袁世凯当政时期及其死后的北洋军阀政府在报刊方面开展了一系列立法活动.这些立法活动表现出来的主要特点是政权性质改变而名号照旧、报刊法制成果主要集中在袁世凯当政时期、字面上"民主自由"和实质上封建专制手段共用等.     

Women in the Czech Republic: Feminism, Czech Style

Many years after the Velvet Revolution, feminism remains close to a dirty word in the Czech Republic, even among women who share the views of Western feminists. Surprisingly, this may in part hark back to the negative views of bourgeois feminism propounded by the Communists. Equally surprising is the very high proportion of women who are employed, almost all of them full-time, although they continue to do the lion's share of homemaking. This strategy enables Czech women to have a high sense of personal efficacy and independence. This paper emphasizes the historical roots of women's position in Czech society, and the importance of the cultural and social context for the emergence of what we term Feminism, Czech Style.     

解读我国公务员法的新亮点

我国公务员法的颁布和实施,对进一步规范公务员队伍管理、加强廉政建设、建设一支高素质的公务员队伍必将起到积极的作用。《中华人民共和国公务员法》与《中华人民共和国公务员暂行条理》相比较有许多新亮点,值得关注和研究。     

借鉴国际先进经验完善我国反补贴立法

我国相关部门在反补贴立法方面已按照世界贸易组织规则取得长足的进步,但相对西方发达国家而言,我国的反补贴立法存在种种不足。参考欧盟、美国的相关立法,并对照世界贸易组织的《补贴与反补贴措施协定,》我国的《反补贴条例》在立法体例、补贴的类型、确定补贴的标准等方面需要完善,并应增加上游补贴的相关规定,增加公共利益及反规避措施的有关内容及确立不合作制度等。     

The Implications of Brexit for the Caribbean’s Future Relationship with Britain and the EU

Abstract

The UK Brexit referendum to leave the EU has created concerns internationally, particularly for countries that have formal trade, aid and investment treaties with the EU and none with Britain alone. The notion of a Commonwealth Free Trade Agreement (FTA) is a non-starter and would bring no benefits to the Caribbean. But, Britain outside the EU deprives the Caribbean of a sympathetic voice on a range of issues, including financial services, and alters the level of official development assistance that will be available from remaining EU members that have no historical relationship with the English-speaking Caribbean. The importance of the UK as a market for their goods and services make it imperative for Caribbean countries to start early ‘talks’ with London so as not to be crowded out by FTAs that the UK will conclude with countries larger and richer than the Caribbean. At the same time, Brexit provides an opportunity for the Caribbean to revisit its unsatisfactory Economic Partnership Agreement with the EU. Caribbean countries need to determine their objectives and take early initiatives to realise them.

Purifying Suffrage: The Conservative Attack on Voter Registration in Pre-Violencia Colombia

This article aims to contribute to the new electoral history by examining a specific practice of democracy, the voter registration card, known in Colombia as the citizenship card (cédula). After pursuing the themes of electoral reform and universal suffrage in a broader sense, the article outlines the card's history from its inception in 1929 to its role in the polemics over electoral corruption by the Conservative Party, which ranged over the period before the Violencia. While national-level politics are emphasised, the impact of the card at the municipal level also is suggested, as the critical link between the national and the local.
