安徽监狱企业集团组织结构变革初探

全国监狱体制改革后,安徽省监狱建立了全额保障、监企分开、收支分开、规范运行的新型监狱管理体制,但在实践中,监企分开运行机制并不能完全解决监狱管理运行中的问题。因此,在新型监狱管理体制下,需要进一步深化监狱体制改革。研究表明,通过优化监企分开运行模式。可以纯化监狱企业刑罚执行职能,释放监狱企业发展的活力,从而更好地发挥监狱企业服务监狱刑罚执行工作的职能作用。     

The Dynamics of Stereotyping: Is a New Image of the Terrorist Evolving in American Popular Culture?

This article considers popular ways of representing terror activists, and the metamorphoses that approaches to representation in the American media have undergone. A part of the article deals with terrorism in the media over time, common stereotypes, and how they affect the representation of Arabs and Muslims. The article then discusses Sleeper Cell (2005), a mini-series which focuses on a Jihad terror group. The article addresses questions including: How are Arabs and non-Arab Muslims portrayed in the series? Can a real change be observed over time in the method of portraying them? Twentieth-century historical considerations precede the pointed topical discussion.     

The American University in Bulgaria and U.S. Agency for International Development Relationship

Abstract

Upon recognizing a need for a center of western oriented university education, an initiative committee including representatives from the Republic of Bulgaria, the city of Blagoevgrad, and the University of Maine obtained support from philanthropist George Soros's Open Society Institute and the U.S. Agency for International Development (USAID) to start a university in Bulgaria in 1991. The hallmark of its existence was that its programs would be oriented toward teaching democratic values through the American liberal arts tradition. Instruction would be in English so it could draw on students throughout the region if they were proficient in English. The university has grown from a small enrollment of 208 students to over 700 students in several disciplines in the humanities and social sciences. As the American University in Bulgaria (AUBG) has become a regional institution, the AUBG–USAID relationship has been crucial. Now it is beginning to offer an EMBA program and has developed an excellent reputation through its graduated students.     

A Bibliography About a Changed Federal Government Workplace

Abstract

This bibliography contains more than 130 hand picked sources that address change in the Federal government workplace, including articles and books by academics and practitioners and reports by Federal agencies including the General Accounting Office and the Office of Personnel management, as well as Congress. The introduction to the bibliography draws on the expertise of three well known authorities in the field, as well as the authors' of the bibliography.     

The Effect of Intergenerational Conflict and School-Based Racial Discrimination on Depression and Academic Achievement in Filipino American Adolescents

Abstract

Bronfenbrenner's ecological model postulates the home and school to be key microsystems in fostering emotional well-being and school functioning in children. Utilizing a sample of 663 Filipino American adolescents who participated in the Children of Immigrants Longitudinal Study (CILS), we assessed the effect of intergenerational conflict at home and racial discrimination at school on their mental health and academic achievement. Cross-sectionally, intergenerational conflict and school-based racial discrimination increased depression and decreased academic achievement in early adolescence. Longitudinally, conflict and discrimination in early adolescence decreased academic performance while conflict alone increased depression in late adolescence. Implications of the findings were discussed.     

Is there difference in democracy promotion? A comparison of German and US democracy assistance in transitional Tunisia

Since the 1990s, comparative scholars and constructivists have recognized the universally liberal character of democracy promotion and yet continued the analysis of difference in this area. Mainly in studies of German and US democracy promotion, constructivists have demonstrated the recurring and difference-generating impact of ideational factors. In this article, I hence assume the likeliness of difference and address the question of how we can analyse and explain those differences through a comparison of German and US democracy assistance in transitional Tunisia. I conceive of Germany and the US as a dissimilar pair and adopt a broad perspective to uncover differences at the diplomatic level and between and within the respective approaches to democracy assistance in Tunisia. Theoretically, I argue that national role conceptions hardly impact democracy assistance in a clear manner, and that roles are renegotiated in the process. I rather focus on liberal and reform liberal conceptions of democracy, which shape perceptions of the local context, and democracy assistance agencies different organizational cultures, which impact civil society support. Finally, I account for transnational dialogue and coordination as a factor mitigating differences in democracy promotion.     

Trauma and Posttraumatic Stress Disorder Among Substance-Using Women Entering Cook County Jail

In the United States, the number of incarcerated women continues to rise each year, with African American women having the highest incarceration rates. Many women enter prisons and jails with an extensive trauma history, though little is known about the percentage of these individuals suffering from posttraumatic stress disorder (PTSD) and specific trauma exposures they have had based on factors such as homelessness, degree of substance problems, and race. The present study examines a largely African American substance-using population of incarcerated women to determine the impact of various factors on specific traumas reported. We found that individuals reporting symptoms meeting criteria for PTSD had experienced the highest average number of traumas, and those who had ever been homeless also experienced many and varied trauma exposures compared with those who had never been homeless. Higher substance problems were also associated with more trauma exposure. Fewer than 10 percent of the sample met full criteria for PTSD, though those reporting having ever been homeless and those with higher substance problems were significantly more likely to meet all criteria. Results indicate a need to assess previous homelessness as a method for identifying additional trauma exposures and guiding treatment to women's specific needs and trauma profiles.     

The Gender Paradox in Prison Suicide Rates

Few studies of prison suicide have focused on suicide among female inmates, and even fewer studies have provided comparisons of rates by gender. Using national data on U.S. prisons and suicide, this study examined the “gender paradox” in prison suicide rates by comparing suicide rates of female and male inmates and U.S. residents and then examined characteristics of prisons that reported suicides. Findings indicated that rates of suicide in prison were similar for female and male inmates, but rates were higher for female inmates and lower for male inmates compared to the respective rates for female and male U.S. residents. Prisons that reported female suicides evidenced significant differences in prison conditions, including higher assault rates and mental health service utilization, compared to prisons for males and female prisons without suicide. Implications of the findings for understanding the gender paradox and for prison suicide prevention are discussed.     

上海监狱民警单警装备使用现状之分析与对策研究

规范的单警装备使用技能是监狱人民警察执法理念的重要体现,然而在调查中发现,部分中老年民警对单警装备佩戴和使用在思想上不够重视;部分民警虽然按规定佩带了单警装备,然而碰到罪犯打群架等狱内突发事件时却不敢使用,担心在使用时把握不了尺度而因此被追究责任;很多监狱民警在伸缩警棍、催泪喷射器的使用技巧和相关理论知识方面很欠缺,在培训中缺乏直观的模拟使用和实践操作训练。如何将单警装备与日常警务工作有机结合,在上海监狱系统的民警队伍建设、实战理论、教育训练和体系建设等方面均有着重要意义。通过调查研究,以期对促进上海监狱民警更好的掌握单警装备使用技能提供一定的理论依据,切实有效的提高监狱民警的执勤执法战斗力。     

新形势下监所安全管理工作的启示

多年来的监管实践证明,安全文明管理是公安监管工作的主线,而抓安全,必须适应羁押监管形势的变化。只有以科学发展观为导引,顺应安全工作规律,强化基础安全管理工作,不断创新和完善以综合治理为主要特征的安全管理机制,不断提高对监所重大突发事件的预见性,提升监管民警应急管理工作的水平,才能在监管安全的大前提下,确保监所各项工作的顺利进行。
