领导干部的OSL品德测评模式及其运行机制——基于部分省市党政干部品德测评实践的思考

德才兼备以德为先,一直是我们国家的人才政治原则。本文在回顾国家相关文件政策与分析当前党政领导干部品德测评问题与实践的基础上,基于品德的资本性、可测量性与可开发性,从人力资源开发的视角,提出了包含"评价、任用、开发"的一体化的OSL动态测评模式,并对这种测评模式提出的背景与原因,内涵、结构及其运行机制进行了相关的分析。文章认为,品德测评不是目的,目的是要通过品德测评来提升领导干部的品德素养。本文设计的OSL测评模式,不仅仅在于对领导干部品德行为的养成效果进行评定,而且这种有组织有计划的品德行为测评本身模式具有开发的功效,能够对领导干部的行为养成进行反馈、调节与引领。     

互联网企业市场支配地位认定之思考

互联网市场有别于传统市场，特别是双边市场特征、“互联网效应”和“锁定效应”等，使得传统的相关市场界定和市场支配地位认定方法难以有效发挥作用。在宏观层面，应将互联网市场界定为采用互联网方式经营的虚拟产品市场；在微观层面，建议以“收益来源”为标准，配合“SSNIP测试法”对相关市场进行重新界定；在立法层面，应在《反垄断法》位阶下，出台针对互联网市场的指导性文件，同时，诉方仅应承担初步举证责任。     

The use of Hemastix® severely reduces DNA recovery using the BioRobot® EZ1

Abstract: The choice of reagents for presumptive tests for blood, and subsequent extraction methodologies, can significantly affect both the quantity and quality of purified DNA. Blood samples directly tested with Hemastix^® yielded <1% of the DNA recovered from untested samples when purified using the Qiagen BioRobot^® EZ1 and EZ1^® DNA Investigator kit. Full short tandem repeat profiles were obtained from both tested and untested samples, suggesting that the Hemastix^® reagent(s) affect DNA binding, rather than produce DNA damage. The Hemastix^® inhibition of DNA yield could be overcome by the addition of MTL buffer to the sample prior to extraction. Laboratories may wish to modify current procedures for extracting blood samples, utilize other extraction/purification methodologies, or inform their submitting agencies to avoid direct exposure of questioned bloodstains to Hemastix^® reagents.     

高致病性猪繁殖与呼吸综合征病毒HBR变异株第125代的毒力试验

从临床病例中分离到1株高致病性猪繁殖与呼吸综合征病毒(PRRSV)变异株HBR,经细胞传代和蚀斑克隆获得了1株增殖性能稳定的传代毒株。为了检测该毒株在Marc-145细胞传代过程中毒力的变化,用PRRSV-HBR株第125代培养物(毒价为107.5 TCID50/mL)经肌肉注射和滴鼻途径接种18头35日龄PRRSV抗体阴性猪,同时设未接种对照组。结果试验猪未出现明显的临床症状。用RT-PCR法检测试验猪血清,从第3天开始出现阳性,第7～14天达到高峰,第28天后转为阴性。对同一时间迫杀的试验猪检测各脏器组织中的病毒抗原分布情况,结果表明,感染后第7～14天试验猪多数脏器呈阳性反应,第21～42天病毒集中在脾、腹股沟淋巴结、颌下淋巴结等组织。病理学观察发现,第7～14天试验猪淋巴结及肺出现轻度病变。动物感染试验表明,尽管试验猪未显示明显的临床症状,但从病毒血症、病毒体内分布、病理变化等方面看,该毒株仍然具有一定的毒力,用于弱毒疫苗的研制还有待进一步驯化致弱。     

台湾社会的历史记忆与群体认同

近十几年来,台湾当局极力推行＂去中国化＂的政策,制造新的历史记忆,极力歪曲真实的历史,企图割断台湾与中国大陆的关系,为建构台湾的所谓＂国族认同＂、分裂祖国的政治目的效力。本文应用历史记忆与群体认同的相关理论,结合台湾的实际,研究台湾当局制造历史记忆与群体认同的过程、手段、目的及其对建构群体认同的影响,指出台湾社会现有的历史记忆与群体认同是可以改变的、必须改变的,而重构历史记忆与扩大群体认同是有利于两岸人民的一种选择。＂双重认同＂的观点是可取的,应当让两岸关系和平发展的过程成为两岸共同重构历史记忆与国家认同的过程。     

Vigilante justice in post-communist Europe

Five cases in which the names of former secret informers who supplied information to the communist secret political police were unofficially disclosed are discussed in terms of the motivations of their authors, their timing relative to 1989 and their countries’ lustration and file access legislation, and the information they make available to the general public. After contrasting them with civil society efforts to promote transitional justice and unofficial truth projects, it becomes evident that these unofficial disclosures were animated by revenge as much as the quest for unveiling the truth about communist repression.     

Evaluation of amylase testing as a tool for saliva screening of crime scene trace swabs

Amylase testing has been used as a presumptive test for crime scene saliva for over three decades, mainly to locate saliva stains on surfaces. We have developed a saliva screening application for crime scene trace swabs, utilising an amylase sensitive paper (Phadebas^® Forensic Press test). Positive results were obtained for all tested dried saliva stains (0.5–32 μL) with high or intermediate amylase activity (840 and 290 kU/L). Results were typically obtained within 5 min, and all samples that produced DNA profiles were positive. However, salivary amylase activities, as well as DNA concentrations, vary significantly between individuals. We show that there is no correlation between amylase activity and amount of DNA in fresh saliva. Even so, a positive amylase result indicates presence of saliva, and thereby presence of DNA. Amylase testing may be useful for screening in investigations where the number of DNA analyses is limited due to cost, e.g., in volume crime.     

Russian revisionism: Holocaust denial and the new nationalist historiography

Holocaust denial has appeared in Russia only recently and has attracted almost no attention in the academic sphere, and relatively little from monitoring organizations. The research for this article - examining the place of Holocaust denial in contemporary Russia - was conducted over three months in Russia and on the Internet. The results indicate that the phenomenon remains of marginal significance and that the majority of material is of western origin. While there are several factors that make the development of Holocaust denial probable - the comparatively high level of antisemitism in Russia, post-Soviet suspicion of historiography and lack of education about the Holocaust - the Soviet war experience and associated anti-Nazi feeling arguably act as restraints on those who would propagate it. Rock concludes that Holocaust-denial material is of less importance than other antisemitic revisions of Russian history that have entered the mainstream of contemporary Russian society.
