Presidential Primary Videocassettes: How Candidates in the 2000 U.S. Presidential Primary Elections Framed Their Early Campaigns

The present study uses frame analysis and in-depth interviews to explore the presidential primary campaign videocassettes of Gary Bauer, Bill Bradley, George W. Bush, Steve Forbes, Al Gore, and John McCain. While the candidates used a variety of frames, all six videos shared one frame: mass media as supplier of candidate validation. Interviews with the producers of the videos confirmed data from the frame analysis and aided in understanding how and why the frames were used. The study lends insight into how the candidates chose to shape the images that they first presented to the public.

苏联解体与美国的文化渗透存在着因果关系。在思想源头上推行意识形态弱化论、在文化源头上动摇传统俄语语言规范、在学术研究上推动全球化理论问题研究热潮、在大众生活领域抢占文化生活空间、在国家政治策略上实施非暴力政权更迭战略，是美国对苏联文化渗透的主要手段和表现形式。其突出特点是形式温和、手段细腻、影响广泛、过程持久、途径便捷、外呼内应。     

对新时代中美关系的战略思考

奥巴马成功访华使中美关系得以全面提升，中关关系站上了“新的历史起点”。对中关关系应准确看待、避免三种误区，即过高估计中关关系的全球重要性与影响力；过高估计中国在中关关系格局中影响力的增强；避免将错综复杂与不断发展的中关关系“片面化”、“绝对化”与“静止化”。中美关系仍然存在诸多现实问题与未来挑战，处理中美关系不仅需要双方充分把握时代机遇，更需要彼此慎重应对各种挑战。美国政府只有真正“解放思想”、彻底抛弃“冷战思维”、端正对华心态，中关关系才能不断“与时俱进”，从而持久造福于两国人民与世界。     

西方债务危机背景下公共福利制度困境的探索与反思

在美欧债务危机背景下,公共福利制度遭遇阻滞社会发展的瓶颈,这种困境凸显在各国政府面前,引起社会各界的探索与反思。从学术角度来看,既要挖掘公共福利制度困境的理论诠释与缺陷,又要探索公共福利制度发展的理论框架与分析路径。从实践角度来分析,既要剖析妥善解决公共福利制度困境的主要影响因素,又要反思公共福利制度困境带来的逆向公正问题。归根结底,公共福利制度的改革势不可挡,公共组织、企业与社会组织都应该成为社会福利的责任主体,建立政府、市场与社会合作共担社会福利责任的机制迫在眉睫。     

A note on the U.S. bombing of the Chinese embassy and the New York times cover-up

This article reveals the role of research and development (R&;D) policies in the development of the technology-intensive industries of China. Since economic reform began in 1978, the Chinese government has transformed the R&;D system from one that was wholly centrally planned into a more market-orientated system, making it more efficient and productive. At the same time, the state, its incentives and its investment remain significant. The government has increased the R&;D expenditure rapidly, while trying to develop indigenous technologies. It has actively utilised foreign direct investment inflows as the means to introduce advanced technology from developed countries. It has also provided systematic guidelines and established the economic technology development zones and high technology industrial development zones, in order to channel foreign investment inflows into technology-intensive industries. China has placed emphasis on the development of human resources in science and technology as well. Finally, the implications of the role of government in developing technology-intensive industries are considered.

本文重点探讨在20世纪60年代越南战争期间美国如何干涉柬埔寨的独立和中立,直至最后支持朗诺—施里玛达集团推翻西哈努克政权,而西哈努克又如何在国际冷战环境下争取国家的独立和中立的历史过程,由此揭示国际冷战对小国的重大影响,而小国在大国极端对抗中实际上难以置身事外,甚至难以维持独立和中立的地位。     

Die Erneuerung des Strafverfahrens ohne vorheriges Erkenntnis des EGMR

Eine vor kurzem ergangene Entscheidung des OGH (1. 8. 2007, 13 Os 135/06m) erm?glicht einen gegenüber der bisherigen Praxis stark erweiterten Grundrechtsschutz im Strafverfahren. Der OGH bejahte mit Blick auf Art 13 MRK und die ?nderung der Rsp des EGMR dazu seine Kompetenz zur Erneuerung des Strafverfahrens auch dann, wenn in der Sache noch kein verurteilendes Erkenntnis des EGMR vorliegt. Der folgende Beitrag versucht, das ma?gebliche inhaltliche Argument wie auch die methodische Vorgangsweise des OGH n?her zu beleuchten und einen Ausblick auf die m?gliche Handhabung in der Praxis zu geben.
