This study aimed to examine the effects of leadership behavior and emotional intelligence (EI) on readiness for change and to investigate the moderating effects of organizational commitment on the relationship among leadership behavior, EI, and readiness to change. Data was collected using surveys and Partial least squares structural equations modeling (PLS SEM) was employed. The findings of the study indicated that leadership behavior and EI have significant effects on employees’ readiness for change. More importantly, it confirmed the moderating effect of organizational commitment. This study provides an empirical explanation of the joint effect of some crucial change management determinants.  相似文献

Through an interpretive research paradigm, we investigated the extent to which six local governments across three administrative regions of Ghana have complied with mandated climate change financing and budgeting guidelines. Five interesting findings emerged. First, there is enormous evidence of climate change budgeting compliance across all six local governments despite weak compliance incentives. Second, local governments that are most vulnerable to the impacts of climate change are more willing to comply and also allocate more resources for adaptation-related activities than those that are less vulnerable. Third, local governments that complied least are likely to take ad hoc adaptation actions which are often uncoordinated and poorly monitored. These local governments are least likely to attract auxiliary funds that could provide additional resources for adaptation financing. Lastly, the evidence of compliance is only quantitative, presented in various local governments’ fiscal documents, with no qualitative or other relevant explanatory factors on the extent of impact on adaptation.  相似文献

This article explores the strength and causal determinants of ideological thinking within Swiss local political parties. The concept of “ideologization” refers to (1): “horizontal couplings”, as they are manifested in intercorrelations between different opinions, and to (2) “vertical couplings” of specific opinions to abstract concepts of “left” and “right”. Results show high ideologization on the left‐center section of the LR‐scale, especially in the vertical dimension. On both sides of the spectrum, ideological constraints are significantly higher in larger communities than in than in smaller ones. Only in rather small communities, does ideologization correlate positively with the educational level, the modern occupational background of party members and the number of other local parties with which they have to compete. In communities of given size, ideological thinking is more pronounced when parties possess a small share of political power. Finally, it is found that ideological constraints have increased somewhat between 1989 and 2002.  相似文献

Management training and development (T&D) plays an important part in enabling managers to deal with complexity and change associated with new public service systems. Using a service-dominant logic approach, this paper explores the relevance of T&D in preparing managers for changing roles, responsibilities and relationships that integrated service systems demand. Exploring the views of service managers working in Community Health Partnerships, the study establishes that present management T&D does not support the delivery of integrated services which require different abilities and new ways of working. New public service systems demand new processes of learning where re-framing the position of managers and their T&D becomes increasingly necessary.  相似文献

苏共的衰败最具本体论意义的是关于苏联模式,这一模式的产生和形成具有历史的合理性,也有长期运行后形成的严重弊端,关键是它纠错机制的缺失。苏共领导之所以没能构建和完善相应的纠错机制,一方面是当政的主要领导者自身没有认识其弊端并加以改革;另一方面是继任者对苏联模式的固守而屡失改革机遇,一错再错使得各种矛盾激化,最终爆发了经济、政治和社会危机而沉疴难起。  相似文献

Behaviour change strategies such as ‘nudge’ have become hugely popular with administrations on both sides of the Atlantic. The practice of nudging, however, raises conceptual and controversial issues which must be addressed in examining the conditions under which nudging can be used effectively and acceptably. A key to a clear conceptual understanding of nudge‐related issues is to distinguish between three degrees of nudge. These three degrees raise different, and identifiable, concerns and it is possible to assess the extent to which these can be responded to in positive terms. The compatibility of nudging with other control devices cannot be assumed and, when contemplating nudging, it is essential to be transparent about its philosophical basis, as well as to be aware that different modes of intervention may operate with clashes of logic that threaten not only effectiveness but also the serving of representative and ethical ends.  相似文献

对《行政诉讼法》实施取得的成绩和存在的问题进行全面的总结和分析,可以发现,《行政诉讼法》既存在制度空白,也存在制度缺陷;既存在法内问题,也存在法外问题。主张修改时应当针对不同情况采取不同的修改策略。修改《行政诉讼法》时应当重点注意一些问题,特别是在立法目的上应当以规范行政诉讼行为为原始目的,其他皆属于派生性目的 ;在破解执行难问题上应当引入问责机制,通过问责突破执行难。  相似文献
