The task of transforming countries affected by conflict towards sustainable peace has been a persistent problem. In response to growing intra-state conflict in the post-Cold War era, it has become the norm to prescribe a cocktail of liberal democracy and free-market economics as a universal formula for building peaceful societies. South Africa, since its post-democratic emergence into global affairs, has also been active in promoting peace in Africa along similar lines. This article embarks on an exploratory qualitative analysis of South Africa’s peacebuilding engagements in the Democratic Republic of the Congo (DRC). It aims to contribute a better understanding of South Africa’s peacebuilding engagements by utilising the DRC case study to point out areas of convergence and dissonance with the dominant liberal model of peacebuilding. The article finds that, although peppered with successes and failures, South Africa does approach peacebuilding in a unique manner. It also calls for a revision of South Africa’s approach, given the varying levels of success in the DRC.  相似文献

The 2016 constitutional referendum could have marked a new phase in Italian politics, producing a clear shift towards a majoritarian (and de facto presidential) democracy. But a substantial majority of voters rejected the reforms promoted by Matteo Renzi, leading to his resignation as Prime Minister. Once again, an attempt to redesign the Italian institutional framework failed due to party conflicts. This time, the referendum turned into a vote on Renzi himself. This article examines the background to the institutional reforms and the changing dynamics of the referendum campaign. Discussing the final outcome, it argues that this could produce a sort of U-turn in the long Italian transition.  相似文献

随着经济全球化的发展,国际贸易竞争日趋激烈。长期奉行“贸易立国”的韩国对外依存度极高,东南亚金融危机后,经济持续低迷。为抢占世界市场,缓解能源危机,扩大地区影响,韩国大力推行FTA战略。与多国展开FTA协商(谈判),争做世界贸易大国。设立专门机构,完善配套政策,使FTA走向制度化。韩国的FTA战略对我国不无借鉴意义。中国应尽快确立FTA战略,加强对FTA的系统研究,建立专门机构具体组织实施FTA战略。  相似文献

Abstract

The article examines different types of macropolitical identities in Ukraine and their interaction in establishing political order in the country. The authors argue that political institutional design was unfavourable to the Russian diaspora in eastern and southern regions. It hindered stable development of post-Soviet identity between Russians in the country. But during the Euromaidan protests, the Russians reacted to unpleasant political situation by exploring who they were and what social and political goals they had. Having been incipient for decades, the identity of the diaspora evolved in a soaring way within three or four months. The violent actions of the newly established government in Kiev radicalized the Russian diaspora. Diasporants started establishing alternative authorities in regions where government had no monopoly on the use of force. The involvement of Russia and international volunteers complexifies the situation in Donbass and the identity formation process in unrecognized republics also known as DNR and LNR.  相似文献

This study compares three groups of full-time politicians in the Czech Republic. Two of these – MPs and mayors – came into existence in the early 1990s immediately after the fall of the communist regime, and the third, here referred to as county full-time politicians, appeared only at the turn of the millennium. To investigate their profiles and careers, a database was created from a wide range of sources, such as election results, county council meeting reports, county and personal websites, media databases and similar. Analysis of the database showed that establishing a second tier of local government (counties) opened up career opportunities primarily for members of the main political parties who had ambitions to become full-time politicians but did not want to disengage from the local network on which their political capital often rested. Like other politicians, those in the counties are predominantly middle-aged men with higher education. Furthermore, the party selectorates prefer candidates with experience in other elected positions. However, the ‘professional’ political career frequently starts at the county level. So far, the most typical have been county politicians who hold paid positions for one or two election terms. Transitions from or to other levels of government are often discrete. With the exception of the entry of municipal professionals into county politics, these transitions involve a small circle of people. The most visible part of county politicians is formed of the county presidents and those related with national politics. Moreover, these people often serve as the regional officials of political parties and play an important role in the recruitment of parliamentary politicians. Therefore, the effect of the newly established regional political elite on party politics should be examined in more depth. It is argued that the ‘invisible majority’ of full-time county politicians deserves scientific interest too, because it can have a major influence on shaping the policies and specific features of each region.  相似文献

随着民国女律师的出现,中国女性参与法律职业的空白状态终于被打破,成为中国男女在法律职业上平等之起点。由于“赋权”式执业资格的实现方式,女律师执业权利实现后的经营面临着诸多的困境。初入职场的女律师备受时人瞩目,但旧有的律师评价体系仍用“女流之辈”这类标签,高傲地认为妇女与法律职业是相矛盾的。民国女律师在执业过程中要同时克服来自时代、自身以及同业男性律师的三重困境。面对既存的男性律师关系网带来的压力,她们没有甘心屈居“他者”的地位,而是调动一切资源开展业务,试图跻身民国律师中的佼佼者行列。  相似文献

颁布和实施《中华人民共和国海事诉讼特别程序法》是有效实施《中华人民共和国海商法》的需要,是积极履行国际公约规定义务的需要,更是将中国建设成为亚太地区海事司法中心之一的需要。作为一部既具有中国特色又与国际公约接轨的海事诉讼特别程序法律规范,《中华人民共和国海事诉讼特别程序法》在具体司法实践中取得了较好的效果,并有力地推进海事法院管理体制的改革、海事审判程序的完善和海事审判队伍的建设。  相似文献
