资产专用性视角的产业集群竞争优势研究——日本汽车产业集群的分析与启示

与美国的汽车产业相比,日本汽车产业集群具有低交易成本与高专用性双重优势,对美日汽车产业集群的比较分析可以为我国区域经济发展的产业集群战略提供借鉴与指导。政府的产业规划不仅是产业区域发展的地理空间规划(工业园区、开发区建设),更应该是企业间分工的产业价值链规划;政府的经济干预不应该局限在税收等产业政策的安排,更应该注重以信誉为核心的制度建设。     

The Personality Assessment Inventory (PAI): Treatment Scales and Interpersonal Characteristics in a Sample of Men Charged with or Convicted of a Sexual Offense*

An individual's interpersonal features are pertinent to treatment within clinical populations. The Personality Assessment Inventory (PAI) contains two scales that assess the interpersonal features of warmth (WRM) and dominance (DOM), as well as two additional measures to assess to treatment prediction, process, and rejection (RXR; TPI). The current study examined associations between these PAI scales in a sample of 92 men who underwent comprehensive evaluations of sexual behavior after being charged with or convicted of a sexual offense. Analyses indicated that RXR was positively associated with WRM and DOM, TPI was negatively associated with WRM, and the two interpersonal scales of WRM and DOM were positively correlated with each other. A significant inverse relationship was found between the two treatment scales RXR and TPI indicating that motivation for treatment may have a limited relationship with the treatment process. WRM significantly predicted scores on the TPI, and both WRM and DOM predicted individual scores on RXR. Higher scores on positive impression management (PIM) were predictive of lower TPI and higher RXR, as individuals with higher stakes cases may score higher on PIM and underreport obstacles within treatment or be unwilling to accept the need for treatment. Overall, findings suggest that interpersonal characteristics identified by the PAI scales may be advantageous in approaching treatment within this population.     

论欧盟货币市场基金监管新规

2008年全球金融危机以来,欧盟对影子银行的发展深感担忧。货币市场基金作为影子银行的重要组成部分,仍然适用欧盟各个成员国的国内监管规则。随着欧盟内部市场的发展,欧盟货币市场基金的跨境投资与交易数量激增。因此欧盟将货币市场基金的统一监管提上议事日程。应欧洲议会的要求,欧盟分析与研究后,于2013年9月4日正式对外公布了《货币市场基金条例草案》。该条例草案是在金融危机背景下为加强影子银行监管和保护投资者利益而制定,是欧盟为建设金融市场统一监管体系所努力的一部分。《货币市场基金条例草案》在欧盟现有金融监管法律体系的基础上,对欧盟货币市场基金的营业核准、基金内部评级规则、信息披露义务、投资多样性与集中性原则设定了统一的监管标准。此外,《货币市场基金条例草案》首次在欧盟境内引入浮动净资产价值货币市场基金的概念,以及类似准备金制度的净资产价值缓冲机制,提高了传统固定净资产价值货币市场基金的准入门槛。当下的中国,其货币市场基金发展迅速,已成为社会各界的热门话题,因此中国的金融监管机构也正在研究如何完善货币市场基金监管规则。目前,有欧盟的《货币市场基金条例草案》在先,那么中国的金融监管机构可以从欧盟的实践中吸取经验教训,引导中国货币市场基金良性健康发展。     

Cross-cultural Validation of the Child Abuse Potential Inventory in Belgium (Flanders): Relations with Demographic Characteristics and Parenting Problems

This study examined the reliability and the validity of the Dutch CAP Inventory, a screening instrument that measures parents’ potential for child physical abuse (Milner, The Child Abuse Potential Inventory: Manual (2nd ed.), Psytec, Webster, NC, 1986). The CAP Inventory and measures on parenting stress and parents’ emotions and attributions with regard to childrearing were administered in a nonclinical sample of randomly selected mothers (N = 362) with a 4-to-11-year-old child. The CAP Inventory Abuse scale showed high internal consistency and split-half reliability. Twenty-four CAP Inventories (6.6%) were invalid, because mothers tended to present themselves either as too good or too bad. Sixteen valid CAP Inventories (4.4%) were indicative of high potential for abuse. Scores on the Abuse scale were significantly predicted by an external locus of control with regard to childrearing and by high levels of parenting stress. Results supported the cross-cultural generalizability of the CAP Inventory Abuse scale.     

我国女性服刑人员MMPI测试结果分析

本研究采用明尼苏达多相人格量表(MMPI)对我国女性服刑人员进行测试,结果发现在押女性服刑人员人格与正常人人格没有显著差异;采用美国常模和中国常模的总体趋势是一致的,从现有的数据来看,美国常模对于区分高低分特征更具有现实意义;典型案例中的犯罪人员人格特征缺少普遍性,不能代表犯罪人群的总体。     

Testing the construct validity of the PICTS proactive and reactive scores against six putative measures of proactive and reactive criminal thinking

This study tested the construct validity of the Psychological Inventory of Criminal Thinking Styles (PICTS) Proactive (P) and Reactive (R) scores. The layperson version of the PICTS was administered to 277 (65 male, 212 female) undergraduates and correlated with putative measures of proactive and reactive criminal thinking. The hypothesis that P and the proactive scales would correlate ≥.30 in zero-order correlations and regression equations controlling for R, whereas R and the reactive scales would correlate ≥.30 in zero-order correlations and regression equations controlling for P found support in this study. This corroborates the construct validity of the PICTS P and R scores and indicates that self-report measures of moral disengagement and neutralization, on the one hand, and impulsivity and risk taking, on the other hand, may serve as effective proxies for proactive and reactive criminal thinking, respectively.

Utility of the Inventory of Legal Knowledge in detecting feigning

The Inventory of Legal Knowledge (ILK) is an instrument designed to detect feigning of competency-specific knowledge deficits. Available studies have suggested the ILK may require modification of its cut score to more accurately classify those who are feigning. In this study, the ILK’s concurrent validity and cut scores were tested using 100 college students in a simulation design. Students were randomly assigned to fake (n = 50) or honest (n = 50) groups. Those assigned to the faking group had significantly lower ILK scores than individuals responding honestly with a large effect size between the groups. Despite some promising results, utility estimates indicated an unacceptable level of false positives using the recommended cut score. Tentative recommendations are made in order to improve the efficacy of the ILK in detecting feigning legal knowledge.     

当前中国机关事务管理研究中的前沿问题——资产管理、层空关系和集中统一方式

当前我国机关事务管理研究领域仍有诸多前沿问题有待深入研究。在资产管理方面,广义党务机关的资产管理、机构变动情况下的资产管理和土地使用权资产管理是需要着重研究的问题。在不同层次机关和所处空间地域方面,驻地政府参与上级机关的机关事务运行保障、同一空间地域机关事务中通用服务整合、垂直机关的机关事务运行保障、异地办事处机关运行保障以及采取集中办公方式的规划问题是需要着重研究的问题。在机关事务运行保障所采取的集中统一方式中,组织集中统一方式、技术集中统一方式和内部市场交易集中统一方式是不同的方式路径,如何将这些不同的路径应用于不同的发展阶段,构建相应的发展战略,也是需要着重研究的问题。
