The Implications of Brexit for the Caribbean’s Future Relationship with Britain and the EU

Abstract

The UK Brexit referendum to leave the EU has created concerns internationally, particularly for countries that have formal trade, aid and investment treaties with the EU and none with Britain alone. The notion of a Commonwealth Free Trade Agreement (FTA) is a non-starter and would bring no benefits to the Caribbean. But, Britain outside the EU deprives the Caribbean of a sympathetic voice on a range of issues, including financial services, and alters the level of official development assistance that will be available from remaining EU members that have no historical relationship with the English-speaking Caribbean. The importance of the UK as a market for their goods and services make it imperative for Caribbean countries to start early ‘talks’ with London so as not to be crowded out by FTAs that the UK will conclude with countries larger and richer than the Caribbean. At the same time, Brexit provides an opportunity for the Caribbean to revisit its unsatisfactory Economic Partnership Agreement with the EU. Caribbean countries need to determine their objectives and take early initiatives to realise them.

中日韩合作进程中面临着诸多障碍和不确定性因素，刚成立不久的中日韩三国合作秘书处因此也就面临着诸多挑战，如何进行准确的功能性定位是秘书处工作能否取得实效的关键。作者认为秘书处现阶段的工作重点和立足点应该以低敏感性非传统安全合作议题为突破口，从经贸合作、减灾救灾协调、突发事件应对、警务合作、文化交流等低敏感性领域入手，并逐步完善秘书处内部的各项机构建设，设立各专门-＇k-员会，循序渐进地为推进中日韩合作全局服务。

Coalitions: Beyond the Politics of Centrality?

This article examines the character of oppositional movements in the GDR in the light of post‐Wende revelations of Stasi infiltration. We look at responses by members of the alternative culture to accusations that their work during the GDR was rendered ineffective by the Stasi and is consequently of little importance to a historical reappraisal of the GDR. Whilst they were clearly aware of the Stasi, whose influence did have an effect, our evidence suggests that this influence was not total. Current debates about the Stasi are creating an unbalanced view of the actual situation in the GDR before 1989 in that the Stasi is being portrayed as an organisation of almost Orwellian Big Brother proportions. Our article attempts to deconstruct this paradigm and argues that the complicity of the few with the MfS should not invalidate the activities of the majority of those involved in the alternative culture.

Socialist Heroes in East German Schoolbooks

Based on examples of socialist heroes from East German schoolbooks and teaching guides designed for elementary school, this essay examines the role of state ideology in primary education. It assesses the German curriculum of the now-defunct German Democratic Republic (GDR) and illuminates distinctions between civic education and political propaganda. It also shows how the curricular emphasis on socialist virtue helped to form “the socialist personality.”

Internal factors of intermunicipal cooperation: what matters most and why?

ABSTRACT

This paper focuses on the internal aspects of intermunicipal cooperation, providing a new and innovative approach to the cost effectiveness of municipal waste management. We examine a sample of 658 municipalities in the Czech Republic’s South Moravian Region and 205 cooperating municipalities separately during 2012–2014. The results, based on ordinary least-squares regression, show that cost reduction is significantly influenced by the institutional arrangement of intermunicipal cooperation, the participation of municipal representatives in management, and professional managers. The paper shows that a crucial role in cost reduction is played by internal factors that have been investigated only marginally so far. Cost increases are related to municipality sizes larger than 10,000 inhabitants and to profit-oriented behaviours of waste collection companies. The results differ in the size samples of municipalities; only the impact of institutional arrangement is significant in all groups of municipalities.
