Ancient East Asia is the second oldest “protobellic area” and pristine state system of international relations within the global international system, after West Asia (ancient Near East). In a previous study Cioffi‐Revilla and Lai (1995) reported the first findings on the origins and evolution of war and politics in ancient China (Legendary, Xia [Hsia], Shang, and Western Zhou [Chou] periods), ca. 2700 B.C to 722 B.C In this paper we make public an expanded data set (N = 104 cases, 12 variables; version 2.0), explaining our sources, measurements, and data quality control procedures. The new data set will permit investigators to test hypotheses about warfare distributions, ethnic and protracted conflicts, time series, periodicity, system dynamics, and structural relationships (e.g., war‐polarity theories). This new long‐range data set should also promote a new stage in comparative analyses of the universal and particular properties of warfare and international systems, both cross‐polity and longitudinally.  相似文献

The purpose of this research note is to reexamine the methods and codings of crisis decision‐making processes performed by Herek, Janis, and Huth in 1987, and thereby to discuss the role of the case survey method as a means to build theory in the study of foreign policy. The research reported here uses a somewhat different measure of decision‐making process quality and a slightly expanded list of data sources than were used by Herek and his colleagues. It reevaluates a subset of the cases explored in the previous study. This research note largely confirms the analysis of crisis decision‐making processes presented in the previous study, though it notes and discusses some discrepancies. Furthermore, this reexamination seeks to contribute to our understanding of crisis decision‐making processes by using a different conceptualization of decision‐making process quality and thus a different coding procedure.  相似文献

This paper examines the balance between the apparently competing objectives of government and the media in the general area of violence against the public and details the Australian model for handling issues associated with terrorism and the media. Australia's counterterrorism strategy may be considered holistic, going beyond the idea of a comprehensive capability for response to an actual public incident to include preventive measures and enhancement of the national security environment, suggesting that all elements of the society, including the media, regard security as a cooperative endeavor. These elements have been developed in the “National Anti‐Terrorist Plan” (NATP), developed by Australia's Standing Advisory Committee on Commonwealth/State Cooperation for Prevention against Violence (SAC‐PAV). For the past several years, the SAC‐PAV has been developing a basic strategic guide to provide structure for its many activities, and the committee has agreed that the NATP requires a fourfold strategy for dealing with the media: (1) public communication policies and guidelines, (2) incorporating media response and incident management strategies, (3) media training, and (4) physical controls. In addition, the SAC‐PAV has formulated a set of guidelines for the media to apply when covering terrorist incidents, indicating clearly what crisis managers and counterterrorism response organizations expect of media handling of public crises.  相似文献

The International Commercial Mediation Competition is organized by the International Chamber of Commerce (ICC) in Paris, which held the event for the eighth time in February 2013. As the competition has grown, participation has become more and more diverse and thus mediation and negotiation have become more and more cross‐cultural. This led the ICC to invite external research on culture at the competition in February 2011. In this article, I discuss this student competition, the external research project question, and the culture of the competition. I also identify some of the further cultural issues raised by referring to relevant research on conflict and mediation across cultures, and conclude with some thoughts on how better to conceptualize the field of cross‐cultural mediation in terms of a systems approach.  相似文献

This article draws on some findings from research which investigated penal voluntary sector adaptation to the mixed market in criminal justice services. The article firstly reprises the main trends for aligning state relationships with the voluntary sector from the 1980s to the present. We then outline some findings about adaptive experiences, situations and practices of the voluntary sector in criminal justice resettlement in the light of considerable upheaval. The research found that service providing voluntary sector organisations (VSOs) either outwardly comply with, or, in a minority of cases, actively embrace, competitive marketised models of service delivery. Secondly, the sector has normalised commercial approaches to organisational efficiency as well as aligned with bureaucratic practices common to the statutory sector. Despite charges that they are effectively co‐opted by both state and market interests, many have reported conflicts between prioritising long‐term financial viability with their founding ‘ethos and values’. We conclude that while many VSOs have successfully adjusted to market and bureaucratic norms, aspects of that repositioning have been at a cost to their traditions of relative autonomy, localism and distinctiveness, to the possible detriment of a vigorous civil society.  相似文献

For a number of decades now, scholars have been indicating that ties between citizens and parties are eroding. As a consequence, electoral behaviour has become more volatile and also more unpredictable. The consequences of this process of change on parties’ strategic behaviour have, however, received little attention. In this article, the impact of dealignment on parties’ strategic behaviour is examined, with the focus being on the extent to which parties are responsive to the mean voter. The expectation of dealignment allowing parties ‘to move around more freely’ leads to the hypothesis that parties are more responsive in a context of dealignment. The analyses provide evidence that is in line with this expectation. Ideological responsiveness is conditioned by the level of volatility in the electorate. The conclusion to draw from these results is that dealignment, which profoundly affects voters’ behaviour, leads parties to become more responsive to the mean voter.  相似文献

This article contributes to the growing discourse on the potential of e‐government to transform the operations of public sector institutions, thereby improving public services. It does so by conceptualizing public service quality into efficiency, economy (cost reduction), customer satisfaction, and service accessibility and draws on qualitative data from the Ghanaian narrative for illustration. As previous studies have demonstrated, this study also affirms the potential of e‐government in improving public services delivery by increasing efficiency, reducing the cost of operations, expanding access to services, and achieving customer satisfaction. Yet, there remains a repertoire of challenges such as weak ICT infrastructure especially in towns and villages, incessant power outages and illiteracy, which are drawbacks to fully harnessing the benefits of e‐government in Ghana. The study recommends that these challenges should feature prominently in e‐government policies to increase the chances of solving them.  相似文献

While public opinion about foreign policy has been studied extensively in the United States, there is less systematic research of foreign policy opinions in other countries. Given that public opinion about international affairs affects who gets elected in democracies and then constrains the foreign policies available to leaders once elected, both comparative politics and international relations scholarship benefit from more systematic investigation of foreign policy attitudes outside the United States. Using new data, this article presents a common set of core constructs structuring both American and European attitudes about foreign policy. Surveys conducted in four countries (the United States, the United Kingdom, France and Germany) provide an expanded set of foreign policy‐related survey items that are analysed using exploratory structural equation modeling (ESEM). Measurement equivalence is specifically tested and a common four‐factor structure that fits the data in all four countries is found. Consequently, valid, direct comparisons of the foreign policy preferences of four world powers are made. In the process, the four‐factor model confirms and expands previous work on the structure of foreign policy attitudes. The article also demonstrates the capability of ESEM in testing the dimensionality and cross‐national equivalence of social science concepts.  相似文献

This study investigates whether gender and the perceptions of department climate affects faculty job satisfaction and intentions to quit (work outcomes) with surveys responses from 308 faculty members in science and engineering fields. The study finds that both gender and department climate are related to work outcomes and that two facets of department climate (affective and instrumental) mediate the relationship between gender and both job satisfaction and intention to quit. This finding suggests that universities can benefit from improving department climate, which then may improve the retention of both male and female faculty, but may have an even greater impact on improving job satisfaction and reducing intentions to quit of female faculty.  相似文献
