关于加强吸毒人员管控工作的实践与思考

毒品危害是当今世界性的社会问题。只有完善对吸毒人员的管控工作,才能有效地杜绝吸毒违法活动的蔓延。公安机关应当采取多方面的措施,坚决防止对吸毒人员的失控漏管。     

治理特殊人群贩毒问题的思考

目前,禁毒工作中特殊人群参与毒品犯罪的问题日益突出,打击处理特殊人群贩毒遇到了很多棘手的难题,围绕如何有效地解决这些突出问题,提出个人的思考和看法。     

论毒品案件侦查意识的增强

不同于一般的刑事案件,毒品犯罪案件有其自身的特点,如没有特定的被害人,方法手段隐蔽,跨地区性流动性强。我国毒品案件侦查仍然套用普通刑事案件的侦查方法,没有形成系统理论体系,因此树立正确的毒品刑事案件侦查理念,可以促进毒品案件侦查系统的发展完善与提高,可以有效地打击毒品犯罪活动。     

Development and validation of the Cozart DDS oral fluid collection device

The testing of oral fluid for drugs of abuse has increased significantly over recent years and is now commonplace in drug rehabilitation clinics, the workplace, prisons and custody suites. The global problem of identifying drugged drivers has also led to an increase in oral fluid testing at the roadside. The main requirements for the implementation of roadside drug testing are a rapid sample collection time, collection of a known sample volume and recovery of drugs from the collection device. We report here the development of the Cozart^® DDS oral fluid collector, an oral fluid collector that combines rapid and adequate sample collection with satisfactory drug recovery. Oral fluid was collected from drug users (n = 134) and drug-free individuals (n = 137), using the Cozart^® DDS oral fluid collector. The mean time for the completion of collection (full coloration of the sample presence indicator) was 34 s for drug-free individuals and 44 s for drug users. The average volume collected was 0.34 mL (n = 271). No chemical stimulant (to induce salivation) was used to achieve the collection times observed in either the drug-free or the drug-taking sample populations. Drugs were extracted from the collector using the Cozart^® DDS buffer and drug recovery was determined by Cozart^® enzyme immunoassays. The recovery studies showed that for amphetamine, Δ⁹THC, cocaine, methadone, methamphetamine, morphine and temazepam over 90% of the drug in the sample was eluted from the collector. The Cozart^® DDS oral fluid collector provides a reliable mechanism for the collection of oral fluid at the roadside that achieves the rapid collection times required.

自上世纪80年代以来,昭通市因地理位置特殊,成为毒品过境和集散消费并存的地区之一。现状:海洛因是吸毒人员中最普遍、频繁使用的毒品;吸毒人员以社会闲散人员和农民为主;吸毒者以青壮年为主;等。对策:1.有效利用资源,建设戒毒康复基地;2.设立专门监室,实行终身关爱;3.保障经费;4.落实社会帮教;等。     

A problem with empirical studies of party policy shifts: Alternative measures of party shifts are uncorrelated

Many recent cross-national studies analyse the causes and electoral consequences of party policy shifts, using party position measures derived from election manifestos, expert surveys or voter surveys. However few studies validate their findings by analysing multiple measures of party policy shifts. In this article, data on European parties’ position shifts on both European integration and left-right ideology is analysed, showing that this is problematic because, while alternative measures of party policy positions correlate strongly in cross-sectional analyses, alternative measures of parties’ policy shifts are essentially uncorrelated in longitudinal analyses. Suggestions are offered on how to address this problem.     

域外毒品鉴定错案成因分析与防范借鉴

近年来,域外毒品鉴定错案高发,深刻暴露出毒品鉴定管理的内源性问题,值得我国相关领域工作人员借鉴。本文首先概述了毒品鉴定的特点;其次,根据近年来美国、加拿大、英国等地出现的典型毒品鉴定错案,对相关成因做系统梳理,为提升毒品鉴定管理质量、降低毒品鉴定错案的负面影响提供参考依据。本文将鉴定错案分为"错误"和"失误"两大类,并提出了通过提升实验室内部管理、加强实验室外部监督以及落实鉴定意见的质证认证等环节,预防毒品鉴定错案的系统方法。对于防范毒物毒品错案的发生具有重要的参照意义。

毒品犯罪是全球性的问题,世界各国在不断加强开发提高检测精度和识别毒品能力的新技术。笔者通过介绍当前国际上通用的先进的毒品查缉技术的原理、特点、技术优势以及适用的缉毒场合,对不同的查缉技术和装备进行分类比较,着重介绍人体藏毒探测技术、行李箱包探测技术、车辆和集装箱探测技术为缉毒实战部门提供选择,同时还介绍了正在研制中的几种毒品探测技术,以及毒品探测技术未来几年的发展趋势。
