Attitudes Towards Severity of Punishment: A Conjoint Analytic Approach

Past research suggests that attitudes towards severity of punishment are affected by crime‐specific factors. The impact of such factors has usually been investigated by between‐subjects designs. The studies reported in this paper, however, are based on within‐subjects designs, using conjoint analysis for data collection and analysis. Study 1 employs a rape scenario for investigating the impact of the victim–offender relationship and of two victim characteristics – provocative behavior and intoxication. Study 2 uses a theft and an assault scenario for analyzing the influence of several offender and crime characteristics on sanctioning: offender's age, readiness to confess, previous convictions, and severity of the offense. Results from both studies are reported and discussed in terms of utility values. These values represent the importance placed on the case characteristics focused upon. In addition to the general evaluation of case characteristics, inter‐individual differences are analyzed by means of hierarchical cluster analysis. Advantages of the conjoint analytic approach over conventional research methods on sanctioning behavior are discussed.

民主治理中的集体行动——一个组织行为学议题及其解释

作为社会科学想象力的产物,集体行动现象的概念化成为公共生活中最重要的一种知识增长.但在既有的学术研究中,集体行动概念要么偏向于社会抗争性事件的分析,要么在新制度主义经济学的理论假设中作出过度操作化的分析.因此,从建构主义行政学出发,在更一般化的理论水平上对集体行动进行研究,这既是科层治理向民主治理转化中提出的一个组织行为学的知识性议题,又是构建前瞻性和承担社会责任的公共行政的关键议题.     

Predicting and Preventing the Theft of Electronic Products

The research presented within this paper was conducted as part of a 2-year project (Project MARC) to develop and render operational a mechanism to assess the risk of theft of electronic products. Clarke and Newman (Secured goods by design - a plan for security coding of electronic products. London: Department of Trade and Industry, 2002) proposed the use of two checklists—one to measure vulnerability, the other to measure security—as a means of categorising products according to their vulnerability to theft. Consultation with key stakeholders yielded the common view that such a mechanism was worth pursuing, but that it must reflect the language of those who would use it. An extensive consultation with stakeholders from ten European member states ensued. Participants were asked to rate a range of electronic products in terms of vulnerability and security, and to explain their ratings. Their responses were used to develop two checklists that incorporate a variety of factors, weighted according to the frequency with which they were expressed. The crime vulnerability checklist developed within this paper is judged fit-for-purpose as a provisional measurement but we urge caution in relation to the security checklist.

The double-design dilemma: political science,parliamentary crisis and disciplinary justifications

Two separate, but inter-linked, dilemmas have highlighted the importance of design-led thinking. First, the crumbling physical fabric of the Palace of Westminster has prompted a multi-billion rebuilding project, which will require the parliamentary studies specialism to engage with questions of design, space, and architecture. Separately, political science more generally has been challenged to utilize the insights of design-thinking and design-practice: a challenge to which it is culturally and methodological ill-equipped. This article considers what a design-led approach to political science looks like in theory, and in practice, in the case study of the Restoration and Renewal of the Palace of Westminster. This represents a first attempt at how such a fusion could be beneficial for both politics as theory and politics as practice. The main conclusion is that although design-orientated political science is not a panacea for the challenges of modern democratic governance – in intellectual or practical terms – it does appear to offer significant potential in terms of theoretically-informed but solution focused research.

公开治安违法行为信息,在当前的法律环境下实属破冰之举,进而备受争议。虽然其意在借道德约束之力预防违法,以维护公共利益,但它又不可避免地会伤及个人利益。显然仅凭公共利益优先原则并不能妥善解决这个问题,而利益平衡才是治本之策,更何况平衡制度的实现已具备基础性条件。     

略谈对网络教学的认识与实践

网络教育是通过网络展示的教学内容及教学活动的总和。网络教学的模式有基于局域网上（多媒体网,视频点播网）的教学模式和基于Intemet上（个别学习,1对1,1对多,多对多）的教学模式。实践网络教学要充分发挥校园教学网的性能与应用、充分利用远程教学网发展继续教育、充分发挥校园网的作用搞好学历教育。     

对公安院校警务英语课程设置的再思考

公安院校在外语教育上应以学生的综合素质和实际工作能力培养为导向,研究制定科学合理的课程设置,优化课程模块,遵循语言教学原则,制定人才培养目标,以此创立具有公安特色的警务英语学科。
