民族教育投资规模:供给与需求的均衡分析

民族教育的发展离不开投资,离不开投资支撑下的教育供给,为了使教育投资取得应有的效益水平,一方面要考虑教育的供给数量,另一方面也要考虑民族地区的教育需求,使二者实现动态均衡。因此,考察多因素条件下教育供给与需求是十分必要的。     

论IMF与WTO在国际收支平衡问题上的分工合作关系

由于外汇措施和贸易措施具有交叉性质,IMF与WTO在实践中形成了以技术方法来确定IMF在国际收支平衡问题上管辖权的传统。在外汇问题上,WTO必须向IMF磋商,IMF对于国际收支平衡例外的磋商具有评估的性质,而对于外汇措施是否符合IMF协定所做出的决定则构成法律裁决。印度国际收支平衡案专家组将与IMF磋商看作可以自由裁量的内容值得商榷。西方国家因国际收支逆差而欲抛开IMF而取WTO争端解决机制来解决人民币汇率问题是行不通的。     

韩国对美国“印太战略”的认知与政策

韩国认为,特朗普政府提出的"印太战略"深受日本安倍政府的影响,其主要目的在于拉拢从太平洋到印度洋区域内的国家共同围堵中国。由于这个反华企图,再加上特朗普政府推行"美国优先"政策等,导致该区域内其他国家不愿完全追随美国,所以特朗普任内很难落实"印太战略"。在此认知和判断下,2017年5月上台的文在寅政府开始明确拒绝支持"印太战略"。随着美国白宫、国防部和国务院相关报告的出台,美国推进"印太战略"的意志日益强烈,要求韩国参加"印太战略"的压力也越来越大。与此同时,韩国越来越需要美国协助解决朝核问题和调解韩日矛盾,再加上中韩关系逐渐恢复,所以韩国最终决定用其"新南方政策""对接"美国的"印太战略"。韩国一再强调,此举不是"加入印太战略",而是以东盟为中心,仅围绕经济、治理以及非传统安全领域进行合作。这在很大程度上反映了文在寅政府的"均衡外交"理念和扮演"桥梁国家"角色的愿望。今后韩国如何进一步回应美国的要求,主要取决于未来韩国政权的性质、拜登政府推动"印太战略"的连续性,以及中美关系的变化等。但无论未来内外形势如何变化,韩国都会认识到中国和中韩关系的重要性,而不会一边倒地完全参与到旨在围堵中国的"印太战略"中去,而是有选择地支持与合作。     

The Italian Post War Fiscal Constitution: Reasons of a Failure

If the Italian Constitution shall be changed, to transform Italy in a semi-Presidential Republic-as in the project of constitutional revision recently approved by the Parliamentary Committee for Constitutional Reforms-the President of the Republic, elected by the people, shall become the natural guardian of the fiscal constitution, under direct control of the public opinion (17). He should, then, be staffed with an office, to check the conformity of laws to the fiscal constitutional rules and claims might be addressed by a qualified number of Parliamentarians, in addition to the Court of Accounts, to him. The chain connecting the President of the Republic to the Parliament, in this new constitutional model, will be broken. And hardly the President could stand still, in case of open violation of the rules of the fiscal constitution by the Government on the Parliament, because of the risk of loss of reputation. If he were to overlook negative checks by the Court of Accounts, his behaviour would greatly damage his credibility among the electors. Thus, it seems that the difference in the model of State, whether is a parliamentary system or a system where the President of the Republic is elected by the people, has much to do with the workability of a fiscal constitution aiming to monetary and fiscal soundness.     

公共教育资源配置失衡及其政策补给——以湘南H区2005年的相关教育数据为分析样本

教育公平一直以来是中国公共管理领域重点讨论的话题。公共教育资源分配不均衡和教育服务的不充分与不对等是造成教育不公的主要原因。以2005年湘南H区义务教育状况为样本,运用实地调查和统计分析的研究方法,从教育财政资源、教师资源、学生资源三个方面分析了当前地方公共教育资源配置失衡的状况及其原因。由于长期实行城市偏向的教育政策和重点校制度,形成了农村教育和城市教育以及"重点学校"和"普通学校"的天壤之别,从而导致了公共教育资源配置失衡和公共教育的不平等。因此,要最终促进公共教育的均衡发展和公共教育服务的均等化供给,必须纠正原有的政策偏差,进一步统筹城乡发展,加大农村教育投入力度,确保农村教育投入的优先性;必须打破原有办学特权,实现办学点和生源的均衡配置;必须实施鼓励和优惠政策,避免城乡教育"马太效应"的持续恶化。     

Managing Performance at Local Government Level: The Cases of the City of Brisbane and the City of Melbourne

Local governments have been involved in a continuous reform process during recent decades. In many cases, this process has focused on the introduction of performance measurement and management. Reforms have evolved from the mere use of indicators to integrated management systems. In this article, the Balanced Scorecard, a system designed to answer the need for integrated management systems, is used as the framework to analyse how local governments have managed the use of performance management systems. The demands for better public performance, for greater customer focus, for enhanced decision-making and for increased responsiveness have an important role in the design of performance management systems. In addition, a perceived crisis in the area of management can act as catalyst for the implementation.

作为一种重要的战略管理和绩效管理工具,平衡计分卡通过描述战略、衡量战略和管理战略,将组织的战略管理和绩效评价有机地结合起来。本文根据平衡计分卡的基本理念,结合政府组织的主要特点,探讨了政府组织平衡计分卡的基本模式,梳理了平衡计分卡在政府绩效评价中的应用思路,并指出了在准备和实施过程中需要注意的一些问题。     

Juvenile Justice in Pennsylvania: Mission‐Driven; Performance‐ Based; Outcome‐Focused

Since 1995, Pennsylvania's Balanced and Restorative Justice Mission has been the driving force behind Pennsylvania's reform and system improvement efforts. Pennsylvania has made strong and steady progress towards advancing this statutory mission and the related operational goals through policy, practice and programmatic enhancements over these past 20+ plus years. Three key events spurred forth this advancement: the legislative passage of Act 33 in 1995 that statutorily established the goals of Balanced and Restorative Justice (BARJ), the Models for Change Juvenile Justice Reform Initiative–Additional Reform Momentum (2004) and the Juvenile Justice System Enhancement Strategy–Evidence‐based Approach to the Reforms (2010).What follows is the story of how it all unfolded.     

地方党政领导班子和领导干部实绩考核研究

建立并完善促进科学发展的地方党政领导班子和干部实绩考核评价体系,对于推进地方党政领导干部工作的科学化、民主化、制度化,具有十分重要的意义。本文从地方党政部门的工作实际出发,在中央相关文件的指导下,运用“平衡计分卡”这一绩效管理工具构建了适用于地方党政领导班子和领导干部实绩考核的框架模型。用北京市延庆县的实例阐述了地方党政领导班子和领导干部实绩考核从绩效目标到绩效指标的转承过程,以期为地方党政领导班子和领导干部的实绩考核提供借鉴。
