2008年越南经济综观

2008年,越南经济经历了20多年来最剧烈的变化。上半年经济过热,并引起证券、房地产和商品市场及银行系统的剧烈震荡;下半年,世界金融危机波及越南,时值上半年采取宏观调控政策的紧缩效应开始显现,致使各主要行业又面临新的困难,最终全年经济增长未达到预期目标,并出现进一步下滑的趋势。但总体上看,2008年越南经济依然保持了较快的增长速度,特别是在出口和吸引外资方面,成绩尤为显著。各界对越南2008年经济表现褒贬不一,本文介绍了越南企业界、政府部门、学术界及国际机构的观点,并在最后提出笔者观点。

2004年我国经济运行特征和未来趋势

20 0 4年是我国经济进入轻波周期阶段以来一个经济增速较高的年份。在未来时期 ,将主要是以局部过热为起点开始降温 ,而且恢复到正常状态所需要的时间较过去而言要短得多 ,但具体趋势存在三种可能性 :“软着陆” ;经济增速在有了一定的下降以后又出现反弹 ,使得“软着陆”夭折 ;通货紧缩。当前 ,调控目标方面 ,在降低经济增速的同时 ,要着力抑制通胀率的攀升和加强国际收支的调控 ;调控手段方面 ,要尽可能多用经济手段和法律手段 ;客观调控政策方面 ,在运用财政政策的同时 ,要更加重视货币政策的作用。     

The international movement to deter corruption： Should China join？

Global concerns over the corruption of weak governments by firms engaged in transnational business are the source of an international movement that emerged in 1997. Special concern is presently directed at the weakness of enforcement of laws enacted in recent times to deter corrupt business practices in international trade that were enacted in response to that movement. One cause of weakness in law enforcement is the failure of China to share actively in those concerns and the efforts to address them. This essay will briefly record steps taken in other nations to address the concerns and the limited effectiveness of those steps. It will urge Chinese participation in the international movement and briefly suggest the need for private enforcement of the law if the movement is to succeed.     

Financing the Athenian state: public choice in the age of Demosthenes

The present essay analyses Athenian finances during the fourth century BC, the ‘Age of Demosthenes’, from both the revenue and expenditure points of view. It examines how Athenians practiced the concept of ‘economic democracy’ on matters of public choice, and the sometimes ingenious solutions they adopted for financing public goods such as defense, education and ‘social security’. Ancient Athens, the ‘prototype’ political democracy, was advanced also in matters of public administration, finance and institutions, on which political democracy was based and without their smooth running could not have functioned.

Crime, economic conditions, social interactions and family heritage

This paper tests whether factors referring to socio-economic aspects, family heritage, social interaction, habits and customs explain differences among violent and non-violent prisoners. Some of the results of the probit estimation show that economic issues are the main factors that stimulate the practice of non-violent crime. On the other hand, violent crimes results suggest that factors related to family heritage reduce this kind of crime. In relation to variables of social interaction, prisoners who were brought up in a good neighborhood have a lower probability of committing violent crimes.

商业言论自由是指公民为商业目的而传播商品或服务信息的自由(或权利).商业言论自由属于言论自由的范畴,其宪法地位为宪法文本和宪法判例所确认.商业言论自由之宪法保护的意义在于实现经济领域的言论自由、保护消费者权益和控制政府权力.商业言论自由对于言论自由本身具有重要意义,商业言论自由既是对言论自由价值的明证,也丰富了言论自由的价值内涵.在权利类型上,商业言论自由具有言论自由和经济权利的"竞合性"特征.     

越南与俄罗斯经贸合作发展的历程、现状与趋势

1991年底,苏联解体,越南与俄罗斯的关系进入新的历史时期。20年来,两国经贸合作取得了令人瞩目的成效,双边贸易迅猛增长,合作领域不断拓宽,合作层次不断提升。2001年,越南与俄罗斯宣布建立战略合作伙伴关系,随着两国成功加入世界贸易组织,在WTO框架体系下,未来双边经贸合作具有广阔的发展前景。
