Depending upon specific situations, some victims of sexual assault provide vaginal samples more than 36-48 h after the incident. We have tested the ability of commercial and in-house Y-STR systems to provide DNA profiles from extended interval (> or =3 days) postcoital samples. The commercial Y-STR systems tested included the AmpFlSTR Yfiler (Applied Biosystems), PowerPlex Y (Promega) and Y-PLEX 12 (Reliagene) products whereas the in-house systems comprised Multiplex I (MPI) and Multiplex B (MPB). Three donor couples were recruited for the study. Postcoital cervicovaginal swabs (x2) were recovered by each of the three females at specified intervals after sexual intercourse (3-7 days). Each time point sample was collected after a separate act of sexual intercourse and was preceded by a 7-day abstention period. As a negative control, a precoital swab was also recovered prior to coitus for each sampling and only data from postcoital samples that demonstrated a lack of male DNA in the associated precoital sample was used. A number of DNA profile enhancement strategies were employed including sampling by cervical brushing, nondifferential DNA extraction methodology, and post-PCR purification. Full Y-STR profiles from cervicovaginal samples recovered 3-4 days after intercourse were routinely obtained. Profiles were also obtainable 5-6 days postcoitus although by this stage partial profiles rather than full profiles were a more likely outcome. The DNA profiles from the sperm fraction of a differential lysis were superior to that obtained when a nondifferential method was employed in that the allelic signal intensities were generally higher and more balanced and exhibited less baseline noise. The incorporation of a simple post-PCR purification process significantly increased the ability to obtain Y-STR profiles, particularly from 5- to 6-day postcoital samples. Remarkably an 8 locus Y-STR profile was obtained from a 7-day postcoital sample, which is approaching the reported time limit for sperm detection in the cervix.  相似文献

This paper compares and contrasts South East Asian and European Union countries’ perceptions of the priorities for anti money laundering (AML) and anti terrorist finance (ATF) in relation to three industries: security goods and services; the timber trade; and ‘informal’ value transfer and banking services. It might be expected that all countries would equally support each of these aspects of AML/ATF policies, without differentiating between the industries generating the proceeds. As this paper will show, however, historical experiences, contemporary political relations and patterns of trade shape countries’ approaches, resulting in distinctive enthusiasms and reservations. In a nutshell, the EU points most strongly to products and services originating in Asia as posing AML/CTF risks, and locates primary responsibility for monitoring and control as falling within Asia - a projection of risk and responsibility that is reciprocated by Asian countries. Asian countries perceive a need for tighter control of dangerous products exported by the west, for example, small arms and light weapons, and of related money laundering circuits. Asian and European policy makers increasingly articulate concerns over illegal logging and related laundering, however European importers and their governments see responsibilities for this as falling primarily within Asia. Finally, the EU (like the US) perceives high levels of laundering risk in ‘informal’ value transfer/banking services, in which Asian-run businesses have a global competitive advantage. For the future, as the international balance of trade shifts, and as Asia increases its influence in international fora including those concerned with AML/CTF, so the region’s policy preferences may be expected to carry more weight.

After approximately 15 years of research on court-based dependency mediation programs, answers have emerged for many, but not all, of the questions that surround dependency mediation. This article explores what has been learned about court-based dependency mediation through research and what new and persisting questions remain. The article reviews empirical studies of child protection mediation. The topics considered include what we have learned about the organization and structure of mediation programs, what have we learned about settlement in mediation, and whether there are benefits to mediation beyond the mere fact that settlements are reached.  相似文献

Research Summary Attention to gang issues has dramatically increased in the last several decades, both in the scholarly literature and in law enforcement. Despite widespread attention to the gang problem, researchers, police officers, and lawmakers have yet to agree on definitions used to characterize and understand the problem. This article summarizes the existing literature concerning the importance of accurately defining and classifying gang members, documents and analyzes state and federal gang legislation in the United States, and provides a detailed analysis of one state's system that might serve as a useful model for other states. Policy Implications Serious risks to public safety and civil liberties are associated with Type 1 and Type 2 classification errors regarding gang membership. The wide variation in state statutory definitions of “gang member” and in the construction and administration of gang databases presents major challenges for policymakers and academic researchers. This article addresses these challenges and argues that a more rigorous and unified system, based on one state's existing model, might be possible and could offer significant advantages in our efforts to address the delinquent and criminal behavior of gangs throughout the United States.  相似文献

What factors shape environmental policies across Europe? In order to answer this question most economists would probably adopt a Public Choice approach. This approach has convincingly explained some aspects of environmental policies that exist in a similar fashion across Europe. But why do many environmental policies differ across European countries? This article argues that in order to understand differences in environmental policies in Europe North’s analysis of institutional change focusing on formal and informal institutions, incomplete information and path dependence is useful. North’s approach is applied to explain differences in a particular field of European environmental policy: The implementation of the EU’s Eco-Management and Audit Scheme (EMAS) in Germany, the Netherlands, and the UK. The starting point of the analysis is the observation that participation of companies in EMAS markedly differs between countries. It is shown that these differences can be explained with differences in formal and informal institutions in the three Member States, incomplete information of relevant actors, and path dependence.  相似文献

Biometrics contributes a new dimension to authentication and identification process of persons. Besides knowledge (passwords) and possession (smart cards), biometrics provides new means of personal identification. Biometrics procedures are used to recognize or verify behavioral or physical characteristics of a person. Also biometry provides us with a user-friendly method for automatically identification and becoming a competitor for current identification systems, especially for electronic transactions. Cause of biometric increasing position in electronic transaction and security identification system we must to assure perfect information security tools to purpose stability such a systems. But before deploying any security tools or system, one should carefully examine the sensibility and added value of it, as we do in our daily work. However, there are ways to compromise a system based on biometric identification. This article focuses on the future and draw-after of biometric identification, specifically implication on tomorrow's network society.  相似文献

What affects public support for electoral reform? How does experience with different electoral systems affect people's willingness to support electoral reform? Given the salience of changes to election rules even when they are passed via the legislature and the increasing use of referenda as alternative mechanisms for change, these questions are critical to understanding when electoral reform will occur. I argue that experience (specifically, with an electoral system similar to that under consideration) affects public opinion by reducing uncertainty about the likely effects of reform and thus affects support for reform (although the direction of the effect depends on partisan bias). Moreover, I argue that experience is most important in the absence of strong party cues. I leverage subnational electoral system variation in the United Kingdom and find that experience does affect support for reform — negative experiences decrease support for reform. The results have implications for the possibility of electoral reform in the UK and beyond.  相似文献
