Improved method for DFO development of latent fingerprints

A new formulation has been developed for DFO stock solution. The working DFO solution, based on the new stock solution, appears to be more stable, has a longer shelf life, and has little effect on inks (and therefore does not cause inks to run). Photoluminescence spectra of latent fingerprints developed with DFO reagent have been measured and the choice of filters for excitation and emission (barrier) have been derived from these measurements. Comparisons of latent fingerprints developed with ninhydrin and DFO have been made using various papers and at various intensities. These comparisons show the much greater sensitivity of DFO developed latent fingerprints. Although enhanced ninhydrin and DFO develop latent fingerprints with similar sensitivity, the DFO process is much simpler.

朱熹解《易传》“ 利者义之和”“ 利物足以和义”,不仅讲“利物”与“和义”的统一,强调“利物”之重要,表明对于利物、利人、利天下百姓的重视,而且由此进一步讲义利的相互联系,讲“利不是不好”;同时批评《苏氏易传》“义非利则惨洌而不和”,反对把义与利并列为二物,反对惟利是求。在此基础上,朱熹认为,对于利,既要从义利关系的层面看,又要从利害关系的层面看;既讲“利不是不好”,又讲“以利为心则有害”,反对求利之心。这一思想不仅在后世得到一定程度的发展,而且可以为今天提供有价值的思想资源。     

Reaching the unreached? Good governance and welfare reform politics in Delhi,India

Good governance scholarship has been preoccupied with the donor-driven conditionalities imposed on aid-receiving developing countries. Limited attention has been given to power struggles and resistance from government actors (bureaucrats and politicians) to embrace internally driven good governance programmes. To address this gap, this article ethnographically examines a good governance initiative of the Delhi government (India) to reform its welfare system in partnership with NGOs. The study indicates that the conflict between government and non-governmental actors over the authority to govern the poor eventually maintained the status quo of the welfare system while the poor remain marginalised.     

A conservation partnership for development? Marine conservation and indigenous empowerment at Mimiwhangata

In New Zealand indigenous participation is identified as a means to achieve effective environmental conservation and indigenous empowerment. This article suggests that within current frameworks the scope for meaningful authority and control to be devolved to indigenous communities is limited. The Mimiwhangata project demonstrates the importance of participatory processes in confronting policy shortcomings. Although the successful implementation of culture-centred conservation offers a conservation model both accommodating state-led goals and providing for indigenous cultural empowerment, structural change is required within conservation policy to achieve this outcome.
