Setting Standards for Children

In September 2004, the publication of a National Service Framework (NSF) for children set standards for what children and their families, young people, and expectant mothers can expect from the National Health Service. This article describes some of what the NSF includes, and why it is important.

农民健康权理论下我国农村合作医疗法律制度构建——以农民利益保障为研究视角

我国农村合作医疗是一项关系到8亿农民切身健康利益的重要制度，但在目前的实施过程中，仍存在医疗保障不到位、农民医疗利益被侵犯等各种问题，致使农民的生命健康权得不到应有的保障。鉴于此，以农民利益保障为研究视角，提出了我国农村合作医疗法律制度构建中的责任制度、资金制度、监管制度和纠纷解决制度以使我国农村合作医疗切实保障农民健康权的落实和农民利益的实现。     

基层医疗卫生领域职务犯罪的特点、原因及防治对策——以重庆市某基层人民检察院办理的此类案件为蓝本

由于社会整体医疗资源不足、行业制度和法律法规不健全、医疗工作专业性较强、医疗用品市场相对封闭等因素,导致该领域职务犯罪高发,医疗腐败、医患矛盾凸显.预防基层医疗卫生领域职务犯罪是一项系统工程,需要教育、制度和监督并重,“三位一体”,多管齐下才能奏效.     

Chapter 4. Concepts of Mental Health and Mental Illness in Older Hispanics

Abstract

The effect of cultural context in symptom expression and interpretation among older Hispanics, and how they experience psychological distress are not well-understood. We use the illness representation model to learn about older Puerto Ricans' and Dominicans' conceptions and causes of positive mental health, the causes of emotional problems, the conceptions and causes of depression and anxiety, the distinction between depression and anxiety, and the relationship between age and depression. Greater understanding of the meaning of symptoms and syndromes of depression and anxiety might help to define more culturally-sensitive mental health treatments and service delivery systems.     

从古巴的公共医疗看中国医改

古巴的公共医疗有两个突出的特点,一个是实行“全民免费医疗”制度以及相应的三级医疗网体系,另一个是教育体制以培养合格实用的全科医生为目标.虽然中国有自己的国情,但是从普遍性来讲,古巴这些做法对中国医疗改革的启示和借鉴意义在于,必须在公共医疗事业方面树立正确的观念导向、建立合理的结构设置、实行有效的运作机制.     

论医事卫生法学的创立

医事卫生法学的创立具有现实和法理的双重依据,是和谐社会发展的现实需要。创立医事卫生法学学科的根据,在于医学与法学之间的密切关系,尤其是二者之间的交叉重叠关系。这种关系为医事卫生法学的创立提供了最坚实的基础。本文拟对这一关系予以初步研究,并进而论证医事卫生法学的学科定位、学科体系、学科意义,以期为医事卫生法学的创立,提供最基本的理论解释。     

党政领导干部的心理问题和心理保健

党政领导干部常见的心理问题主要是：焦虑,恐惧,抑郁,浮躁,贪婪。产生这些问题的原因,主要是工作、家庭、诱惑的压力,对心理健康认识不足、重视不够,不能正确看待失败、得失、挫折和升迁。党政领导干部应学会一些心理保健方法,如改善物理环境,端正个人的态度和认识,懂得寻求社会支持,适当的体育运动,培养业余爱好,等等。     

Homicide as Infectious Disease: Using Public Health Methods to Investigate the Diffusion of Homicide

This study examined the spatial and temporal movement of homicide in Newark, New Jersey from January 1982 through September 2008. We hypothesized that homicide would diffuse in a similar process to an infectious disease with firearms and gangs operating as the infectious agents. A total of 2,366 homicide incidents were analyzed using SaTScan v.9.0, a cluster detection software. The results revealed spatio-temporal patterns of expansion diffusion: overall, firearm and gang homicide clusters in Newark evolved from a common area in the center of the city and spread southward and westward over the course of two decades. This pattern of movement has implications in regards to the susceptibility of populations to homicide, particularly because northern and eastern Newark remained largely immune to homicide clusters. The theoretical and practical implications of the findings, as well as recommendations for future research, are discussed.     

新农村建设中的广西农村医疗救助研究

实施农村医疗救助是新农村建设的重要内容,也是新农村建设的应有之义。广西农村医疗救助取得了一些成绩,但还存在医疗救助对象瞄准偏差、救助水平偏低、救助基金结余过多、慈善组织提供的医疗救助资源太少等问题,我们从实施目标定位政策、提高救助资金筹集能力、提高救助方案测算科学性和发展慈善医疗救助四个方面提出进一步完善的对策。
