try to leverage technological insights from the university in a similar manner. In accordance with their respective missions, organizational structures, incubator processes and resource flows, it is possible to transfer lessons learned from two corporate incubator archetypes—the fast-profit incubator and leveraging incubator—to the world of university incubator. Our empirical findings are based on in-depth case studies of 25 companies through 52 semi-structured interviews with managers of corporate incubators of large technology-intensive corporations in Europe and the U.S., two EU incubator benchmarking surveys and five interviews with the heads of technology transfer offices of two top technology universities.     

国际投资与环境保护的法律冲突与协调——以晚近区域性投资条约及相关案例为研究对象

经济一体化所带来的环境损害已成为国际社会关注的焦点问题之一。国际社会已开始尝试运用贸易投资条约防范贸易投资自由化带来的消极环境影响。以《北美自由贸易协定》为代表的国际投资法立法新模式,在其投资章节中规定了环境条款,试图兼顾投资自由和环境保护两种利益需求。虽然实践表明,该协定仍然没有有效协调投资与环境保护之间的关系,并在执行上出现了诸多法律冲突,但该协议所彰显的贸易投资自由化不得以牺牲环境为代价的立法理念和原则,可能会成为未来国际经济法中重要的理念和原则,将会对未来国际投资法和国际经济法的发展产生重大而深远的影响。     

Who is in the ‘‘We’’? Interrogating the African Union’s Agenda 2063 and Youth Political Participation

Most analyses of the African Union (AU) have focused on the politics of the state and the presidents. There are very few analyses that have focused on aspects such as youth development. The point of departure for this article therefore, is youth development. I argue that although the youth were always part of important historical developments in Africa, they remain on the periphery. In recent times, particularly since the transformation of the Organization of African Unity (OAU) into the AU in the 2000s, the youth development agenda has begun to receive the attention at policy level. In 2015 the AU, through Agenda 2063 went a step further by including youth development into mainstream continental policy frameworks. While we welcome all these developments it has emerged that the continent remains hesitant in the area of youth development. Where the AU and its member states have adopted the discourse of youth inclusion—in cases where youth political participation is often limited, such efforts are not met with fitting institutional and practical policy arrangements. The article posits that the African elite is in for a rude awakening as we have witnessed—since 2011—given the discovery by the African youth of new methods of political participation in post-colonial Africa. The article advocates for the adoption of the African community outlook to youth state policy, argues for the youth to be linked to the project of economic freedom, and implores the African elite to embark on the decolonial project to resolve the bearing coloniality of being, power and knowledge.     

Mbeki's African Renaissance Vision as Reflected in isiXhosa Written Poetry: 2005–2011

IsiXhosa literary critics have not yet interrogated literature that was produced during and after the tenure of Thabo Mvuyelwa Mbeki as deputy president and president of the Republic of South Africa in order to study the impact of his African Renaissance doctrine. This article analyses poetry that was produced from 2005 to 2011. The content of the isiXhosa written poetry is profoundly influenced by the context of former President Mbeki's African Renaissance philosophy, its implementation structures and philosophy of self-confidence and self-reliance. The selected poems analysed and interpreted in this article suggest that Mbeki's legacy of the African Renaissance empowered poets to develop a narrative that advances the building of a regenerated South African nation and the African continent. Selected poetry of the period is contextualised, and the findings reveal that the poets have a dialectical relationship with historical developments of the time, and that they demonstrate acquiescence to the African Renaissance ideology, and support the operational structures created; namely African Union, Pan-African Parliament and the Vuk’uzenzele programme.
