This article demonstrates how different political opportunity structures in semi-presidential countries either enable or inhibit the overreach of populist presidents. In Turkey, for example, political leverage has been used to hamstring the opposition and transform a democratic regime into an authoritarian one. In Bulgaria, democracy also faded under a populist prime minister. Ukraine’s democracy had a checkered history, with frequent changes of power culminating in presidential breakdown. The Czech Republic introduced popular elections for the president to strengthen legitimacy, but that exposed the regime to conflict between the president and the prime minister.  相似文献

This paper utilises survey data from the 1999 European Value Study to conduct a quasi-experimental analysis of the relationship between the left–right self-identification and policy preferences of Germany's electorate. Given the German division until 1990 it is plausible that citizens from East and West Germany had different ideological socialisation experiences swayed by the political discourse of their times. This paper models the influence of this diverse experience on ideological thinking, and examines the effects on the understanding of political issues. The findings suggest that differences do exist in the ideological consistency and attitude structuring of respondents. Compared to respondents in the West, East Germans are more likely to understand the term ‘left’ in socio-economic terms. On the other hand, they seem to connect the term ‘right’ rather to xenophobic issues. These results have crucial implications for political communication in representative democracies, as they question the one-level dimensionality of the left–right concept.  相似文献

An expanding literature on money and identity is built around the assumption that political elites deliberately use currency design to foster national identities. However, the empirical evidence in favor of this assumption has been fragmentary. Drawing on detailed primary sources we demonstrate nationalist intentions of political elites involved in currency design. We also examine how political elites use banknotes as official pronouncements on who is and who is not part of the nation and what the official attitude toward foreigners is. By tracing changes in the inclusive and exclusive messages directed at an intra-state or international audience we document that there is no connection between ingroup (national) love and outgroup (foreigners, minorities, opposition) hate. The amount of exclusive messages to outgroups culminated in conditions of perceived threat when political leaders tried to mobilize pre-existing identities to secure or maintain political power. In contrast, the officials deliberately tried to broaden ingroup boundaries in order to build international communities. Finally, we document that in the case of limited support for the new conception of identity, officials tried to depict the old and the new identity as complementary, embedding the new identity in existing discourses.  相似文献

This article traces developments in the Czech political elite's thinking about structural changes that the region and the country have experienced during the last several years. It is argued that two parallel, external structural constraints have significantly shaped decisions of the Czech political elite as the country has, once again, proven to be an ostensibly “reactive state”. These structural constraints have been the ongoing U.S. recalibration of its grand strategy as well as the financial crisis with a systemic challenge to the European political project in which fiscal and monetary issues have largely replaced previous criticism of the Constitutional Treaty and then the Reform Treaty. It is argued that these developments have posed a notable problem for two predominant ideological convictions present in the Czech political thinking – Atlantism and Europeanism, as neither of them has offered readily answers to deal with such a challenge. As will be shown, this mutually reinforcing dual challenge has further exacerbated previously existing Czech government's lack of political vision, and resorted to a political mentality which has contained elements of denial, rationalization, and political resignation.  相似文献

The article looks first into the nature of the relations between Germany and the CEE countries a decade since the accession of the CEE countries to the EU. The relations are characterized as normalised and intensive with diverse levels of closeness and co-operation reflecting of the conceptual and ideological compatibility/differences.Next, the article focuses on the German attitude to the euro zone crisis. Germany has become a hegemon in the rescue effort aimed at stabilisation and economic invigoration of the euro zone. However, German hegemony has developed by default, not by design: her leading position is linked with considerable political and financial costs. Germany moved central stage and took the position of a reluctant hegemon. However, German role is contested internationally (it has not the support of the French government in key areas) as well as internally (particularly by the Federal Constitutional Court and the Bundesbank).The article argues that the new situation makes the German–CEE relations increasingly relevant for both sides. The German leadership of the EU increasing split along the north–south divide requires backing by the Northern group countries to which the CEE in general belongs. Given a number of reasons the CEE countries implement three distinctive strategies of co-operation with Germany in European politics. Also military co-operation, which remained rather limited so far, may receive new impulses, given the financial austerity.  相似文献

This article assesses whether the EU contributes to long-term positive change in societies emerging from violent conflict, helping them ‘mend’ or whether it simply encourages societies to ‘make do’ with the status quo. To do so, the article focuses on two of the principles found in the Treaty, peace and justice for human rights violations. It examines how the EU translates the principles of peace and justice into policy and puts them into practice by analyzing EU engagement in peace mediation, transitional justice, and security sector reform in general and through in-depth examination of EU engagement in the Democratic Republic of Congo. It questions the prevailing discourse that greater inter-institutional coherence would improve EU security provision and considers whether and how the EU prioritizes between peace and justice. The article finds that principles may be translated into policy and put into practice, and practice is often ahead of policy. But this is uneven within as well as across the institutions. Greater coherence between principle, policy, and practice, rather than between institutions, would improve EU security provision and enable prioritization. If the EU settles for making do, it undermines its considerable potential to contribute to long-term solutions to complex conflicts.  相似文献

This article addresses the issue of the challenges of democracy building and the role of civil society in this process by focusing on three countries in southeastern Europe, Albania, Bulgaria, and the Former Yugoslav Republic of Macedonia. Since the 1990s, when these three post-communist states undertook the democratization process, formidable challenges and obstacles to the democratization process have been encountered by all three states which facilitates a comparative analysis, while differences remain as well, especially since Bulgaria became a member of the European Union in 2007. The development of an indigenous civil society is perceived as both a necessary prerequisite for a qualitative democracy to develop and be maintained in these societies, and as a project under construction that needs to be culturally contextualized to be relevant to the population it purports to serve.  相似文献

Abstract

Non-governmental organizations (NGOs) engaged in development work have aimed traditionally to carry out infrastructure or human development in developing areas, but they have increasingly pursued the development of civic life as a pathway to democracy. Drawing on case studies from Santo Domingo in the Dominican Republic, this article points to ways in which NGOs can help to foster cooperation among other key sectors in civil society, namely grass-roots organizations (GROs) in poor neighbourhoods. Such cooperation cultivates solidarity among the marginalized and allows GROs working together to make demands on the political system and to enhance democracy in less developed countries. The maintenance of grass-roots autonomy is a key to success in fostering cooperation, along with a clear understanding by NGOs of the local context.  相似文献

Policymakers in the Dominican Republic have responded to foreign pressure by rewriting their labor laws and revitalizing their labor ministry. What are the likely consequences? Is aggressive labor law enforcement more likely to protect vulnerable workers from abuse and exploitation or to undermine their ability to compete for labor‐intensive employment in an unforgiving world economy? And what are the broader implications of the answer? I address these questions by analyzing qualitative as well as quantitative data on workplace regulators empowered by the Dominican Republic in response to trade‐related labor standards imposed by the United States and find that they reconcile social protection with economic adjustment by simultaneously discouraging “low road” employment practices like informality, union‐busting, and the exploitation of child labor, and encouraging “high road” alternatives that link firms, farms, and families, on the one hand, to public educational, training, and financial institutions, on the other. The result is a potentially inclusive alternative to the repressive industrial relations regime that fueled export‐led development – and the East Asian “miracle” in particular – in the late twentieth century.  相似文献

Beginning in the 1990s, the People's Republic of China has experienced explosive growth in the number of non-governmental organizations. This article examines one of the earliest and most influential Chinese NGOs, Project Hope, a charitable organization which solicits donations to help poor rural children stay in school. The success of Project Hope and the subsequent growth of the non-profit sector are surprising given that China arguably has no history of an organizational form like the Western donative-style charity. As such, this case offers a rare opportunity to examine the rise of a new organizational form. New institutionalist and social capital theoretical approaches will be used to analyse the social mechanisms underlying practice of donative-style charity. Chinese cultural practices of giving to the needy in the premodern era and under Mao Zedong's socialist state (1949–1978) will be explicated to reveal the resources and constraints emerging Chinese charities faced in the post-socialist era. This article focuses on one problem that China's first Western-style charities had to address: how to establish the practice of voluntary giving to non-governmental organizations. It examines two of Project Hope's strategies and their consequences: (1) blurring the distinction between charitable organizations and the state and (2) building personal relationships between donors and recipients.  相似文献
